ABOUT THE AID GUIDELINES

INFRASTRUCTURE, UTILITIES AND UTILITIES (PSU) HOUSING AND RESIDENTIAL AREAS

WITH THE GRACE OF GOD ALMIGHTY

MINISTER OF STATE HOUSING THE REPUBLIC OF INDONESIA,

DRAWS: A. that to support new development and improvement of occupancy

habitable homes especially for low-income communities are required for infrastructure assistance, utilities, and public utilities housing and residential areas;

b. that under the terms of article 54 paragraph (3) of the 2011 letter of Law Number 1 of the Housing and Settlement Areas, the Government provides the assistance of the general infrastructure, utilities and utilities;

c. that under consideration as referred to the letter a and the letter b, need to specify the Regulation of the State Minister of Housing People about the Prasarana Relief Guidelines, Sarana, and the General Utilities (PSU) Housing and Settlement Areas;

SET: THE RULES OF THE MINISTER OF PUBLIC HOUSING STATES ON THE ASSISTANCE GUIDELINES OF PRASARANA, THE GENERAL MEANS AND UTILITIES (PSU) HOUSING AND RESIDENTIAL AREAS.

BAB I

1. Help of the infrastructure, utilities and public utilities housing and neighborhood utilities called PSU assistance is a partial grant from the PSU component which is a single unit of the network of real-estate PSU networks and residential areas. functional.

BAB II

PURPOSE, OBJECTIVES AND SCOPE

DUTIES AND RESPONSIBILITIES

Article 5 (1) The duty and responsibility in the aid of the PSU includes the Ministry, government

provinces, and the county/city government. (2) The duties and responsibilities of the Ministry in PSU assistance as intended

on paragraph (1) include: a. conduct the socialization and coordination of PSU assistance programs to the government

provinces, districts/cities, and housing development perpetrators; b. conduct administrative and technical verification; c. set the location of PSU aid recipients; d. allocating PSU help budget; e. conduct PSU supervision and assistance control; f. submitted PSU help results to the county government/kota;

g. in terms of PSU assistance in the Jakarta Capital Special Region, hence the submission of PSU assistance is exercised to the provincial government;

h. revise or cancel the budget allocation in the event of changes, irregularations, and/or misappropriation in PSU aid; and

i. doing a PSU help coaching. (3) The duties and responsibilities of the provincial government in PSU assistance as

referred to paragraph (1) include: a. submitted a proposal of PSU assistance to the Ministry based on the government proposal

district/kota; b. conduct coordination with the Ministry for administrative and technical verification; c. coordinate the management of PSU aid results that are at 2 (two) or

more district/kota; d. allocating the budget for PSU building on housing and region

settlements through income budget and provincial regional spending; e. conduct PSU supervision and assistance control; f. exalt PSU development program on housing and area

settlements; g. coordinate the supervision and help control of PSU to

the Ministry; and h. doing a PSU help coaching.

(4) The duty and responsibility of the county/city government in the aid of the PSU as referred to in paragraph (1) includes: a. submitted a proposal of PSU assistance to the provincial busan government to

Ministry; b. conduct PSU supervision and assistance control; c. allocate budgets for PSU building on housing and area

settlements through revenue budget and county area shopping; d. coordinate the supervision and control of PSU assistance to

the Ministry through the provincial government; e. exposition the PSU development program on residential and area

settlements; f. doing a PSU help coaching.

BAB IV

PSU ASSISTANCE PROCEDURE

Section Parts Criteria The selection of the Location

Section 6

(1) The selection criteria of the location, including: a. location in accordance with the district/kota; b region layout plan. the location already has a tread plan; c. the status of the land is not in dispute; and d. The location is at least 6 acres (6 acres) or has a home display power

at least 300 (three hundred) units of the house. (2) The selection Criteria as referred to in paragraph (1) is preferred for

the city/city which already has: a. field layout detailed plan (RRTR);

b. the development and development plan of housing and residential areas (RP3KP); and/or

c. other residential planning documents.

Second Section Proposed

Article 7

Article 9

(1) Verify the proposed PSU assistance as referred to in Section 8 is implemented by the verification team.

(2) The verification team referred to the paragraph (1) of its membership consisted of officials and/or staff in the Ministry environment as well as may involve the stakeholders of the area of housing and residential areas.

(3) The verification team as referred to in paragraph (2) is set by the Deputy Order of the Area Development Field.

Article 10

(1) The PSU assistance location is based on verification results for the PSU help proposal.

(2) The term of the PSU assistance location as referred to in paragraph (1) with the Minister ' s Decision

ASSIST PSU

Article 11

(3) The PSU assistance components as referred to in paragraph (1) and paragraph (2) may be provided whole or part of one of the components.

The Second Section

The PSU Component Technical Requirements

Section 12 (1) Components PSU must meet technical requirements. (2) The technical requirements for the road include:

a. new road construction for the region ' s primary/secondary road; b. increased local primary/secondary road path already in the wake;

c. New development of the environment road or the provision of an environmental road infrastructure for tread houses or rental ruslets; and

d. technical criteria: 1) land for road-owned areas have been available; 2) the type of road construction that can be assisted in a road with asphalt sprinkles or

the road with a makadam penetration layer, concrete or paving blocks; and 3) the provisions of the technical criteria of the path according to the technical guidelines apply.

