., c. that the formation of Peak County is expected to be able to foster improvement of services in governance, development, and correctional, and may provide capability in the utilization of potential areas;
., d. that based on the consideration as referred to in the letter a, the letter b, and the letter c need to form an Act on the Establishment of the Peak Regency in Papua Province;

BAB I
UMUM PROVISIONS
Section 1
In this Act referred to:
., 1. The central government, subsequently called the Government, is the President of the Republic of Indonesia which holds the power of government of the Republic of Indonesia as referred to in the Basic Law of the Republic of Indonesia in 1945.

An autonomous region, next called the area, is a unity of the legal society that has the boundaries of the region that authorities regulate and take care of the affairs of government and the interests of the local community according to its own initiative based on aspiration People in the State of the Republic of Indonesia system.

(1) The Peak regency has the boundaries of the region:

Section 10

PERSONNEL, ASSETS, AND DOCUMENTS
Section 14

.,, (6) Gaji and civil servant benefits as referred to in paragraph (4) as long as it is not yet specified the Peak Regency Budget and Shopping Budget is charged on the revenue and shopping budget of the personnel of personnel working units It is in accordance with the laws.
(7) Assets and documents as referred to in paragraph (1) and paragraph (3) include:

.,, (8) If the submission and transfer of assets and documents as referred to in paragraph (7) is not implemented by the Regent of Puncak Jaya, the Governor of Papua as vice-government is obliged to complete.
.,, (9) The implementation of the transfer of personnel as well as the submission of assets and documents as referred to in paragraph (1) is reported by the Governor of Papua to the Minister of the Interior.
BAB VI
REVENUE, REBALANCING FUND ALLOCATION,
GRANT, AND THE HELP OF THE FUND
Section 15
.,, (1) The Peak regency is entitled to obtain the allocation of balancing funds in accordance with the laws.
.,, (2) In the balance funds as referred to in paragraph (1), the Government allocates special allocation funds of the government infrastructure in accordance with the laws.
Section 16
.,, (1) The government of Puncak Jaya Regency in accordance with its interference gives the grant of money to support the activities of the governance of the Peak Regency amounted to Rp15,000.000.00 (fifteen billion rupiah) every year for 2 (two) In a year

.,, (5) If the Province of Papua does not meet its interference in accordance with the provisions referred to in paragraph (2), the Government reduces the receipt of the general allocation of the Papuan Province to be granted to the Government Peak County.
.,, (6) The Summit Regent convees the realization of the use of the grant as referred to in paragraph (1) to the Regent of Puncak Jaya.
.,, (7) The Peak Regent Summit convees the account of the responsibility of the realization of the use of grant funds and aid funds as referred to in paragraph (1) and verse (2) to the Governor of Papua.

Acting Regent Peak is obligated to do regional financial entrepreneurship in accordance with the laws.
BAB VII
COACHING
Section 18
.,, (1) To fectest the holding of local government, Government and Government of Papua conducting coaching and facilitation specifically against Peak Regency within 3 (three) years since it was inaugurated.

BAB VIII
THE TRANSITION PROVISION
Section 19
.,, (1) Prior to the creation of the Regional House of Representatives, the Top Regent compiled the Draft Rules Ordinance on the Revenue Budget and Shopping Area Regional Shopping Summit for the next budget year.
(2) The Rule of the Summit Ordinance as referred to in paragraph (1) is exercised after it was passed by the Governor of Papua.
., (3) The authorization process and the designation of the Peak Upati Ordinance as referred to in paragraph (2) are executed in accordance with the laws.
Section 20
.,, (1) Before the Peak District sets the area regulations and the rules of the regent as the implementation of this Act, all the local regulations and the Rules of the High Court of Puncak Jaya as long as do not conflict with this Act remain in effect and is exercised by the Government of Puncak Regency.
.,, (2) All Regulation of the Regions of Puncak Jaya Regency as well as the Regulation and Decision of the Count of Puncak Jaya which has been in effect in Puncak regency must be adjusted to this Act.
BAB IX
CLOSING PROVISIONS
Section 21
At the time of the enactment of this Act, all provisions in the laws relating to Peak County should be adjusted to this Act.
Section 22
Further provisions as implementation of this Act are governed by the laws.
Section 23
This Act goes into effect on the promulgable date.

I. UMUM
