SUPERVISORS HOLDING GOVERNMENT AFFAIRS IN THE AREA

WITH THE GRACE OF GOD ALMIGHTY

THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that in order to carry out the provisions of Article 33 of the paragraph (2) of the letter e and the letter of f the Regulation of the Minister of the Interior and the Head of the Board of the State of State Number 22 of 2010 and Number 03 of 2010 on the Functional Office Directive of the Minister of State Supervisors of Government Affairs in the Regions and Credits Figures, need to establish the Education Guidelines and Training of the Functional Supervisors of Government Affairs in the Regions;

b. That the oversight of government affairs in the area is a means for the creation of a good governance that empties upon the ideals of national development to improve the well-being of the people. Indonesia, need to prepare a government supervising apparatus through education and functional office training supervisors holding government affairs in the area;

c. that based on consideration as referred to in letter a and letter b, need to establish the Home Minister's Regulation on Educational Guidelines and the Training of the Functional Supervisors of the Host Government Affairs In The Area;

Given: 1. DECIDED:

SET: THE RULE OF THE INTERIOR MINISTER ABOUT EDUCATIONAL GUIDELINES AND THE TRAINING OF FUNCTIONAL OFFICE SUPERVISORS HOLDING GOVERNMENT AFFAIRS IN THE AREA.

BAB I

provisions of UMUM

Article 1

In this Ministerial Regulation referred to:

1. The position of supervising the hosting of Government Affairs in the Regions is the functional office that has the scope, duty, responsibility, and authority to conduct surveillance activities for the technical affairs of government affairs in the area, in the United States. out of financial oversight in accordance with the laws occupied by civil servants.

2. Civil servants who were later abbreviated to PNS were Central PNS and Regional PNS.

3. The supervising of Government Affairs in the next area called the Regents of Government is a civil servant who is given the duty, responsibility, authority and rights in full by the officials who are authorized to conduct surveillance activities on behalf of the Government of the Government. the technical administration of government affairs in the area in accordance with the laws.

4. The Training and Functional Training of the Supervising Board of Government Affairs in the Next Area called Governing Supervisors are the Diklat required for PNS who will and/or have been appointed as Functional Officer Government supervisors match the specified qualification.

5. The Regents of the Regents of Government are penalized for the first functional office.

6. The office of a government supervisor is a dilat which is reserved for a young functional post and a madya.

7. The young dilat is a dilat that is reserved for a young functional office.

8. The dilation of the madya general is a dilat which is reserved for the functional office of madya.

9. The Office of the Functional Office of Functional Supervisors of Government, hench’ s next called the Pembina Instancy is the Ministry of the Interior.

10 The STTPP is a Letter of Pass for PNS which has followed the Regents of the Regents of the Government.

11. The next RBPMD is a series of types and names of dilates, goals, learning materials, participants, educators and number of hours of lessons.

12. /Inpassing is an adjustment of the office of the civil servant who still carries out the task of supervising the administration of government supervisors as set up in the Regulation of Minister of Pendayagunaan and Aparatur Negara No. 15 of 2009.

BAB II

PURPOSE AND OBJECTIVES

Section 2

BAB III

JENJANG AND TYPE DIKLAT

Article 4

The Regents of Governance include:

a. The establishment of government supervisors; and

b.

(1) Diklat The Establishment of the Regents of the Government as referred to in Article 4 of the letter a is reserved to:

a. PNS are appointed in functional office formation;

b. PNS is over the post; and

c. Adjusted civil service/inpassing.

(2) The Establishment of the Governing Supervisor as referred to in paragraph (1) includes:

a. The Establishment of a Government Supervising Establishment for the PNS is appointed in a functional position formation for 220 (two hundred and twenty) hours of learning;

b. The Establishment of the Regents of Governance for the PNS is over the course of 140 (a hundred and forty) hours of learning; and

c. The Establishment of the Governing Supervisor for the customized PNS/inpassing for 120 (one hundred and twenty) hours of learning.

Article 6

Diklat Berjenjang Supervising Government as referred to in Article 4 of the letter b, includes:

BAB IV

PARTICIPANTS AND REQUIREMENTS

Article 7

(1) Participants of the Regents of Government are the PNS who occupied the functional office of government supervisors.

(2) The Participant Diklat. The Young Master is a civil servant who has occupied the functional office of the first government superintendent.

(3) Participants Diklat Jenjang Madya is a civil servant who has occupied the functional office of a young government supervisor.

(4) The Requirements for following a dilation of the governance of the administration included:

a. the lowest of Strata One or Diploma IV diplomas in accordance with the qualification specified instance of the tampon;

b. any job achievement assessment element and job execution in the lower Job Implementation Assessment List is best valued in 1 (one) year last year;

c. proposed by authorized officials; and

d. the highest age of 50 (fifty) years.

(5) The requirement to follow a young dilate is included:

a. It has been the functional position of the first general governance supervisor;

b. any job achievement assessment element and job execution in the lower Job Implementation Assessment List is best valued in 1 (one) year last year;

c. proposed by authorized officials; and

d. the highest age of 50 (fifty) years.

(6) The requirement to follow the level of the madya jenjang includes:

a. already occupied the functional position of the supervising of the young general administration;

b. any job achievement assessment element and job execution in the lower Job Implementation Assessment List is best valued in 1 (one) year last year;

c. proposed by authorized officials; and

d. the highest of 54 (fifty-four) years.