(3) Technical requirements for drainage include: a. provisioning of drainage infrastructure and complementary buildings on housing and

settlement area; b. provisioning of the environmental drainage channel; and c. technical criteria:

1) The drainage channel is an open channel equipped with complementary buildings;

2) the drainage system must be connected with the recipient ' s water body, so drainage can be function properly, and the stability of the recipient component is undisturbed;

3) the recipient water body may be a river, sea, pond, lake and area drainage/percota; and

4) provisions regarding the technical criteria of the road according to the guidelines Technically, technically. (4) Technical requirements for wastewater include:

a. provisioning of the infrastructure and the wastewater means on residential and residential areas;

b. development of communal waste water infrastructure; c. technical criteria:

1) the land for communal waste water disposal infrastructure is available; 2) the placement of the Waste Water Processing installation (IPAL) can be placed on

the location has been planned or on the location of the green open space (RTH), or on the body of the road, with regard to strength and construction security;

3) the provision of centralized system waste water, covering wastewater networks and IPAL;

4) infrastructure and the means of wastewater should be oriented toward the needs of the people, the sustainability environment and ease in operation; and

5) the planning, construction, operation and maintenance of the waste water disposal system pursuant to the applicable technical guidelines

(5) Technical requirements for the outpouring include: a. the provision of infrastructure and amenities that serve the environmental scale and

region; b. creation of a garbage processing place; c. for rusun rental bins/temporary disposal sites (TPS)

communal garbage disposal sites; and d. Technical criteria for the following technical guidelines.

(6) Technical requirements for drinking water include: a. available drinking water network that can serve/connect to the location

housing (tapping of the PDAM pipeline); b. in terms of not available PDAM network, it can be given on water sources

drinking like drill well-making; c. provision of communal drinking water means, covering distribution networks, tanks

shelters, pump houses; and d. technical criteria for drinking water according to the applicable technical guidelines.

(7) Technical requirements for public road illumination (PJU) include: a. available electrical resources sourced from PT. PLN or any other electrical source; b. construction of the PJU distribution network in new housing or development

existing housing, covering: trafo, pole, lamp, and electrical distribution cables from PLN and other electricity sources;

c. Placements of PJU inside the housing on the neighborhood road, footpaths and parks;

d. If there is an electrical distribution network available, there is no PJU, then the power distribution network can be used as a means of placement of the PJU;

e. The placement distance between the PJU can provide sufficient illumination with efficient electrical power; and

f. The technical criteria for the public road illumination conform to the applicable technical guidelines. (8) Technical requirements for parking lots on rent rusun include:

a. The land for the parking lot has been mated; b. the parking lot is intended to park a two-wheel vehicle; c. a four-wheel vehicle parking lot is intended only for temporary parking; d. construction of a parking lot could use concrete construction or paving blocks;

and e. technical criteria for parking lots according to the applicable technical guidelines.

Article 13

(1) PSU Assistance is equipped with a DED or technical specification. (2) DED or technical specifications as referred to in paragraph (1) must be required

approval of the technical authority authorized.

CHAPTER VI PERFORMING

Section Kesatu

Implementation Of PSU Assistance

Section 14 (1) The implementation of PSU assistance is carried out by the Housing Development Centre or the Unit

or another designated Working Unit is required to coordinate with the Deputy Field Development Area to obtain the Minister's approval.

(3) In terms of change the implementation of PSU assistance is related to the condition field, mandatory DED revisions or technical specifications as well as receiving approval from the Housing Development Center or other designated Working Unit.

The Second Section

Oversight and Control

Article 16 (1) of the Government and local government in accordance with authority and responsibilities

Third Section Reporting

Article 17

(2) Reporting as referred to in paragraph (1) includes the advancement of physical execution, financial realization, as well as the results of the supervision and control of the conduct of PSU assistance.

(3) The Reporting as referred to in paragraph (2) is delivered to the Deputy Field Development Region each month

(4) Reporting as referred to in paragraph (3) delivered Deputy Field Development Field to the Minister every 3 (three) months.

Fourth Quarter

PSU Relief PSU

Article 18 (1) The ministry carries out PSU aid results to the government

district/city or Government of the Jakarta Province. (2) The provisions of the surrender of the PSUs as referred to in paragraph (1)

under the provisions of the laws.

BAB VII FUNDING

Article 19

The Ministry allocates budgets sourced from the State Budget and Shopping Budget (APBN) for the implementation of PSU aid.

BAB VIII TRANSITION provisions

Section 20

At the time the Minister's Ordinance came into effect, arrangements regarding the aid of PSU stimulants on residential areas and formal housing environments as in The Regulation of the Minister of State Housing Number 10 /PERMEN/M/2007 On the Stimulus Aid Guidelines, Public Means and Utilities (PSU) Housing and Settlement and Regulations Minister of State Housing Number 02 /PERMEN/M/2009 About The Tata Cara Implementation Of The Help Of Stimulan Prasarana, The Common Means And Utility (PSU) Housing And The settlement was revoked and declared not valid.

BAB IX

CLOSURE
