PRESIDENT OF THE REPUBLIC OF INDONESIA
NUMBER 27 OF THE YEAR 2010
ABOUT
THE ASAHAN PROJECT NEGOTIATION TEAM

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a. that the implementation of the Asahan Project is based on the Agreement between the Government of the Republic of Indonesia with the Capital of the Project Asahan (Master Agreement Between The Republic of Indonesia and The Investors for Asahan Hydroelectric and Aluminium Project)will end in 2013;
B. that the Government of the Republic of Indonesia needs to negotiate with the Modal Planes of the Asahan Project, in order to negotiate matters related to the fulfillment of the rights and obligations of the parties;
c. that in order to be negotiated in the letter b may provide optimal benefit to the national interest of Indonesia, it needs to be formed Team of Asahan Project Talks;
D. that in respect of the consideration as referred to in the letter a, the letter b, and the letter c, need to establish the President's Decision on the Asahan Project Negotiations Team;

Given: Article 4 of the paragraph (1) of the Basic Law of the Republic of Indonesia Year 1945;

DECIDED:

Establish: the president ' s decision on the asahan project negotiating team.

FIRST:
Setting the next Asahan Project negotiation team called the negotiating Team, which consists of:

Directions: Chairman: Coordinating Minister for Economic Affairs;

Member:
1. Foreign Minister;
2. The Minister of the Interior;
3. Finance Minister;
4. The Minister of Industry;
5. Energy Minister and Mineral Resources;
6. State-Owled Enterprises Minister;
7. Environment Minister;
8. Cabinet Secretary;
9. Head Of The Capital Planting Coordination Body.

Negotiator Team:
Speaker: Minister of Industry;
Deputy Chairman: Director General of International Industry Cooperation, Ministry of Industry;
Secretary: General Secretary of the Ministry of Industry;

Member:
1. Secretary of the Coordinating Minister for Economic Affairs;
2. Deputy Field Coordination of Energy, Mineral Resources, and Forestry, Ministry of Economic Co-ordination of Economic Affairs;
3. Director General of Law and International Agreement, Ministry of Foreign Affairs;
4. Director General of the General Governance, Ministry of the Interior;
5. Director General of Wealth of State, Ministry of Finance;
6. Director General of New Energy, Renewable Energy, and Conservation of Energy, Ministry of Energy and Mineral Resources;
7. Deputy Field Business Strategist and Manufacturing Business, Ministry of State-owned Enterprises;
8. Deputy Field Tata Environment, Ministry of the Environment;
9. Deputy Cabinet Secretary of the Field of Law;
10. Deputy Field Control Control of Capital Cultivation, Capital Planting Coordination Body;
11. Staff Expert Secretary of the Cabinet Field Economy;
12. Chairman of Otorita Development Project Asahan.

BOTH:
The directorer as referred to in the first DICTUM is in charge:
a. establish a policy of the Government of the Republic of Indonesia on matters related to the fulfillment of the rights and obligations of the parties, in the framework of the Asahan Project talks; and
B. provides direction to the negotiator on strategic steps towards the implementation of the policy as referred to in the letter a.

THIRD:
The negotiator team as referred to in the first DICTUM
Tasked:
a. carry out negotiations with the Modal Planters as per the policies and directives specified by the Directives;
B. followed up with the negotiations as referred to in the letter a;
(c) IBM may not use any of the following IBM program terms, including but not required to use the IBM Cloud

FOURTH:
The Negotiating Team reports the progress and outcome of the negotiations, as well as the follow-up steps to the President periodically or at any time when necessary.

KELIMA:
In performing its duties, the negotiating team may involve the Ministry/Government of the Non-Ministry, stakeholders, academics, and other parties that are seen as necessary.

SIXTH:
The Negotiating Team is in charge from the date the President's Decision has been established until the completion of the Asahan Project negotiations or the slowest 31 December 2013.

SEVENTH:
All costs required in the implementation of the task of Team Negotiations are charged on the Shopping Budget on the Ministry of Industry and the Ministry/Agency of the Non-Ministry of related Non-Ministry.

EIGHTH:
This President ' s decision comes into effect at the set date.
