BY THE GRACE OF ALMIGHTY GOD

CHIEF COORDINATING CAPITAL PLANTING,

Weigh: a.

That in order to increase the establishment of government affairs in the field of controlling the management of capital cultivation in order to be accomplished more effectively and efficiently, it needs to be part of the Government's affairs in the field of management control. to the Governor;

b. that to carry out the provisions of Article 16 of the paragraph (5)

Government Regulation No. 7 of 2008 on Deconcentration and Task Force need to regulate the abundance and guidelines of staging the deconcentration of the field of capital cultivation control;

c. that based on consideration as intended

on the letter a and the letter b, need to establish the Chief Financial Coordinating Board Regulation on the Governing Guidelines of the DeConcentration Field On the Implementation of the Budget Year of Budget Year 2011;

Establishing: THE RULE OF THE HEAD OF COORDINATION OF CAPITAL PLANTING OF THE GUIDELINES FOR THE IMPLEMENTATION OF THE DECONCENTRATION OF AREAS OF CAPITAL CULTIVATION IN THE YEAR 2011.

SAB I

UMUM PROVISIONS

Part Of The Understanding.

Section 1

In this Chief Regulation referred to: 1. Deconcentration is the devolution of authority of the Government

to the Governor as a representative of the government and/or head of a vertical agency in a particular region.

2. The Deconcentration Fund is a fund derived from the State Budget and Shopping Budget implemented by the Governor as a representative of the government which includes all the receipts and expenses in order to exercise Deconcentration, excluding funds that is allocated to the central vertical instance in the area.

3. The Regional Device Working Unit, which is further abbreviated to SKPD, is the organization/institution on the local government responsible for the implementation of Deconcentration in the field of capital cultivation in the province.

4. Head is the Chief of the Coordinating Capital Planting. 5. State Revenue and Shopping Budget, next

abbreviated APBN, is the State Government 's annual financial plan approved by the People' s Representative Council and set out by legislation.

6. Government Work Plan, which is further abbreviated to RKP, is a national planning document for a period of 1 (one) year.

7. The Ministry/Institute ' s Work Plan, subsequently called Renja-KL, is the planning document of the Coordinating Capital Agency for a period of 1 (one) year.

8. Ministry/Institute of Work Plan and Budget, which is subsequently called RKA-KL, is a planning and budgeting document containing programs and activities of a ministry/agency that is the definition of the Government Work Plan and the Plan Stratejics of the Coordinating Body Plant in 1 (one) budget year, as well as the budget required to enforce it.

9. Budgeting of the Budget, which is further abbreviated DIPA or other documents that are used with DIPA, is a budget execution document made by the Chief of the Coordinating Capital's Board and authorized by the Minister of Finance. and serves as a document of implementation of activities funding as well as supporting documents of Government accounting activities.

10. The Program is a policy instrument that contains one or more activities executed by government agencies/institutions to achieve objectives and objectives and obtain a budget allocation, or community activities coordinated by the instance the government.

11. Activities are part of a program performed by one or more work units as part of the measured objective of a program and consists of a set of resource deployment actions that are personnel (human resources), capital goods including equipment and technology, funds, or any combination of some or all of these types of resources as input to generate output in the form of barber/services.

12. Monitoring is the activities undertaken to monitor the development of the execution of capital planting activities that have obtained the registration or approval of capital planting and/or the principle permit of capital planting and/or effort permit, and perform Evaluation of the implementation.

13. Report of Capital Planting Activities, which is further abbreviated as LKPM, is a periodic report on the development of corporate activities and constraints facing investors in the form and shape of the way as it has been determined.

(1) The Deconcentration of the field of capital cultivation control is to increase the performance of the holding of government duties in the field of managing capital cultivation.

CHAPTER II OF THE SCOPE OF THE BUSINESS GOVERNANCE BUSINESS

MANAGEMENT OF CAPITAL CULTIVATION

Section 3

The scope of Government Affairs in the areas of management of capital cultivation includes monitoring, coaching and supervision of the implementation of capital planting.

SAB III

ABUNDANCE AND AUTHORITY

Section 4

(1) Some affairs of the Government's scope for the implementation of capital cultivation as referred to in Article 3 devolve through Deconcentration are the monitoring activities of the realization of planting capital in the province region.

(2) The Chief is responsible for the Deconcentration policy as referred to in paragraph (1).

(3) The governor is responsible for the execution of Deconcentration as referred to in paragraph (1).

Section 5

A portion of the Government's affairs which is devolve followed by

Deconcentrate funding as referred to in Article 4 of the paragraph (1).

Section 6

As the executor of DeConcentration as referred to in Section 4 of the paragraph (1), the Governor appoints and establishes the Department of Regional Device Work (SKPD) of the province that organizes the management function of the implementation of capital planting as listed in Appendix I.

Section 7

(1) The Deconcentration Funding as referred to in Article 5

It was directed to establish a monitoring activity for the implementation of capital planting in the province area.

