.,, b. that having regard to the foregoing matters and economic progress, potential areas, socio-cultural, socio-political, population, area, and other considerations in the town of Padang Sidempuan Administrative South Tapanuli Regency, as well as the increased burden of duties and the volume of work in the field of the Organization of the Government, civic development and implementation services as well as provide skills in the utilization of the potential of the area to hold the autonomy area in South Tapanuli Regency , need to form the city of Padang Sidempuan as autonomous regions;
.,, c. that based on considerations as referred to in letters a and b, need to establish laws on the formation of the town of Padang Sidempuan for replacing government regulation Number 32 in 1982 about the formation of the town of Padang Sidempuan Administrative;
.,, Considering: 1. Article 5 paragraph (1), article 18, article 18A, 18B, Chapter and article 20 paragraph (1) of the Constitution of the Republic of Indonesia in 1945;
., ,2. Act No. 24 of 1956 on the establishment of the autonomous region province of Atjeh and the rule change the formation of the regional North Sumatra Province (State Gazette of the Republic of Indonesia Number 64 in 1956, an additional Sheet of the Republic of Indonesia Number 1103);

With the approval of the HOUSE of REPRESENTATIVES of the REPUBLIC of INDONESIA to decide:.,, set: the law on the ESTABLISHMENT of the TOWN of PADANG SIDEMPUAN.
CHAPTER I GENERAL PROVISIONS article 1 In this law is meant by:.,, 1. Area is the autonomous region as referred to in article 1 subparagraph i of Act No. 22 of 1999 on local governance.
., ,2. North Sumatra Province is Autonomous as stipulated in Act No. 24 of 1956 on the establishment of the autonomous region province of Atjeh and the rule change the formation of North Sumatra Province.
., ,3. South Tapanuli Regency is the autonomous region as stipulated in the emergency law number 7 of 1956 on the establishment of Autonomous counties in the region of North Sumatra Province.
., ,4. Padang Sidempuan is a city administrative administrative city as stipulated in the Government Regulation Number 32 in 1982 about the formation of the town of Padang Sidempuan Administrative.
CHAPTER II ESTABLISHMENT and BORDERS article 2 of law was formed in the city of Padang Sidempuan in North Sumatra Province in Indonesia Republic unitary State.

Padang Sidempuan City chapter 3 comes from a portion of South Tapanuli Regency consisting of: a. Subdistrict Padang Sidempuan Utara;

Padang Sidempuan Sub b. South;

Padang Sidempuan Subdistrict c. Batunadua;

Padang Sidempuan Sub d. Hutaimbaru; and Padang Sidempuan Subdistrict e..

Article 4 with the formation of the city of Padang Sidempuan, as stipulated in article 2, the South Tapanuli Regency reduced the territory of the city of Padang Sidempuan as referred to in article 3.

Article 5 with the formation of the city of Padang Sidempuan, Padang Sidempuan city administrative area in South Tapanuli Regency removed.

Article 6 (1) of the city of Padang Sidempuan has territorial boundaries:.,,.,, a. North of Padang Sidempuan Barat Subdistrict with the South Tapanuli Regency;
.,, b. East of Padang Sidempuan Timur Subdistrict with the South Tapanuli Regency;
., c., South of Padang Sidempuan Timur Subdistrict with the South Tapanuli Regency; and, d.., West of Padang Sidempuan Barat Sub-district with sub-district Siais, Padang Sidempuan Timur Subdistrict and South Tapanuli Regency.
.,, (2) the limits referred to in subsection (1) is poured in a map that is part an integral part of this Act.
.,, (3) the determination of the boundaries of the city of Padang Sidempuan South Tapanuli Regency and definitely in the field referred to in paragraph (1), established by the Minister of Home Affairs and Regional Autonomy.
Chapter 7.,, (1) with the formation of the city of Padang Sidempuan, Padang Sidempuan City Government sets the Spatial Plan of the city of Padang Sidempuan in accordance with legislation.

CHAPTER III article 8 REGIONAL AUTHORITY.,, (1) the authorities of the city of Padang Sidempuan as autonomous region covers the entire field of government authority, including mandatory authority, except for the field of foreign policy, Defense Security, judicial, fiscal and monetary, religious, as well as other areas of authority, in accordance with the legislation.

