PUBLIC SERVICE BOARD SERVICE FARE OF BUKITTALL NATIONAL STROKE HOSPITAL ON HEALTH MINISTRY

WITH THE GRACE OF THE ALMIGHTY GOD

FINANCE MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that under the terms of Article 9 of the Government Regulation No. 23 of 2005 on the Financial Management of the Public Service Agency as amended by Government Regulation No. 74 of 2012, the service rate of the agency that applies the Management The Finance of the General Services Agency is set by the Minister of Finance for the proposal of the minister/leader of
B.   that the Bukithigh National Stroke Hospital on the Ministry of Health has been designated as a Government Instancy that applies the Financial Management of the General Services Agency under the Decree of the Minister of Finance Number 283 /KMK.05/2007;
c. that the Minister of Health through the Letter Number: YM/MENKES/2200/X/2011 dated October 28, 2011, has delivered the proposed services tariff of the General Services Board of the National Stroke Hospital Bukithigh on the Ministry of Health;
D.   that the proposed tariffs on the services of the General Services Agency of the National Stroke Hospital Bukithighs on the Ministry of Health, have been discussed and studied by the Assessor Team;
e.   that under consideration as intended in the letter a, the letter b, the letter c, and the letter d, need to establish the Finance Minister's Regulation on the Tarif of the General Body Service of the National Stroke Hospital Bukitelevated in the Ministry of Health;
Remembering: 1.   Law Number 17 Year 2003 on State Finance (Indonesian Republic of Indonesia Year 2003 Number 47, Additional Gazette Republic of Indonesia Number 4286);
2. Act No. 1 of 2004 on the State Treasury (State Sheet of Indonesia Year 2004 Number 5, Additional Gazette Republic of Indonesia Number 4355);
3. Government Regulation No. 23 Year 2005 on the Financial Management of the Public Service Agency (State Gazette 2005 Number 48, Additional Gazette Republic of Indonesia Number 4502) as amended by Regulation Government Number 74 Of 2012 (sheet Of State Of The Republic Of Indonesia In 2012 Number 171, Additional Gazette Of The Republic Of Indonesia Number 5340);

DECIDED:
Establish: FINANCIAL MINISTER ' S REGULATION ON THE FARE SERVICES OF THE GENERAL SERVICES AGENCY THE NATIONAL STROKE HOSPITAL OF BUKITHIGHS ON THE HEALTH MINISTRY.

Section 1
(1) Tarif Service of the General Service of the National Stroke Hospital Bukithigh on the Ministry of Health is the reward received by the General Services Agency of the National Stroke Hospital Bukithigh on the Ministry of Health over services services that is given to the service user.
(2) The service user as referred to in paragraph (1) consists of a general public patient and a guarantor.
(3) The guarantor of the parties as defined in the paragraph (2) is the central government, local government, and other guarantor companies that guarantee/bear the cost of health care to the patients who are the parties to the subject.

Section 2
Service rates as specified in Section 1 of the paragraph (1) are composed of:
a.   Service rates are based on the following:
B.   Service rates are not based on the class; and
C.   Pharmacy fare.

Section 3
Service rates are based on the class as referred to in Section 2 of the letter a, consisting of:
a.   Hospitalization:
B.   Consulting rates and Visites;
C.   Operation Medic Action:
D.   Medik Non-Operative Action:
e.   Medical Support Rates;

Section 4
Service rates are not based on the class as referred to in Article 2 of the letter b, consisting of:
a.   Intensive Outpatient Fare;
B.   Street Rawat rates;
C.   Emergency Rawat rates; and
D.   Medical Support Rates;

Section 5
(1) The Tarif Service is based on the class as referred to in Article 3, distinguished by Class III, Class II, Class I and VIP Class.
(2) Class III Tarif, imposed to the highest general public patient of 90% (ninety percent) of the Class II tariff.
(3) Class II Tarif, subjected to a general public patient as described in Annex I which is an inseparable part of the Regulation of this Minister.
(4) Class I Tarif, worn to the general public patient at least 105% (one hundred and five percent) of the Class II fare as referred to in paragraph (3).
(5) The VIP Class Tarif, subject to the minimum general public patient of 125% (one hundred and twenty-five percent) of the Class II fare as referred to in paragraph (3).
(6) Further provisions regarding Class III, Class I, and VIP Class rates as referred to in paragraph (2), paragraph (4) and paragraph (5) are specified with the Decree of the Principal Director of the General Services Board of the National Stroke Office of Bukitheight on Ministry of Health, and a copy of the Decision of Director of the General Services Board of Bukittall National Stroke Hospital on the Ministry of Health was delivered to the Minister of Health and the Minister of Finance c.q. Director General of the Treasury.

Section 6
Service rates are not based on classes as referred to in Article 4 as set forth in Annex II which is an inseparable part of the Regulation of this Minister, imposed upon patients of the general public.
Section 7
Further provisions of the Order of the Service based on the class and the Service's Tarif not based on the class as set forth in Annex I and Annex II of this Minister are governed by the Principal Director of the General Services Agency National Stroke Hospital is Bukittall at the Ministry of Health.
Section 8
(1) The Pharmaceutical Tarif to the general public patients as referred to in Article 2 of the letter c, which are generic drugs, non-generic drugs, free drugs, special cosmetic drugs, cancer drugs, and the used-health tool are set at the price of Netto Apotek (HNA) plus the Value Added Tax (PPN) plus profit margin up to 25% (twenty-five percent) of HNA + PPN.
(2) HNA + PPN is the price of selling drug factories and/or pharmaceutical major merchants to governments, hospitals, pharmacies, and other means of health services.
(3) Further provisions concerning the Pharmaceutical Tarif as referred to in paragraph (1) are set with the Decree of the Principal Director of the General Services Board of the National Stroke Office of Bukithigh on the Ministry of Health.

Section 9
(1) The General Services Board of the Bukithigh National Stroke Hospital on the Ministry of Health may provide services services in the field of health to the guarantor parties based on the needs of the guarantor parties through the cooperation contract.
(2) The health care service with the guarantor party as referred to in paragraph (1) of the Public Health Guarantee Service (Jamkesmas), Regional Health Guarantee (Jamkesda), Health Insurance (Askes), Social Security Workforce (Jamsostek), another insurance company, and other health services cooperation.
(3) The Tarif service of the services services in the field of health as referred to in paragraph (2) is specified in the contract of cooperation between the Principal Director of the General Services Board of the National Stroke Office of the Ministry of Health with the party Amen.

Section 10
(1) The General Services Agency of Bukithigh National Stroke Hospital on the Ministry of Health can conduct Operational Cooperation (KSO) with other parties to improve services in the field of health.
(2) Tarif services for the KSO with other parties, set out in a contract of cooperation between the Principal Director of the General Services Office of the Bukithigh National Stroke Hospital on the Ministry of Health with other parties following the local market price.

Section 11
(1) Against a poor patient who is not a guarantor patient, may be charged with the service up to 0% (zero percent) of the service rate as referred to in Article 2.
(2) The provision of service rates up to 0% (zero percent) as referred to in paragraph (1) is exercised by considering the financial condition of the General Service Hospital of Bukitelevated National Stroke Hospital in the Ministry of Health.
(3) Further provisions on the manner of the pricing of the service rates to poor patients as referred to in paragraph (1) are specified with the Decree of the Principal Director of the General Services Board of the National Stroke Office of Bukitelevated in the Ministry of Health.

Section 12
The rules of the Ministry are in effect 15 (fifteen) days from the date of promulgations.