BAB V

RDESIGNER BUILD EYE LEARNING DILAT

Article 8

(1) RBPMD consists of:

a. RBPMD Is Ruled The Functional Position Of Government Supervisors For Participants In The Formation Of Government Supervisors;

b. RBPMD Is Ruled The Functional Position Of Government Supervisors For Participants In The Youth; And

c. RBPMD Dilates The Functional Position Of Government Supervisors For Participants In The General Madya.

(2) RBPMD as referred to in paragraph (1) is listed in the appendix as an inseparable part of this Minister's Regulation.

BAB VI

HOSTING

Article 9

(1) The Education and Training Agency of the Ministry of Internal Affairs as a liability in the holding of the Supervising Supervising Office.

(2) Executing the Governing Supervisor as contemplated on verse (1) includes:

a. The Education and Training Agency of the Interior Ministry;

b. Ministry of Education and Training of the Ministry of Non-Ministry Government or other desigcountries; and

c. Other Provincial Education and Training Agency (s).

(3) The Regents of the Regents of the Government organized by executors as referred to in paragraph (2) letter b and letter c, can only be implemented after obtaining consent. Head of the Ministry of Home Education and Training.

BAB VII

EVALUATION PARTICIPANT DILAT

Article 10

(1) The Executing of the Regents of the Government carries out the final evaluation to determine the graduation of the participants of the Diklat.

(2) The final evaluation as referred to in paragraph (1) is executed in Written exam form, scientific presentation and interview.

(3) Participants who can follow the least eligible final evaluation of attendance 95 (ninety-five) percent.

(4) Participants who obtained final evaluation results with at least 75 (seven) (5) The evaluation as referred to in paragraph (1) and paragraph (2) is performed during the execution of the Governing Supervisor.

BAB VIII

LETTER OF THE EDUCATION AND TRAINING TERMINATED

Article 11

(1) Participation of the Establishment and the Governing Body of the Regents of the Government declared The pass was granted.

(2) The Governing Participant's Establishment and Diklat Regents of Governing Governing Body did not pass granted the Letter of Attraction has followed the Diklat.

Section 12

(1) Participant of the Government Supervising Act as referred to in Article 9 of the paragraph (1) is entitled to the Certification.

(2) Certification as referred to in paragraph (1) is exercised by the Inspectorate General with the Ministry of Education and Home Ministry Training.

(3) Participants who pass Certification are given a Certificate.

(4) The participant who is declared not to pass Certification is given the chance of following the most certification re-test many 3 (three) times in 2 (two) years.

(5) If the participant as referred to in paragraph (4) is declared not to pass in certification given the opportunity to follow Relation as much as 1 (one) times and the certification retrial in accordance with the applicable provisions.

BAB IX

EVALUATION POST DILAT

Article 13

(1) The Home Secretary is forming a team to carry out post-Diklat Regents evaluation.

(2) The governor formed the team for carry out post-Diklat Regents evaluation on provincial territory.

(3) The Regent/Mayor forms a team to carry out post-Dictatorship Supervision evaluation of the district/city region.

(4) Post-Post evaluation as referred to in paragraph (1), includes:

a. alumni placement

b. alumni performance; and

c. the suitability of the material is dilated with the task.

Section 14

(1) The team referred to in Article 13 of the paragraph (1), consists of an element:

a. Secretariat General of the Ministry of the Interior;

b. Inspectorate General of the Interior Ministry; and

c. The Education and Training Agency of the Ministry of the Interior.

(2) The team as referred to in Article 13 of the paragraph (2), consists of an element:

a. Provincial Regional Secretariat;

b. Provincial Inspectorate; and

c. Provincial Education and Training Agency (s) or other desigcountries.

(3) The team referred to in Article 13 of the paragraph (3), consists of an element:

a. County Regional Secretariat/Kota;

b. County/Kota; and

c. The Board of Education and Training/City or other desigstates.

Article 15

(1) The team referred to in Article 14 of the paragraph (1), is specified by the State Minister's Decision.

(2) The Team as referred to in Article 14 verse (2), set by the Governor ' s Decision.

(3) The team referred to in Article 14 of the paragraph (3), is specified by the Decree of the Regent/Mayor.

BAB X

COACHING AND SUPERVISION

Article 16

(1) The Minister of the Interior through the Board of Education and Training conduct coaching on the execution of the supervising of the administration.

(2) The Governor does the coaching

Article 17

The Minister of the Interior through the Inspectorate General conducts oversight of the implementation of the Regulation of this Minister.

BAB XI

FUNDING

Section 18

(1) Funding of the Supervising Host The administration is charged at:

a. The State Revenue and Shopping Budget for the hosting of the Diklat by the Ministry of Education and Training of the Ministry of the Interior and the Ministry of Education and Training of the Ministry of Non-Ministry or other designations;

b. Provincial Regional Revenue and Shopping Budget for the staging of Diklat by the Provincial Diklat Agency or other desigcountries; and

c. District/City in the related provincial environment, budgeting the funding of the Governing Supervising of Government through the Revenue Budget and Regional Shopping respectively.

(2) The funding of the staging of the Governing Supervisor may sourced from other funds in accordance with lawful and non-binding laws.

BAB XII

TRANSITIONAL provisions

Article 19

BAB XIII

CLOSING provisions

Section 20

The technical guidelines of implementation are yet to be is set forth in the Ordinance of this Minister will be set then further by the Head of the Ministry of Education and Training of the Interior Ministry on behalf of the Minister of the Interior.

Article 21

The Minister ' s Regulation is beginning to apply on the date set.