(2) The DeConcentration of the Program is subject to the terms of this Agreement, and (2) the following:

Section 8

The implementation of Deconcentrations is defined in the Ministry/Institute Work Plan, the Government Work Plan and the Office of Work and Budget of the Ministry/Institute of the Budget Year 2011.

BAB IV

FUND MANAGEMENT

Section 9

(1) The 2011 Budget Year Deconcentration Fund is granted to the Governor in 32 (thirty-two) provinces as set forth in Annex I.

(2) The governor appoints and appoints the Acting Governing Officer (DIPA), which consists of the Power of the Budget User, the Committer of Commitment, and the Treasurer of the Order of the Order (SPM) and the Treasurer (SPM). Expenses.

(3) The DIPA maintainer as it is referred to in paragraph (2) is the SKPD officer/employee who has the competence.

(4) The force of the official as referred to in paragraph (2) is specified in the Governor ' s Decision.

(5) SKPD as referred to in paragraph (3) has the right to accept DIPA Deconcentration of the management of the implementation of capital cultivation.

CHAPTER V EXECUTION OF MONITORING ACTIVITIES

Section 10

SKPD as referred to in Article 6 is mandatory

activities as follows:

a. Conduct monitoring activities of the realization of planting capital in the province region.

b. Create a list of the development of capital planting companies both domestic and foreign capital cultivation that are still in the development stage or have been commercially produced based on the field of business and project location (kabupaten/city) as set forth in Appendix II, Annex III, Annex IV, Annex V and Annex VI.

c. Conduct evaluations of reports or information from other sources on the implementation of capital planting activities.

CHAPTER VI OF LIABILITY AND REPORTING

Section 11

(1) Deconcentration liability reports include: a. Managerial statements, and; b. Accountability Report.

(2) The Managerial Report as referred to in paragraph (1) of the letter a includes reports of the development of funds uptake, the achievement of the output targets, the constraints faced and the follow-up advice as Appendix VI.

(3) Managerial reports including the development report of capital planting as referred to in Section 10 of the letter b and c are compiled and delivered every quarterly and each end of the budget year with the schedule of delivery of the report as follows:

a. Triwulan Report I delivered the slowest date of 20 April;

b. Triwulan II report delivered the slowest date of July 20;

c. Triwulan III report delivered the slowest date of 20 October;

d. Triwulan IV reports and year-end reports are delivered the slowest date of 20 January of the following year.

(4) The Managerial Report as referred to in paragraph (3) is delivered to the Governor through the Regional Development Planning Board and to the Board of Coordinating Capital c.q. Deputy Field Of Implementation Of Capital Cultivation.

(5) The Accountability Report as referred to in paragraph (1) letter b includes a financial absorption report consisting of a balance sheet, a budget realization report and a record of a financial report.

(6) The Accountability Report as referred to in paragraph (5) is made in the form of an official document and is accompanied by electronic data delivered to:

a. Accounting Unit Eselon I Deputy Field of Implementing Capital Cultivation;

b. Head of the Regional Office of the Directorate General of the Treasury, and;

c. Director General of the Financial Balance.

(7) The Accountability Report Format as referred to in paragraph (6) is compiled in accordance with the Regulation of the Director General of the State of the Treasury on the Drafting Guidelines Of The Ministry Of State/Institution Finance.

BAB VII COACHING AND SUPERVISION

Section 12

(1) The head conducts coaching and oversight in the holding of government affairs which is devolve to the Governor.

(2) The Governor does the coaching and supervision of Deconcentrations executed by SKPD as referred to in Article 5.

(3) Coaching as referred to in paragraph (1) includes technical guidance, and monitoring and evaluation of the implementation of Deconcentrations.

(4) Coaching as referred to in paragraph (2) is conducted in order of increased performance, transparency, and accountability of the implementation of Deconcentrations.

(5) The supervision, as referred to in the paragraph (1) is held in order to increase the effectiveness of the implementation of Deconcentration.

(6) The coaching and supervising of the Deconcentration is exercised under the provisions of the laws.

BAB VIII ADMINISTRATIVE SANCTION

Section 13

(1) SKPD recipient of DeConcentration funds who intentionally or negligently does not deliver the account of the responsibility of the funds referred to the Coordinating Capital's Board of Capital Imposed Sanctions of a delay of the thawing and/or termination of the payment in accordance with the provisions of this

(2) The introduction of the sanctions as referred to in paragraph (1), does not exempt SKPD from the obligation of conveying the Deconcentration fund report.

BAB IX

CLOSING CONDITIONS

Section 14

With the enactment of this Regulation, the Regulation of the Coordinating Board of Capital Cultivation Number 8 of 2009 on the Staging Of The Deconcentration Of The Field Of Capital Cultivation In The 2010 Budget Office was declared to be not applicable.

Section 15

This Head of the Cloud Service is not available to the Cloud Service.
