THE SECOND CHANGE TO THE PRESIDENT ' S REGULATION NUMBER 26-YEAR 2009
ABOUT THE APPLICATION OF THE NATIONAL PARENT NUMBER-BASED SIGN-BASED POPULATION CARD

WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a. that each population is only permitted to have one Resident Sign Card and is used as a proof of public service in the Government Instancy, Regional Government, Banking and Private Instituations;
B. that to optimize the application of the Population-based Inhabitant Card or the Electronic Signage Card, it needs to be established during the nationwide Electronic Signage Card Treatment in all areas of the Republic of the Republic. Indonesia;
c. that under consideration as intended on letter a and letter b, need to establish the Presidential Regulation on the Second Amendment to the Presidential Regulation No. 26 of 2009 on the Application of the Parent-Based Population Card. National Population;

Remembering: 1. Section 4 of the paragraph (1) of the Basic Law of the Republic of Indonesia Year of 1945;
2. Law No. 32 Year 2004 on Regional Governance (Sheet State Republic Indonesia Year 2004 Number 125, Supplementary Sheet Republic Indonesia Number 4437) as amended several times, last by Act 2008 Number 12 (State Of The Republic Of Indonesia 2008 Number 59, Additional Gazette Of The Republic Of Indonesia Number 4844);
3. Law No. 23 Year 2006 on the Administration of Occupation (State Sheet of the Republic of Indonesia Year 2006 Number 124, Additional Gazette Republic of Indonesia Number 4674);
4. Government Regulation No. 37 Year 2007 on Implementation of Law No. 23 Year 2006 on the Administration of Occupation (State Sheet of the Republic of Indonesia Year 2007 Number 80, Additional leaf of the Republic of Indonesia Number 4736);
5. 2009 Presidential Decree Number 26 of 2009 on the Application of the Population-Based Population Card Based on National Occupation of Population as amended by the Presidential Regulation No. 35 of 2010;

DECIDED:

SET: THE PRESIDENT ' S REGULATION OF THE SECOND CHANGE IN THE 2009 PRESIDENTIAL ORDINANCE OF 2009 ON THE APPLICATION OF THE NATIONAL PARENT NUMBER-BASED SIGN CARD TO THE NATIONAL POPULATION.

Section 1
Some provisions in Presidential Regulation No. 26 of 2009 on the Application of the National Population-based Occupation Card of the Population as amended by the Presidential Regulation No. 35 of 2010 are changed as follows:
1. The provisions of Article 1 of the number 3 are changed so that it reads as follows:
3. KTP based NIK, which is next called Electronic KTP, is a KTP that has a National KTP specification and format with a special security system that applies as the official identity published by the Managing Instancy.
2. In between Section 10 and Section 11 of the new section, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, Section 10, and Section 10 E, which reads as follows:

Article 10 A

(1) Electronic ID is a KTP that is equipped with a chip containing electronic recordings.
(2) The electronic ID as referred to in paragraph (1) is valid nationwide in all areas of the Republic of Indonesia.

Section 10

(1) The Electronic ID as referred to in Article 10 A is:
a. The official identity of the resident domicile evidence;
B. The self-evidence of residents for matters of interest in regard to administration administration;
C. Population self-evidence for public service interest management in Government Instancy, Regional Government, Banking, and Private Banking related to and not limited to Perizinan, Business, Commerce, Banking Services, Insurance, Taxation And the farm.
(2) Government Instancy, Local Government, Banking and Private Banking agencies are required to provide services for residents on an Electronic KTP basis by not considering the issuance of Electronic KTP issuance.
(3) Government Instancy, Local Government, Banking Board, and Private Banking and private sector continue to provide services to residents who have non-electronic KTP with the county/city scope of non-electronic KTP publishing up to December 31 2012.

Section 10

(1) Government Instancy, Regional Government, Banking, and Private Banking, are required to prepare required technical completeness related to the application of electronic ID.
(2) The technical completeness required as referred to in paragraph (1) consists of and is not limited to smart card readers, fingerprint scanners and Electronic KTP reader applications.
(3) The further provisions of the technical completeness as referred to in paragraph (1) are governed by the Regulation of the Minister.

Section 10

(1) The resident Electronic ID of the population was effectively effective nationally from the publication of the Electronic KTP or the slowest on 1 October 2011.
(2) The implementation of the Electronic KTP application is further set up with the Minister ' s Regulation.

Section 10:

(1) The Government of the Government, Local Government, and the Banking Board are required to report the hosting of services as referred to in Article 10 B of paragraph (2) every 6 (six) months until December 31, 2012, the results of the KTP Treatment Electronics to the President through the Minister.
(2) The Minister is entitled to request a report of the hosting of the ministry by using Electronic KTP implemented by the private.
(3) The reporting mechanism for the hosting of services as referred to in paragraph (1) and paragraph (2) is further set up with the Minister ' s Regulation.

Section II
This President ' s regulation begins to apply at the set date.