CHAPTER IV the GOVERNMENT of the REGION of the first part of the regional House of representatives article 9.,, (1) the House of representatives of the regional city of Padang Sidempuan was formed in accordance with the regulations, no later than one year after the inauguration of the city of Padang Sidempuan.

Section 10.,, (1) with the formation of the city of Padang Sidempuan, the number of members of the House of representatives South Tapanuli Regency Area does not change until the formation of the regional House of representatives as a result of the next general election.
.,, (2) a member of the Regional House of representatives South Tapanuli Regency, whose membership represents the town included in the territory of the city of Padang Sidempuan itself became a member of the House of representatives of the regional city of Padang Sidempuan.

.,, (2) implementation of the submission referred to in subsection (1) later than completed within one year, counted since the appointment of the Acting Mayor of Padang Sidempuan.
.,, (3) the procedures for inventory and the submission referred to in subsection (1) is governed by the Minister of Home Affairs and Regional Autonomy in accordance with the legislation.
Section 3.,, (1) the financing necessary for the formation of the town of Padang Sidempuan, as stipulated in article 2, is charged to the income and Expenditure Budget of the regional South Tapanuli Regency.
.,, (2) to the smooth conduct of the Government, the implementation of development, and civic services, accounting since the launch of the formation of the town of Padang Sidempuan, financing that is needed in the first year before Budget revenue and Expenditure is composed of the regional city of Padang Sidempuan charged to income and Expenditure Budget of the regional South Tapanuli Regency based on the revenue generated from the city of Padang Sidempuan.
Article 16 All regulations that currently apply to South Tapanuli Regency remains valid for the city of Padang Sidempuan prior regulations referred to modified, replaced, or repealed under this Act.

CHAPTER VI CLOSING PROVISIONS article 17 at the time of the enactment of this Act, all laws and regulations that are contrary to this law are declared inapplicable.

Article 18 Provisions required further as implementation of this law are regulated in accordance with the legislation.

Article 19 this Act comes into force on the date of promulgation.

.,, Enacted in Jakarta on June 21, 2001 the PRESIDENT of INDONESIA, ABDURRAHMAN WAHID Enacted in Jakarta on June 21, 2001 STATE SECRETARY DJOHAN EFFENDI of INDONESIA, STATE GAZETTE EXTRA RI No. 4111 (explanation of the 2001 State Gazette Number 84) EXPLANATION for the law of the Republic of INDONESIA number 4 of 2001 on the ESTABLISHMENT of the CITY of PADANG SIDEMPUAN i.., the administrative town of Padang Sidempuan, with overall land area reaches 1,435.66 Ha , which is part of the North-South Tapanuli Regency as stipulated in the emergency law number 7 of 1956 on the establishment of County areas in North Sumatra Province, has been showing rapid growth, especially in the field of development and implementation of an increasing number of population, which in 1990 amounted to 142,086 inhabitants in 2000 and increased to 153,009 and an average growth of 3% per year. This has resulted in the increase of the load and volume of work tasks in implementing governance, development, and implementation services.
., Is, therefore, a much-needed increase in the field of the Organization of the Government, the implementation of development, and civic service in order to improve the standard of living and welfare of the community in the administrative area of the city of Padang Sidempuan South Tapanuli Regency, as set forth in a government regulation Number 32 in 1982 about the formation of the town of Padang Sidempuan Administrative.
Geographically, the administrative area of the city of Padang Sidempuan has a strategic position, both in terms of economic and socio-cultural. In terms of potential for agriculture, industry and trade, as well as tourism, the town of Padang Sidempuan Administrative has a good prospect for the fulfillment of the needs of the market at home and abroad.
., Based on the aforesaid things and pay attention to the growing community aspirations, areas of the city of Padang Sidempuan that not only consists of the administrative area of the city of Padang Sidempuan, but also include parts of other South Tapanuli Regency, that Kecamatan Padang Sidempuan Batunadua, Padang Sidempuan Hutaimbaru Subdistrict, Southeast of Padang Sidempuan Subdistrict and need to be molded into Padang Sidempuan Town.
