No. 54 YEAR 2012
ABOUT
THE HOLDING OF THE DENTAL TECHNICIAN JOB

BY THE GRACE OF THE ALMIGHTY GOD
HEALTH MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that the dental technician as one of the health care types, authorized to host dental diligence work in accordance with the field of expertise that is owned;
B. that under consideration as referred to in the letter a, as well as to carry out the provisions of Article 23 paragraph (5) of the Law No. 36 of the Year 2009 on Health need to establish the Minister of Health's Ordinance about the Job The Dental Technician;

Given: 1. Law Number 29 Year 2004 on Medical Practice (Sheet State Republic Of Indonesia Year 2004 Number 125 Additional Leaf Republic Of Indonesia Republic No. 4437);
2. Law No. 32 Year 2004 on Regional Governance (Sheet State Republic Indonesia Year 2004 Number 125, Supplementary Sheet Republic Indonesia Number 4437) as amended by Law No. 12 of 2008 (State of the Republic of Indonesia 2008 No. 59, Additional Gazette of the Republic of Indonesia No. 4844);
3. Law No. 36 Year 2009 on Health (State Sheet of the Republic of Indonesia Year 2009 Number 144, Additional Sheet of State of Indonesia Republic No. 5063);
4. Law No. 44 Year 2009 concerning Hospital (Sheet State Republic Of Indonesia 2009 Number 153, Additional Gazette Republic of Indonesia Number 5072);

DECIDED:

establish: HEALTH MINISTER ' S REGULATIONS ON HOSTING DENTAL TECHNICIAN JOBS.

BAB I
UMUM CONDITIONS
Section 1
In this Minister ' s Rule, which is referred to:
1. Dental Technicians are any person who has passed dental engineering education according to the provisions of the rules of the invitations.
2. Health care facilities are the places used to host health care efforts, either the promotion, preventative, curative or rehabilitative performed by the Government, local government, and/or society.
3. Competency is a process for measuring the knowledge, skills and attitude of healthcare in accordance with the standards of the profession.
4. Dental Technician Competence Certificate is a sign of recognition for the competence of the Dental Technician to be able to exercise the practice and/or work of dental perseverance throughout Indonesia after passing the competency test.
5. Dental Technician Registration Letter, which is further abbreviated to STRTG is a written proof given by the Government to the Dental Technician who has had a certificate of competence.
6. Dental Technician license, which is later abbreviated to SIKTG is a written proof of authoring the authority to perform dental diligence work on health care facilities.
7. The dental technician standard is the limit of minimum ability to be owned/controlled by the Dental Technician to be able to carry out professional dental diligence work governed by the profession organization.
8. Minister is the minister who organizes government affairs in the field of health.
9. The Local Government is the governor, bupati/mayor, and the device of the area as an element of the organizer of the local government.
10. of the Indonesian Ministry of Health, which is subsequently abbreviated to MTKI is an institution that serves to ensure the quality of health care that provides health care.
11. of the Provincial Health Council, which subsequently abbreviated Mcrime is an institution that helps the implementation of MTKI duties.
12. The profession organization is the Indonesian Dental Technician Union.


Article 2
In Regulation the Minister is set up everything related to the action to be exercised by the Dental Technician in carrying out its work.
BAB II
PERIZY
The Kesatu section
Dental Technician Qualification
Section 3
The minimum educational qualification of the Gigi Technician is a graduate of the Dental Keteknisian Diploma.

Second Part
Dental Technician Competence Certificate
Section 4
(1) The dental technician to be able to do its work must first have a Dental Technician Competency Certificate.
(2) The Certificate of the Dental Technician as referred to in paragraph (1) is valid for 5 (5) years.
(3) The Certificate Of Dental Technician Competence as referred to in paragraph (1) may be obtained according to the provisions of the laws.

Third Part
STRTG
Section 5
(1) The dental technician who has had a Dental Technician Competency Certificate to be able to do his work should have an STRTG.
(2) STRTG as referred to in paragraph (1) issued by MTKI with a valid term for 5 (5) years.

Section 6
The expiring STRTG may be extended during meeting the requirements.

