REGULATION OF THE MINISTER OF STATE EMPOWERMENT AND PROTECTION OF THE CHILD REPUBLIC OF INDONESIA
No. 3 YEAR 2011
ABOUT
CHILD PARTICIPATION POLICY IN DEVELOPMENT

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF FEMALE EMPOWERMENT COUNTRIES AND
PROTECTION OF THE REPUBLIC OF INDONESIA,

Weigh: a.   that each child is entitled to participate in a reasonable manner and the right to declare and be heard of his opinion as well as provide information according to the level of intelligence and age;
B.   that Article 24 of the Law No. 23 Year 2002 on the Protection of the Child mandates the State and Government to ensure a child to use its right in conveying opinions according to age and level of child intelligence;
c. that due to the influence of the social and cultural conditions of the people of Indonesia, as well as the limitations of the child's ability, cause the child has not yet been able to share his opinions and have not been widely heard according to desire required;
D.   that in an effort to improve the role of the Government and the public in seeking child participation in conveyance of the opinion of the Child Participation Policy in development;
e.   that based on the consideration of the letter a, the letter b, the letter c, and the letter d need to specify the Ordinance of the Minister of State for Women's Empowerment and Protection of the Republic of Indonesia on Child Participation Policy in Development;

Remembering: 1. Law No. 4 Year 1979 on Child Welfare (State Sheet Indonesia Year 1979 Number 32, Additional Gazette Republic of Indonesia Number 3143);
2. Act No. 39 of 1999 on Human Rights (Sheet State Republic Of Indonesia In 1999 Number 165, Additional Sheet Of State Republic Of Indonesia Number 3886);
3. Law Number 23 Year 2002 on Child Protection (State Sheet) 2002 Number 109, Additional Gazette Republic of Indonesia Number 4235);
4. Presidential Regulation No. 5 of 2010 on the National Intermediate-Term Development Plan 2010 – 2014.

DECIDED:

Establish: REGULATION OF THE MINISTER OF STATE EMPOWERMENT AND PROTECTION OF THE CHILD REPUBLIC OF INDONESIA ON CHILD PARTICIPATION POLICY IN DEVELOPMENT.

BAB I
UMUM CONDITIONS
Section 1

In Regulation of the Minister this is referred to:
1. Policy is a set of rules of norms, standards, procedures and/or criteria established by the government as a guideline for the fulfillment of child participation rights to protect and hear child aspiration, which is done Well-planned and ongoing.
2. Child participation is a child ' s involvement in the process of making decisions about everything that relates to itself and is exercised upon awareness, understanding as well as a shared will so that children can enjoy the results or get The benefits of the decision.
3. Children are an unaged 18 (eight) of the year.
Section 2

The Child Participation Policy in Development becomes a reference to the ministries/agencies in carrying out programs and activities related to child participation in development.

BAB II
Execution
Section 3
(1) The Child Paritisipation Policy in Development includes direction and policy, child participation model, child participation program, as well as monitoring and evaluation.
(2) The child participation program as referred to in paragraph (1) is formulated according to the problem and activities necessary in realizing child participation in development.

Section 4
About the steps of activities including ministry/related agencies carrying out child participation programs, stage of formation of child participation models, as well as steps in conducting monitoring and evaluation as specified in the Regulation Attachment This minister.

Section 5
The policy of child participation in development can be used as a reference to areas in the drafting of programs and activities of child participation in the construction of areas adapted to the conditions, situations, needs, and capabilities of the region.

Section 6
(1) In implementing the Child Participation policy in Development, Deputy Field Deputy Child Grow:
a.   forming the National Working Group on child participation in development;
B.   Draw up instructions and technical instructions and establish minimum service standards for child participation.
(2) The National Working Group Task on child participation in the development as referred to in paragraph (1) letter a:
a.   carry out periodic coordination meetings at minimum 3 (three) times in 1 (one) years followed by the entire ministries/agencies and communities involved in the implementation of programs and activities;
B.   Carrying out the implementation guidance of child participation policies in development both in the center and the area.

Section 7
A coordination meeting as referred to in Section 6 of the paragraph (2) of the letter a goal is to monitor, discuss issues and obstacles and increase the implementation of child participation in the development of the program and the activities of the child's participation in development.

Section 8
The guidance of child participation in the development as referred to in Article 6 of the paragraph (2) of the letter b is performed through the activities:
a.     advocacy;
B.     Socializing
C.     facilitate; and
D.     Guidance.

Section 9
(1) Advocacy as referred to in Article 8 of the letter a meant that the ministries/agencies, provinces and districts/cities obtain information and understand about child participation policies in development.
(2) Socialization as referred to in Article 8 of the letter b paragraph (1) aims to increase understanding of the importance of child participation in development.
(3) Facilitation as referred to in Article 8 of the letter c is intended to carry out child participation policy in development.
(4) Guidance as referred to in Section 8 of the letter d is intended to direct and prepare ministries/agencies, provinces and districts/cities in order to have a readiness to carry out child participation policies. Construction.

CLOSING PROVISIONS
Section 10
The Regulation of the Minister is beginning to apply at the designated date.
