THE NATIONAL COUNCIL OF INFORMATION AND COMMUNICATIONS TECHNOLOGY

WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

.,, weighed: a. that information and communication technology (ICT) is one of the main pillars of the construction of the human civilization today and is an important means in the process of transformation into a developed nation;
., b. that information and communication technology has a great role in the welfare of the nation's life;
., c. that information and communication technologies are able to drive the nation's self-reliance and the increase in national competeness;
., d. that the development, development and assistance of information technology and communications require a unified and well-coordinated and synergy of all stakeholders in the field;
., e. that the Indonesian Telematics Coordination Team which was formed under Presidential Decree No. 9 of 2003 on the Indonesian Telematics Coordination Team is viewed as being unsuitable for the development of the state;
., f. that based on the consideration of the letter a, the letter b, the letter c, the letter d, and the letter e, it is considered necessary to establish the Presidential Decree on the National Council of Information and Communication Technology;

.,, Given: 1. Section 4 of the paragraph (1) of the Basic Law of the Republic of Indonesia of Indonesia Year 1945;
., 2. Indonesia Presidential Ordinance Number 9 Of 2005 On The Position Of Duty, Function, Organizational Arrangement, and Working Tata of the Ministry of the Republic of Indonesia, as it has been several times last modified with the Presidential Regulation No. 62 of the Year 2005;
., 3. Policy of President of the Republic of Indonesia No. 10 Year 2005 On the Unit of Organization and Duty of Eselon 1 Ministry of State of the Republic of Indonesia as amended last several times with the Presidential Regulation Number 80 of 2005;

DECIDED:

.,, SET: THE PRESIDENT ' S DECISION ON THE NATIONAL BOARD OF INFORMATION TECHNOLOGY AND COMMUNICATIONS.

FIRST:
Forming the next National Information and Communications Technology Council in Decision of the President is called the National ICT Council.

BOTH:
a. The membership arrangement of the National TIK Board is:

.,, Chairman: President of the Republic of Indonesia;
Deputy Chairman of the Member: Coordinating Minister for Economic Affairs;
Chairman of the Daily Duplicate Members: Minister of Communications and Informatics;
Member: 1. Finance Minister;
.,, 2. The Minister of Industry;
3. the Minister of Law and Human Rights;
4. National Education Minister;
5. Trade Minister;
6. The Minister of the Interior;
7. National Development Planning Minister of State/Chief Bappenas;
8. Minister of State of the State of Aparatur;
9. State Minister of Research and Technology;
10. Cabinet Secretary;
11. Kemal A. Stamboel.

2. Chairman ' s Managing Team: Minister for Communications and Informatics;
.,, Vice Chairman: Kemal A. Stamboel;
Secretary: Director General of Telematics Application, Department of Communication and Informatics;
Deputy Secretary: Deputy Cabinet Secretary of the Field of Law;

3. The Advisory Team, which consists of:
.,, a) Rector of the Bandung Institute of Technology;
b) Rector of the University of Indonesia;
c) Rector of the Gajah Mada University;
d) Rector of the Ten Nopember Technology Institute;
.,, e) Other experts and practitioners both from within and outside the country are set by the Chief Harlan.

., 4. Partner Team consisting of stakeholders (stakeholders) in ICT industry fields) academics and practitioners set by the Daily Chairman.

., b. In the event of a need, the Daily Chairman can add membership to the Managing Team as referred to in the letter a numeral 2.

THIRD:
The National TIK Board has a task:
., a., a. Formulate a common policy and strategic direction of national development, through the mutineers of information technology and communication;
., b. Conduct a review of strategic issues that arise in the framework of information technology and communication technologies;
., c. Perform national coordination with Central/Regional Government agencies, State-owned Enterprises/Regional-owned Enterprises, Business World, Professional Institution, and information and communication technology communities, as well as the public in order the development of information technology and communication;
., d. Provide approval for the execution of information technology and communication technology programs that are cross-department to be effective and efficient.

FOURTH:
To assist in the implementation of the National Board of ICT tasks, it can be formed by the Working Groups (Pokja), whose membership and governance is further established by the Chairman of the Daily.

KELlMA:
., a., a. To streamline the implementation of its task, the National ICT Council was assisted by a Secretariat.
., b. The membership structure and work of the Secretariat are further regulated by the Chairman of the Daily.

SIXTH:
., a., a. The National ICT Council held the Plenary Meeting at least 2 times in a year led by Team Leader Pengarah.
., b. Technical Coordination Meetings may be held when required at least 3 (3) months, led by the Vice Chairman or the Chairman of the Daily;

., c. The provisions regarding the mechanism and the work of the National ICT Council are further set up by the Daily Chairman.
SEVENTH:
In carrying out its duties, the National Board of ICT can request assistance from Government officials, academics, practitioners, or any other party that is seen as necessary.

EIGHTH:
The costs required for the implementation of the National ICT Council duties are charged in the State Shopping Budget on the Department of Communications and Informatics.

KESEMBlLAN:
The National ICT Council ' s term is valid for 3 (three) years since its Presidential Decree and may be extended if necessary.

TENTH:
The further provisions necessary for the implementation of the Presidential Decree are set by the Minister of Communications and Informatics.

ELEVENTH:
With the enactment of this Presidential Decree, the Presidential Decree No. 9 of 2003 On the Indonesian Telematics Coordination Team, was declared to be unapplicable.

TWELFTH:
This President ' s decision comes into effect at the set date.
