GOVERNOR OF ACEH,

TO DRAW: A. that under Article 18B of the Basic Law of 1945 and in the framework of the implementation of Points 1.1.2 and Point 1.4.2 Memorandum of Understanding (MoU) Helsinki 15 August 2005 between the Government of the Republic of Indonesia and the Free Aceh Movement (GAM), affirmed the commitment to resolve the Aceh conflict peacefully, thoroughly, sustained and dignified for all, and the parties are determined to create conditions so that the Aceh People's Government can be realized through a democratic process and fair in Unity State and the Constitution of the Republic of Indonesia;

b. that in order for the coordination, management, presentation, guidance, coaching and supervision of the population administration, the activities are integral, systematic, sustainable and professional;

c. that to carry out the provisions in Article 16 paragraph (1) letter I and paragraph (4), Article 212 of the Law No. 11 of 2006 on the Government of Aceh, and Article 22 of the paragraph (4) of the government Regulation No. 41 of 2007 on the Organization of the Regional Devices, then it is necessary for Susunan. Organization and Workings of the Aceh Ministry of Occupation of Aceh;

d. that under consideration as intended in letter a, the letter b, and the letter c need to form Qanun Aceh on Susunan Organization and the Governance of Aceh Occupation Service;

Establish: QANUN ACEH CONCERNING THE ORGANIZATION ' S ARRANGEMENT AND THE EMPLOYMENT OF THE ACEH OCCUPATION REGISTRATION SERVICE.

CHAPTER I OF THE GENERAL PROVISION

Pasal1

In this qanun referred to as: 1. Government is the President of the Republic of Indonesia holding

the power of the Government of the Republic of Indonesia as referred to in the Act The Constitution of the Republic of Indonesia in 1945.

(1) The Aceh Occupation Registration Service may form UPTD to carry out a portion of operational technical activities and/or technical activities support.

(2) The formation of UPTD is set by the governor ' s regulation based on the needs and workload in accordance with the laws.

(3) UPTD as referred to in paragraph (1) consists of a sub-part of the business order, functional office group and/or at most 2 (two) sections.

The Second Part of the Pokok Task, Function and Authority

(1) The Acehnese Occupation Registration Service has the task of carrying out general government affairs and development in the area of occupation administration and civil records of Aceh.

(2) The Aceh Occupation Registration Service has a principal task of carrying out the affairs of the Aceh government in the areas of holding and updating of the population administration data and valid and accurate civil records, with the task being: a. organizes the activities of the population; b. hosting activities in the data and technology fields

information; c. organizes activities in the field of civil registration; and d. carry out the activities of the company/secretariacy.

To carry out the duties as referred to in Article 6, the Aceh Occupation Registration Service has a function: a. The issuer of the Acehnese Identity Card (KIA); b. the designation of the Aceh resident registration system; c. the protection and maintenance of the data privacy of Acehnese people; d. implementation of the coordination of the holding of the occupied administration administration

with vertical agencies, non-ministerial government agencies and judicial agencies;

e. implementation of the coordination of the implementation of the occupied administration affairs with and between districts/kota;

f. implementation of technical guidance in population registration activities and civil registrations;

g. management, preservation and assistance of the population data; h. the execution of supervision in the activities of verification and data validation

fullness; i. implementation of the coaching and socialization of the population administration

to the districts/cities, vertical agencies, non-ministerial government agencies and judicial agencies as well as to the public;

j. implementation of cooperation with internal and external community organizations, universities and international organizations;

k. implementation of the supervision of the related agencies through coordination meeting, consultation and prevention; and

Article 8

BAB VII TATA WORKFORCE

Pasal14

All costs required to carry out the activities of the Aceh Occupation Registration Service are charged to the Aceh Budget and Revenue Budget (APBA) as well as the Other sources are valid in accordance with the laws.

CHAPTER IX OF OTHER PROVISIONS

Article 17

(1) Details of the principal structural duties of the structural office up to Eselon III and the principal duties as well as the structural function of the structural office of Eselon IV in the Aceh Occupation Registration Service are set up with the governor ' s regulation.

(2) The terms of the terms of the respective structural and non-structural stakeholders in the Aceh Occupation Registry Office are governed by the governor's ordinance.

(3) The Aceh Occupation Registration Service may be forming UPTD set with the governor ' s regulations according to the need; and

(4) The Aceh Occupation Registration Organization structure chart is one unitary and inseparable part of this qanun.

Pasal18

CHAPTER XI PROVISIONS

With this qanun enactment then all provisions that are in conflict with this qanun are revoked and declared not applicable.

THE ACEH OCCUPATION REGISTRATION SERVICE

I. UMUM

With the invitation of Law Number 11 of 2006 on

Aceh Government (UUPA), requires the Aceh Government to adjust

the organization of the area device with mandatory affairs and options as appropriate.

that "Aceh's Regional Tools consist of the Aceh Regional Secretariat, Secretariat
