ABOUT
GOVERNMENT WORK PLAN OF THE YEAR 2011
WITH THE GRACE OF THE ALMIGHTY GOD
PRESIDENT OF THE REPUBLIC OF INDONESIA,
Weigh: a. that to execute the provisions of
Section 7 paragraph (1) Government Regulation Number 20 of 2004 on the Government Work Plan, need to compose the Government Work Plan of 2011;
B. that the Government's Work Plan is a one-year national policy direction which is the Government's commitment to provide policy certainty in implementing a continuous national development;
c. that under consideration as intended on letter a and letter b, it is necessary to establish the Presidential Regulation on the Government Work Plan of the Year of 2011;
Remembering: 1. Section 4 of the paragraph (1) of the Basic Law of the Republic of Indonesia Year 1945;

Act Number 17 Year 2003 of State Finance (State Sheet of Indonesia Year 2003 Number 47, Additional Gazette Republic of Indonesia Number 4286);
3.
Act Number 25 Year 2004 on National Development Planning System (2004 Indonesian State Sheet Number 104, Additional Gazette of the Republic of Indonesia Number 4421);

Government Regulation No. 21 Year 2004 on the Drafting Of The Work Plan and the Budget of the Ministry of State/Society (Indonesian Republic of Indonesia 2004 Number 75, Additional Gazette of the Republic of Indonesia) Indonesia Number 4406);
DECIDED:
SET: THE PRESIDENT ' S REGULATION ON THE 2011 GOVERNMENT WORK PLAN.
Section 1
(1) The Government Plan of 2011, which is further called the RKP in 2011, is a national development planning document for a period of 1 (one) year, which was 2011 which began on 1 January 2011 and ended on the 31st. December 2011.
(2) The RKP of 2011 as referred to in paragraph (1), consists of:
a. Book I on Development Priority as well as the Makro Economic Framework and Development Financing, i.e. as contained in Annex I;
B. Book II on the Priority of Field Development, i.e. as contained in Annex II; and
C. Book III on the Regional Dimensional Development Plan, i.e. as contained in Annex III;

Section 2
(1) The RKP of 2011 was the definition of the National Long-term Development Plan 2010-2014 as set forth in the Presidential Regulation No. 5 of 2010 on the National Long-term Development Plan of 2010-2014, which It contains the 2011 Makro Economic Framework Plan, including the direction of fiscal and monetary policy, priority development, work plans and funding.
(2) The RKP of 2011 as referred to in paragraph (1) to:
a. guidelines for the Ministry/Society in compiling the Ministry/Institut/Institution Work Plan 2011;
B. reference for the Local Government in drafting the Regional Government Work Plan 2011;
c. guidelines for the Government in drafting the State Shopping and Shopping Budget Plan (RAPBN) of 2011.
Section 3
In order to assemble RAPBN in 2011:
a. The government used the RKP in 2011 as a subject of public policy discussion and budgeting priorities in the House of Representatives;
B. The Ministry/Institute uses the RKP of the Year 2011 in the discussion of the Ministry/Institute's Office of Work and Budget with the People's Representative Council.
Section 4
(1) The Ministry/Institute makes quarterly and annual performance reports on the execution of work plans and budgets that contain descriptions of activities output and performance indicators of each program.
(2) The report as referred to in paragraph (1), delivered to the Minister of Finance and the National Development Planning Minister/Head of the National Development Planning Agency 14 (fourteen) days after the end of the quarterly concerned.
(3) The Performance Report becomes the input and consideration material for the analysis and evaluation of the next year's budget proposal submitted by the Ministry/Institution in question.
Section 5
The National Development Planning Minister/Head of the National Development Planning Board examines the suitability between the Office of Work and the Ministry Budget/Institute of 2011 results of the joint session of the People's Representative Council with RKP in 2011.
Section 6
In terms of the 2011 RKP defined as referred to in Article 3 different from the results of the joint session of the People's Representative Council, the Government uses the 2011 RKP results of the discussion with the People's Representative Council.
Section 7
This President's rule is effective from the date set.
