NATIONAL VIGILANCE SCREENING
PRESIDENT OF THE REPUBLIC OF INDONESIA,
Weigh: a. That the teachings of Marxism/Leninism/Communism are a latent threat to the State of the Republic of Indonesia, which is based on Pancasila;
B. That such a threat can be an activity in all its forms and manifestations both coming from abroad and arising from within the country, addressed to all aspects of National life;
C. That for that it is necessary to cultivate, enhance and establish a high national awareness of the threat of the perils of Marxism/Leninisme/Communism;
D. That the study of the threat of understanding Marxism/Leninism/Communism is scientifically in order to secure the pancasila should be carried out under government control.

Remembering: 1. Article 4 of the paragraph (1) of the Basic Law of 1945;
2. Decree of the People's Consultative Assembly While the Republic of Indonesia Number XXV/MPRS/1996 on the dissolution of the Communist Party of Indonesia, Statement as a banned Organization in the entire territory of the Republic of Indonesia for the Indonesian communist party and the prohibition of any activity to disseminate or develop the understanding or teaching of Marxism/Leninisme/ Communism, the juncto of the People ' s Consultative Assembly ASSEMBLY NO IX/MPR/1978;
