., b., that in order to increase acceptance of the State of the fishery, the need to give the Ministry a letter Carrier and a Catcher Vessel Permit Fish Indonesia (SIKPPII) and Fish transport ship Licence Indonesia (SIKPII) for individuals or legal entities that conduct business fisheries;

DECIDED:.,, set ABOUT CHANGING GOVERNMENT REGULATIONS: the TWO TOP GOVERNMENT REGULATION No. 15 of the FISHING EFFORT in 1990.
Article I change some provision in Government Regulation No. 15 of 1990 about the fishing Effort (the State Gazette of the Republic of Indonesia number 19 in 1990, additional State Gazette Number 3408) as amended by the Government Regulation Number 43 of 1993 (State Gazette of the Republic of Indonesia Number 73 in 1993, additional State Gazette Number 3536) as follows:.,, 1. The provision of article 1 plus the number 13 , number 14, 15 and 16 digit number so that the overall article 1 reads as follows:.,, "article 1 In this Government Regulation is:.,, 1. The fishing Effort is all individual or legal entities attempt to catch or cultivate fish, including the activities of storing, cooling or preserve fish for commercial purposes.
., ,2. The fishing company is a company doing business and Fisheries conducted by citizens of the Republic of Indonesia Indonesia or legal entities. 3. The fishermen whose livelihoods are the ones doing the catching of fish.
., ,4. Fish farmers are people whose livelihoods do fish farms.
., ,5. Fisheries business license (IUP) is a must-have written permission of the company Fishing Fishery to do business with the use of the means of production that are listed in the permit.
., ,6. Approval of the use of Foreign Ships (TRAIN DISPATCHER) is the approval granted to the fishing Company which has had a Fisheries vessel for IUP flagged foreigners within the framework of cooperation with the foreign person or business entity to catch fish in the exclusive economic zone of Indonesia (ZEEI).
., ,7. The fishing vessel is a ship or boat or other floating tool used to conduct a fishing, including to conduct surveys or exploratory fishing.
., ,8. Expansion is the addition of the number of Fishing boats fishing and or the addition of types of business activities relating to which have not been listed in the IUP.
., ,9. Expansion of Fish Farms is the addition of an area of land or the addition of the type of business activity that is not yet listed in the IUP.
., .10. Fishing letter (SPI) is a letter which should have flagged Fishing Vessel any Indonesia to conduct a fishing activities in the waters of Indonesia and Indonesia exclusive economic zone or (ZEEI) which is the part that is inseparable from IUP.

Fishing licence (SIPI) is a letter of permission which must be owned by a foreign flagged Fishing Vessel any used by the fishing company of Indonesia that has possess IUP and TRAIN DISPATCHER to do fishing in the exclusive economic zone of Indonesia (ZEEI) and is the part that is inseparable from the TRAIN DISPATCHER. 12. the Minister is the Minister responsible in the field of fisheries.
., 13. Catcher Vessel permit and Fish Transport Indonesia (SIKPPII) is a license that should have every ship flagged Fishing Fleet Units in Indonesia are catching fish to perform the capture and transport of fish used by Corporate fisheries.
.,, 14. Fish transport ship licence Indonesia (SIKPII) is a license that should have every ship flagged Fishing Indonesia to perform the carriage of fish used by Corporate fisheries.
., 15. Carrier licences for foreign Fish (SIKPIA) is a letter of permission which must be owned by a foreign flagged Fishing Vessel any that are used to perform the carriage of fish used by Corporate fisheries.

Letters of Approval for foreign Fish transport ship (SPKPIA) is a letter of approval is a must-have any foreign-flagged Fishing Ship to perform the carriage of fish used by the company not the Fishery Company. Between article 7 and article 8 insert four (4) new article, namely Article 7A Article 7B, 7 c, chapter and section 7 d which reads as follows: "article 7A,,.,, (1) Indonesia-flagged Fishing Vessel used by the fishing Company as referred to in article 6 paragraph (1) to capture and or transporting fish in ZEEI required to have Licences and Transport Fish Catcher Ships Indonesia (SIKPPII).
., SIKPPII, (2) is valid for 3 (three) years for large pelagic and 2 (two) years for the small pelagic. The provisions of article 10 were changed so that the whole article 10 reads as follows:.,, "article 10 (1) the Governor or a designated Officer gives:.,,.,, a. The provisions of article 11 paragraph (1) and paragraph (3) are amended so that the overall article 11 reads as follows: "article 11,,.,, (1) Except against activities that become the authority of Governor or Regent/Mayor as referred to in article 10, the Minister or a designated officer gives the IUP, SPI, SIKPPII, SIKPII, SIKPIA, SPKPIA, a TRAIN DISPATCHER, and the SIPI to company Fisheries referred to in article 6, article 7, article 7A , Article 7B Article 7 c, 7 d, chapter, and section 9.

.,, (3) the provisions concerning the procedures for the granting of IUP, SPI, SIKPPII, SIKPII, SIKPIA, SPKPIA, a TRAIN DISPATCHER, and the SIPI referred to in subsection (1) as well as pelimpahan authorizes the Chairman of the Investment coordinating body referred to in subsection (2) is set by the Minister. "

5. the title of chapter III is amended as follows:.,, "CHAPTER III INVALIDATION of IUP, SPI, SIKPPII, SIKPII, SIKPIA, SPKPIA, a TRAIN DISPATCHER, and the SIPI"., 6. ., e. Fisheries Company, was convicted on the basis of a court decision that has the force of law. (3) SIKPPII can be revoked by the giver of the consent if:.,,.,, a. Fisheries Company does not implement the provisions listed in the SPI and or SIKPPII;
.,, b. Fisheries Fishing vessel Company outside activities of catching and transporting fish;
.,, c. Fisheries Company during 1 (one) year in a row since SIKPPII incurred does not carry out its business activities; d. IUP revoked by consent giver;., e. Fisheries Company, was convicted on the basis of a court decision that has the force of law. (4) SIKPII can be revoked by the giver of the consent if:.,,.,, a. Fisheries Company does not implement the provisions listed in the SPI and or SIKPII;
.,, b. Fisheries Fishing vessel Company outside activities of catching and transporting fish;
.,, c. Fisheries Company during 1 (one) year in a row since SIKPII incurred does not conduct his business. d. IUP and or SPI revoked by consent giver;., e. Fisheries Company, was convicted on the basis of a court decision that has the force of law. (5) SIKPIA can be revoked by the giver of the consent if:, a.., no longer meets the technical provisions of the ship;.,, b. use Transports Fish not to load or hold or transporting fish;
.,, c. no longer use Fish transport ship or Fishing Vessel in the fleet of fishing that is equipped with the SIKPIA; d. IUP and TRAIN DISPATCHER or revoked by the giver of the consent;

e. used to transport illicit goods; or f. not implementing the conditions set forth in SIKPIA. (6) SPKPIA revoked if the breaching of SPKPIA. "

7. The provisions of article 17, to read as follows:.,, "article 17 provisions on procedures for the removal of IUP, SPI, SIKPPII, SIKPII, SIKPIA, SPKPIA, a TRAIN DISPATCHER, and the SIPI set by the Minister."
Chapter II of this Regulation comes into force on the date of promulgation.
