CHAPTER I GENERAL PROVISIONS article 1 In this law is the:.,, 1. Central Government, hereinafter referred to as the Government, is the President of the Republic of Indonesia that holds the powers of the Government of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia in 1945.
., ,2. The autonomous region, hereinafter referred to as the area, is the unity of Community law which has territorial boundaries which authorities manage and administer the Affairs of Government and the interests of the local community according to its own initiative on the basis of the aspirations of the community in the system of unitary State of the Republic of Indonesia.
., ,3. East Nusa Tenggara province was a province referred to in Act No. 64 in 1958 on the establishment of level I areas of Bali, West Nusa Tenggara, East Nusa Tenggara and (State Gazette of the Republic of Indonesia Number 115 of 1958, an additional Sheet of the Republic of Indonesia Number 1649);

West Sumba Regency is a Regency (kabupaten) as stipulated in Act No. 69 of 1958 on the establishment of areas of level II Within level I areas of Bali, West Nusa Tenggara, East Nusa Tenggara and (State Gazette of the Republic of Indonesia Number 122 in 1958, additional sheets of the Republic of Indonesia Number 1655), which was the original County Southwest Sumba Regency.

Article 4 with the formation of the Southwest Sumba Regency, as stipulated in article 2, the area of West Sumba Regency is reduced by Southwest Sumba Regency area referred to in article 3.

CHAPTER VI income, EQUALIZATION FUNDS, ALLOCATION of GRANTS and ASSISTANCE FUNDS Article 15.,, (1) Southwest Sumba Regency is entitled to Equalization Fund allocation in accordance with the laws and regulations regarding equalization funds between the Government and the Government of the region.
.,, (2) in fund balances referred to in paragraph (1), the Government allocates funds a special allocation of infrastructure in accordance with government regulations.

.,, (2) the Government of the Province of East Nusa Tenggara provides assistance fund to support the activities of the Organization of the Southwest Sumba Regency Government amounting to Rp 5 billion (five billion dollars) every year for the past two years in a row.
.,, (3) grants and assistance funds as referred to in paragraph (1) and paragraph (2) was started since the inauguration of the acting Regent Southwest Sumba.
.,, (4) In West Sumba Regency does not meet kesanggupannya in accordance with the grant referred to in subsection (1) of the Government reducing the allocation of public funds from acceptance of Sumba Barat Daya to give to the Southwest Sumba Regency Government.
.,, (5) In East Nusa Tenggara province do not meet the kesanggupannya provide assistance in accordance with the funds referred to in subsection (2) the Government reduced the allocation of public funds from acceptance of East Nusa Tenggara province to be given to the Southwest Sumba Regency Government.

CHAPTER IX CONCLUDING PROVISIONS


Article 21 at the time of the enactment of this Act, all the provisions in the regulations relating to the Southwest Sumba Regency is adapted to this Act.
