In this Government Regulation referred to by:
., 1. The Government of Riau Islands Regency is the Regent of Riau Islands and regional devices as an element of the regional government's organizer.
., 2. The Regional People's Representative Council of Riau Islands District is the people's representative institution of the Regency of Riau Islands as an organizer of the local government.
., 3. Autonomous regions are a unity of the legal society that has the limits of the territory that authorities regulate and take care of the affairs of government and the interests of the local community according to the initiative itself based on the aspirations of the people in the Union State system Republic of Indonesia.

Section 2
The name of Riau Islands Regency as an Autonomous Region in the Riau Islands Province region is converted to Bintan County without a change of region boundary.
