PRESIDENT of the REPUBLIC of INDONESIA REGULATION back NUMBER 67 in 2011 ABOUT the SECOND AMENDMENT ABOVE PRESIDENTIAL REGULATION number 26 in 2009 on the IMPLEMENTATION of POPULATION-BASED CARD NUMBER of the PARENT POPULATION NATIONALLY with the GRACE of GOD ALMIGHTY the PRESIDENT of the Republic of INDONESIA, Considering: a. that each inhabitant is only allowed to have one card Sign residents and used as evidence of the public services at government agencies, local government , Banking institutions and the private sector;

c. that based on considerations as referred to in letter a and letter b, need to establish the presidential regulation on changes in Both Top presidential Regulation number 26 in 2009 on the implementation of Population-based Card Number of the parent Population Nationally;

4. Government Regulation Number 37 in 2007 on the implementation of Act No. 23 of 2006 about the Settlement Administration (Country Gazette of the Republic of Indonesia number 80 in 2007, an additional Sheet of the Republic of Indonesia Number 4736);
5. Presidential Regulation number 26 in 2009 on the implementation of Population-based Card Number of the parent Population Nationwide as amended Presidential regulation Number 35 Year 2010;
Decide: define: PRESIDENTIAL REGULATION on CHANGES in BOTH TOP PRESIDENTIAL REGULATION number 26 in 2009 on the IMPLEMENTATION of POPULATION-BASED CARD NUMBER of the PARENT POPULATION nationwide.
Article I some provisions in the regulations President number 26 in 2009 on the implementation of Population-based Card Number of the parent Population Nationwide as amended Presidential regulation Number 35 year 2010 is amended as follows: 1. The provision of article 1 point 3 is amended to read as follows: 3. NIK-based ID CARD, Electronic ID CARD hereinafter referred to, is an ID CARD has specifications and National ID CARD format with a special security system that acts as the identity of the official, published by the Implementing Agencies.
2. In between article 10 and article 11 inserted 5 (five) new article, namely article 10 article 10 A, B, C, article 10 article 10 article 10 D, and E which read as follows: article 10 A (1) of the electronic ID CARD is an ID CARD equipped with a chip containing electronic recordings.
(2) Electronic IDENTITY CARD referred to in subsection (1) applies nationally on the entire territory of the State Union of Republic of Indonesia.
Article 10 B (1) of the electronic ID CARD as referred to in article 10 A is: a. the identity of the official proof of domicile population;
b. self evident the population to management interests relating to government administration;
c. Proof of self management of the population to the importance of public service in government agencies, local government, banking institutions, and the private sector with regard to Licensing and is not limited to, Business, Commerce, Banking, insurance, taxation and land tenure.
(2) Government agencies, local governments, and private sector banking institutions required to provide service to the population with basic Electronic ID CARD by not considering issuing Electronic ID CARDS.
(3) Government agencies, local government, banking institutions, and the private sector still provides services to residents who have a non electronic ID CARD with the scope of the district/city where the issuance of a non electronic ID CARDS until December 31, 2012.
Article 10 C (1) Government agencies, local government, banking institutions, and private payers prepare technical completeness are necessary with regard to the implementation of the electronic ID CARD.
(2) the necessary technical Completeness as referred to in subsection (1) consists of and is not limited to the smart card reader, fingerprint scanners and Electronic ID CARD reader applications.
(3) the provisions on technical completeness as referred to in subsection (1) is controlled by a regulation of the Minister.
Article 10 D (1) of the electronic ID CARD belonging to the population effective nationwide start since the publication of the electronic ID CARD or at the latest on 1 October 2011.
(2) the stage of implementation of the Electronic ID CARD is governed more by ministerial regulation.
Article 10 E (1) Government agencies, local government, and banking institutions are obligated to report the Organization of the services referred to in article 10 B of paragraph (2) every 6 (six) months as of the date of 31 December 2012 the results of enforcement of the electronic ID CARD to the President through the Minister.
(2) the Minister is entitled to ask for a report on the Organization of services by using Electronic ID CARDS that are implemented by the private sector.
(3) the Reporting Mechanism over the conduct of the service referred to in subsection (1) and paragraph (2) are governed further by regulation of the Minister.
Article II this presidential Regulation comes into force on the date specified.