Section 7
(1) STRTG may be acquired under the provisions of the laws.
(2) Example STRTG as set forth in Form I attached which is an inseparable part of this Minister Regulation.

Fourth Quarter
SIKTG
Section 8
(1) Dental Technicians can only run dental diligence work on health care facilities.
(2) Each Dental Technician who performs dental diligence work in a mandatory health care facility has SIKTG.

Section 9
(1) SIKTG is given to the Dental Technician who has had an STRTG.
(2) The SIKTG as referred to in paragraph (1) is issued by the county/city local government.

Article 10
(1) To acquire SIKTG as referred to in Article 9, the Dental Technician must apply to the county/city county government by attaching it:
a. Legalized photocopies of the certificate;
B. photocopy certificate of competency;
c. photocopy STRTG;
D. A healthy letter from a doctor who has a license to the Practice;
e. a statement letter has a workplace in a health care facility or a place of practice;
f. The most recent color photo size is 4X6 cm in size (3).
G. recommendations from the Head of the Regency/City Health Service or the designated officials; and
h. Recommendations from a professional organization.
(2) If SIKTG is issued by the county/city health service, the recommendation requirement as referred to in paragraph (1) the letter e is not required.
(3) An example of a letter of application obtaining SIKTG as referred to in paragraph (1) is listed in the form II attached which is an inseparable part of the Regulation of this Minister.
(4) The example of SIKTG as set forth in Form III is attached which is an inseparable part of the Regulation of this Minister.

Section 11
Technicians of foreign nationals or Dentistry of foreign nationals overseas graduates can apply for obtaining SIKTG after:
a. satisfy the requirements as referred to in Article 10 of the paragraph (1);
B. conduct an evaluation and have a work permit and a residence permit according to the rules of the laws of the laws; and
c. have an Indonesian language proficiency.

Article 12
(1) SIKTG applies during STRTG still in effect and can be updated again if it expires.
(2) The terms of SIKTG renewal are performed by following the order of obtaining SIKTG as referred to in Article 10.

Section 13
(1) Dental Technicians can have at most 2 (two) -SIKTG.
(2) A second SIKTG request can be performed by indicating that the person in question has had the first SIKTG.

BAB III
THE EXECUTION OF THE DENTAL TECHNICIAN JOB
Section 14
(1) The Dental Technician who owns SIKTG can do its work on the health care facility in the form:
a. Dental engineering labs in public hospitals;
B. Dental engineering lab in a special hospital;
c. dental engineering laboratory at public health hall;
D. Dental engineering labs at the clinic;
e. Dental engineering laboratory in puskesmas; and
f. Independent dental engineering lab.
(2) The dental engineering laboratory as referred to in paragraph (1) must meet the minimum requirements of the equipment and materials as set forth in an annex which is an inseparable part of this Minister ' s Regulation.

Section 15
(1) Dental Technicians can only perform dental perseverance at the request of dentists and/or specialist dentists.
(2) The request of a dentist and/or a specialist dentist as referred to a paragraph (1) must be supplemented by:
a. A good and accurate model of work in the real state of the mouth;
B. a written work order clearly and signed by a dentist or specialist dental physician concerned, at least loading:
1. design of dental or imitation gear, stripping orthodoncy tools; protesta maxillo facial, and or the restoration of the desired tooth;
2. The demand for the materials used;
3. The number or example of the color of the duplicate tooth element;
4. The patient ' s identity is complete; and
5. The time or date of the creation request and the completion date of the work.
(3) Dental technicians are entitled to restore the request of a dentist and/or a specialist dentist if it does not meet the conditions as set in paragraph (2).

