CHAPTER I GENERAL PROVISIONS article 1 In this law is the:.,, 1. Central Government, hereinafter referred to as the Government, is the President of the Republic of Indonesia that holds the powers of the Government of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia in 1945.
., ,2. The autonomous region, hereinafter referred to as the area, is the unity of Community law which has territorial boundaries which authorities manage and administer the Affairs of Government and the interests of the local community according to its own initiative on the basis of the aspirations of the community in the system of unitary State of the Republic of Indonesia.
., ,3. North Sulawesi province is a province referred to in Act No. 13 of 1964 concerning the determination of the Replacement Government Regulations Act No. 2 of 1964 on the establishment of the area of level I North Sulawesi and Southeast Sulawesi level I Areas by changing the Act No. 47 Prp1960 about the formation of the regional level I North Sulawesi-Central and Southeast Sulawesi Selatan level I (State Gazette of the Republic of Indonesia number 7 1964) became law (Gazette of the Republic of Indonesia number 94 in 1964 Additional Sheets, the Republic of Indonesia Number 2687) whose territory has been reduced to the province of Gorontalo, based on Act No. 38 of 2000 concerning the establishment of Gorontalo Province.

Bolaang Mongondow Regency is a Regency (kabupaten) as stipulated in Act No. 29 of 1959 concerning the establishment of level II areas in Sulawesi (Indonesia Republic Gazette 1959 Number 74, an additional Sheet of the Republic of Indonesia Number 1822), whose territory has been reduced to the city of Kotamobagu based on Act No. 4 of 2007 on the establishment of the town of Kotamobagu in North Sulawesi province and Kabupaten Bolaang Mongondow Utara by virtue of Act No. 10 of 2007 Bolaang Mongondow Regency of North Sulawesi province North , which is the origin of the Regency South Bolaang Mongondow Regency.
CHAPTER II establishment, COVERAGE AREA, BORDERS, and is considered part of CAPITAL Formation article 2 With this Act established South Bolaang Mongondow Regency in the province of North Sulawesi in Indonesia Republic unitary State.

Article 4 with the formation of Bolaang Mongondow Regency South, as stipulated in article 2, Bolaang Mongondow Regency area reduced by the area South Bolaang Mongondow Regency as referred to in article 3.

.,, (2) the limits referred to in subsection (1) is depicted in the map area as listed in the annex which is an integral part of the section of this Act.
.,, (3) the assertion of the limits of South Bolaang Mongondow Regency area definitely in the field, as referred to in paragraph (1) and paragraph (2), set by the Home Secretary not more than 5 (five) years since the launch of Bolaang Mongondow Regency South.
Section 6.,, (1) with the formation of Bolaang Mongondow Regency South as stipulated in article 2, Bolaang Mongondow Regency South Government establishes Spatial plans of Counties in accordance with the regulations, within 3 (three) years since the formation of the County.
.,, (2) the determination of the Spatial Plan of Bolaang Mongondow Regency South Area referred to in subsection (1) is carried out in accordance with the plan of National Territory Spatial and Spatial Plan area of North Sulawesi province and conducted with regard for spatial plans of counties/cities in the vicinity.

d. the Ministry of General Administration of Government;

n. administrative capital investment services;

o. Organization of other basic services; and p. other mandatory Affairs mandated by legislation.

.,, (5) if within 1 (one) year as referred to in paragraph (2) has not been elected and not appointed regent definitive, Minister of internal affairs can lift back the acting Regent for 1 (one) time the next longest term of 1 (one) year or replace it with another acting in accordance with the legislation.
.,, (6) the Governor do coaching, supervision, evaluation, facilitation and performance against the acting Regent in carrying out the duties of the Government, and the election of the Regent/Vice Regent.

.,, (4) the inauguration of the inaugural members of the House of representatives South Bolaang Mongondow Regency Area is carried out in accordance with the legislation.
Chapter V the PERSONNEL, assets, and documents Article 14.,, (1) the Regent of Bolaang Mongondow Bolaang Mongondow shared the acting Regent South of inventory, organize, and carry out the transfer of personnel, assets, as well as the submission of documents to the Government District South Bolaang Mongondow.
.,, (2) the transfer of the personnel referred to in paragraph (1) is carried out at least 6 (six) months from the appointment of the acting Regent.

