In order to anticipate the funding of emergencies and urgent needs such as among others:

based on PP Number 41 Year 2007 which has not been accommodated in the APBD of North Sumatra Province of the Year of Budget 2009.

The Government of the North Sumatrea Province may conduct its expenses through the Unexpected Funds.

Article 7

The Governor of North Sumatra sets the Regulation on the Pening of Budget Revenue and Regional Shopping as a Execution operational runways.