Article 16
In doing dental diligence work, the Dental Technician has an authority that includes:
a. making a dental or imitation tooth, rather than:
1. duplicable teeth are partially stripping;
2. Complete knockoff tooth stripping;
3. cekat/tetap; mock gear;
4. The restoration of the tooth (inlay, uplay, pasak of tuang)
both are made of acrylic, metal, porapart/ceramic, or any combination among these three materials, and/or other materials in accordance with the development of science and dental perseverance technology;
B. make the orthodontion tool let go;
c. create a maxillo facial (facial) protesa;
D. Reparation of artificial teeth or imitation gear that includes broken dental protests, element/dental additions, the replacement of the klamer, rebasing, relining, reparation of the stripping orthodontion tool, and or the protestine of maxillo facial;
e. define the components and materials for the creation of partially unreleased replication, complete mock gear, cekat knockoff, inlay/uplay, orthodontion, and/or maxillo facial prosthetic;
f. determining the use of the tool in accordance with the standard operating procedure, as well as identifying the components used in the dental perseverance practice;
G. analyze and identify job model flaws and provide any consideration, suggestions, and or alternatives to perform the repair;
h. conduct its own services and countermeasures of the working model; and
i. conduct analysis and evaluate dental perseverance practices that can affect the health of the teeth and the mouth.

Article 17
(1) In addition to the authority as referred to in Article 16, the Dental Technician can carry out Government assignment as needed.
(2) Government Assignment as referred to in paragraph (1) is given to the Dental Technician who works in a government-owned health care facility.

Section 18
(1) The dental engineer in carrying out his work is required to perform the recording.
(2) Seekers as referred to in paragraph (1) are mandatory for 5 (5) years.

Article 19
In carrying out his work Gigi Technician has the right:
a. obtaining legal protection throughout doing its work in accordance with the standards of the profession and the standard of operational procedures;
B. conduct dental perseverance according to the standard of the profession and standard of operational procedures;
c. obtaining complete and honest information from the employers;
D. receive rewards for professional services; and
e. Obtain warranty service for the purpose of performing the Cloud Service.

Article 20
In carrying out his work Gigi Technician has an obligation:
a. Respect Client's rights;
B. Keeping secrets in accordance with the rules of the laws of the law;
c. provide information about the dental perseverance of the teeth required by the client;
D. Request a dental diligence job that will be performed to the client;
e. Make a referral for a case beyond its competence and its authority in accordance with the rules of the laws of the laws; and
f. comply with the standards of the profession, service standards, and standards of operational procedures.

BAB IV
COACHING AND SUPERVISION
Section 21
(1) Government, provincial local government, district/city local government, MTKI, Mcrime, and Professed Professations conduct the coaching and supervision of the job execution of the Dentistry.
(2) Coaching and supervision as referred to in paragraph (1) is directed to improve the quality of dental perseverance, patient safety, and protect the public from all possibilities that can pose a danger to Health.

Section 22
The head of a health care facility is required to report a Dental Technician who works and stops working at its health care facility in each quarter to the Head of the District Health Service/City with a stew to the Professing Organization.

Section 23
(1) In order to exercise oversight as referred to in Article 21, Minister, provincial government, and district/city local governments may provide administrative actions to the Dental Technician. The violation of the provisions of the work of the Dentistry of the Minister
(2) administrative actions as referred to in paragraph (1) are:
a. oral reprimand;
B. written reprimand; or
c. revocation clearance.
Section 24
(1) The county/city county government may provide sanctions with the recommendation of the STRTG revocation recommendation to MTKI against the Dentistry of doing the job without having SIKTG.
(2) The county/city county government may charge oral reprimand, written reprimand until the revocation of the health care facility ' s permit to the leadership of the health care facility that employs the Dental Technician No SIKTG.

BAB V
TRANSITION PROVISIONS
Section 25
(1) Dental Technicians who have exercised dental diligence work before the enactment of this Minister ' s Regulation, must be egistrated under the provisions of the laws.
(2) The Dental Technician as referred to in paragraph (1) must have a SIKTG based on the Ordinance of this Minister the slowest 1 (one) year since the promulgations of this Minister's Ordinance.
(3) Each Dental Technician who runs the dental diligence work must conform to the Regulation of this Minister the slowest 1 (one) year since the promulgations of this Minister's Ordinance.

BAB VI
CLOSING PROVISIONS
Section 26
At the time the Minister ' s Ordinance came into effect, the Decree of Health Minister Number 372/MENKE/SK/III/2007 about the Standards of Dental Technician was revoked and stated to be not applicable.

Section 27
The Regulation of the Minister comes into effect on the date of the promulctest.