.,, (6) salaries and fringe benefits of civil servants as referred to in paragraph (4) has not been established during the budget revenue and Shopping District South Bolaang Mongondow charged to income and expenditure budget of the origin of a work unit of the personnel concerned in accordance with the legislation. (7) the assets and documents referred to in subsection (1) and subsection (3) includes:.,,.,, a. owned/controlled moves and does not move and/or utilized by the Bolaang Mongondow Regency South Government in Bolaang Mongondow Regency South region;

.,, (8) if the surrender and transfer of assets as well as the documents referred to in subsection (7) is not implemented by Regent Bolaang Mongondow, North Sulawesi Governor as the representative of the Government must solve them.
.,, (9) the implementation of the transfer of personnel as well as the delivery of assets and the documents referred to in subsection (1) is reported by the Governor of North Sulawesi to the Minister of the Interior.
CHAPTER VI income, EQUALIZATION FUNDS ALLOCATION, grants, and ASSISTANCE FUNDS Article 15.,, (1) South Bolaang Mongondow Regency are entitled to Equalization Fund allocation in accordance with the legislation.
.,, (2) in fund balances referred to in paragraph (1), the Government allocates funds a special allocation of infrastructure in accordance with government regulations.
Article 16.,, (1) Bolaang Mongondow Regency Government in accordance with kesanggupannya gives grants in the form of money to support the activities of the Organization of the Government of the Regency South Bolaang Mongondow Rp RP 5 billion (five billion dollars) in the first year and Rp RP 4.000.000.000 (four billion dollars) in the second year as well as for the implementation of the election of the Regent and Vice Regent of Bolaang Mongondow South first Rp RP 1,000,000,000 (one billion dollars).
.,, (2) the Government of the province of North Sulawesi provide relief fund to support the activities of the Organization of the Government of the Regency South Bolaang Mongondow 2.500.000.000 Rp 2,000 (two billion five hundred million dollars) in the first year and Rp RP 3,000,000,000 (three billion dollars) in the second year as well as for the implementation of the election of the Regent and Vice Regent of Bolaang Mongondow South first Rp RP 2.000.000.000,-(two billion dollars).
.,, (3) the awarding of the grant referred to in subsection (1) and the grant of aid as referred to in paragraph (2) was started since the inaugural South Bolaang Mongondow Acting Regent.
.,, (4) In the Regency of Bolaang Mongondow did not meet the kesanggupannya grant in accordance with the provisions referred to in subsection (1), the Government reduced the general allocation Districts receiving funds Bolaang Mongondow to give to South Bolaang Mongondow Regency Government.
.,, (5) In North Sulawesi province do not meet the kesanggupannya provide assistance funds in accordance with the provisions referred to in subsection (2), the Government reduced the allocation of funds to public acceptance of the North Sulawesi province to give to South Bolaang Mongondow Regency Government.
.,, (6) South Bolaang Mongondow Acting Governors delivered a report on the realization of the use of the grant referred to in subsection (1) to the Regent Bolaang Mongondow.
.,, (7) South Bolaang Mongondow Acting Governors delivered a report on accountability for the realization of the use of the grant and the grant referred to in subsection (1) and paragraph (2) to the Governor of North Sulawesi.
Article 17 South Bolaang Mongondow Acting Governors were obliged to undertake the administering regional finance in accordance with the legislation.

CHAPTER VII CONSTRUCTION of Article 18.,, (1) To streamline the Organization of local governance, the Government and the Government of North Sulawesi province do coaching and facilitation in Bolaang Mongondow Regency special South within 3 (three) years since it was inaugurated.

CHAPTER VIII TRANSITIONAL PROVISIONS article 19

.,, (1) Before the formation of the regional people's representative Council, the acting Regent of Bolaang Mongondow South of drafting the regulation about the budget revenues and the Regent Shopping Area South Bolaang Mongondow Regency for the next fiscal year.
.,, (2) the draft Regulations South Bolaang Mongondow Regent referred to in subsection (1) is conducted after confirmed by the Governor of North Sulawesi.

., Based on the foregoing, the Government has conducted a thorough and in-depth study regarding the feasibility of the establishment of the region and concludes that the Government needs to establish South Bolaang Mongondow Regency. Bolaang Mongondow Regency South, which is the extraction of Bolaang Mongondow, comprises five districts, namely, Pinolosian Subdistrict, district Pinolosian Middle East Pinolosian, Kecamatan Bolaang Uki, district, Subdistrict and Posigadan. Bolaang Mongondow Regency South has an area of whole ± 615.86 l. km² with a population of approximately 54751 inhabitants in 2007.
.,, Bolaang Mongondow Regency with the formation of the South as an autonomous region, the Government of North Sulawesi province were obliged to assist and facilitate the formation of institutional Representatives of the regional and other regions that efficiently and effectively in accordance with needs and capabilities, as well as assist and facilitate the transfer of personnel, transfer of assets and documents for the purpose of organizing local governance in order to improve public services and accelerate the attainment of community welfare in Bolaang Mongondow Regency South.
