Back NEWS REPUBLIC of INDONESIA No. 402, 2012 RULES the HEALTH MINISTER of the REPUBLIC of INDONESIA NUMBER 010 in 2012 ABOUT the ORGANIZATION and the WORK of LEPROSY HOSPITAL Dr. RIVAI ABDULLAH PALEMBANG with the GRACE of GOD ALMIGHTY the MINISTER of HEALTH of the REPUBLIC of INDONESIA, Considering: a. that in order to guarantee the effectiveness, continuity of management of Leprosy Hospital and rehabilitation for lepers, plenary then needs to be followed by an increase in the quality and quality of service of hospital Leprosy Kundur River;
b. that in order to improve the effectiveness and efficiency of the implementation of the tasks and functions then it needs to be done and the Organizational realignment of work Hospitals Leprosy Kundur River;

Decide: define: REGULATION of the MINISTER of HEALTH ABOUT the ORGANIZATION and the WORK of LEPROSY HOSPITAL Dr. RIVAI ABDULLAH PALEMBANG.
CHAPTER I the POSITION, duties, and FUNCTIONS of the Leprosy Hospital Chapter 1 Dr. Rivai Abdullah Palembang hereinafter called RSK Dr. Rivai Abdullah is implementing technical units in the Environment Ministry of health that are under and responsible to the Community Development Directorate General of Health Ministry of Health Efforts.

Article 2 of the RSK Dr. Rivai Abdullah headed by a Chief who is hereinafter referred to as the President Director.

Article 3 RSK Dr. Rivai Abdullah has the task of organizing the efforts of healing, recovery, and rehabilitation of the plenary in the field of leprosy in harmonious, integrated, and sustainable health improvement efforts and implement other efforts reference.

Article 4 in carrying out the tasks referred to in article 3, the RSK Dr. Rivai Abdullah hosts functions: a. the exercise of Ministry in Ministry of plenary leprosy promotif, preventive, curative, and rehabilitative programmes; b. implementation of early detection and prevention of leprosy;
c. implementation of medical rehabilitation, social, and work towards the lepers; d. implementation of the orphanage and nursing services;

e. implementation of the referral services;
f. implementation of education and training in the field of leprosy and other health;
g. implementation of research and development in the field of leprosy and other health; and h. the implementation of finance and General Administration.

Article 5 in carrying out the tasks referred to in article 3, the RSK Dr. Rivai Abdullah administratively built by the Secretariat of the Directorate General of community development efforts of health and functional technically built by the Directorate of community development efforts of Health Reference.

CHAPTER II ORGANIZATION article 6 organisation of the RSK Dr. Rivai Abdullah consists of: a. the Directorate of the Ministry; and b. the Directorate of finance, human resources, and the public.

Article 8 in carrying out the tasks referred to in article 7, the Directorate of the Ministry organizes functions: a. the preparation of the management plan, the need for, and development of medical services, nursing, and rehabilitation;
b. coordination and implementation of the activities of the medical services, nursing, and rehabilitation; and c. monitoring and evaluation the implementation of medical services, nursing, and rehabilitation.
Article 9 of the Directorate of Services consists of: a. Medical Field;

b. field of Nursing;

c. Rehabilitation Field; and d. the functional Position of the group.

Article 10 Medical Field has the task of implementing the management of medical services and medical support.

Article 11 in carrying out the tasks referred to in article 10, the Medical Field held a function: a. medical services plan drafting preparation and medical support;

b. preparation of the coordination of the implementation of medical services and medical support; and c. monitoring and evaluation of medical services and medical support.

Article 12 Medical Field consists of: a. Medical Services Section; and b. the medical support Section.

Article 13 (1) the Medical Services Section has the task of doing the preparation material preparation service plan, service coordination, monitoring, and evaluation of medical services.
(2) the medical support Section has the task of doing the preparation material preparation service plan, service coordination, monitoring, and evaluation of medical support.
Clause 14 of the nursing Field has the task of implementing the management of nursing services.

Article 15 in carrying out the tasks referred to in Article 14, the field of Nursing hosted a function: a completion of the drafting of the plan of nursing services;

b preparation of the coordination of the implementation of the nursing services; and c the nursing service of monitoring and evaluation.

Article 16 the nursing Field is composed of: a Sexy Nursing Outpatient; and b Sexy Nursing hospitalization.

Article 17 (1) of section had Nursing Outpatient duties do the preparation material preparation service plan, service coordination, monitoring, and evaluation outpatient.
(2) Section Nursing Hospitalization had the task of doing the preparation material preparation service plan, service coordination, monitoring, and evaluation of hospitalization.
Article 18 the rehabilitation Field has the task of carrying out the management of the Ministry of rehabilitation.

Article 19 in carrying out the tasks referred to in Article 18, the field hosted the Rehabilitation function of: a. the preparation of drafting the plan of medical rehabilitation services, medical, and social work;
b. preparation of the coordination of the implementation of medical rehabilitation services, medical, and social work; and c. the monitoring and evaluation of the medical rehabilitation services, medical, and social work.
Article 20 the field of Rehabilitation consists of: a. medical rehabilitation Section; and b. the Rehabilitation Section of the social work and Medical.

Article 21 (1) medical rehabilitation Section has the task of doing the preparation material preparation service plan, service coordination, monitoring and evaluation of medical rehabilitation.
(2) Social work and Rehabilitation Section Medic has the task of doing the preparation material preparation service plan, service coordination, monitoring, and evaluation of medical social work and rehabilitation.
The second part of the Directorate of finance, human resources, and General Article 22 (1) of the Directorate of finance, human resources, and the public has the task of implementing the management of finance, human resources, and the public.
(2) the Directorate of finance, human resources, and is led by a Director General.
Article 23 in carrying out the tasks referred to in Article 22 of the Directorate of finance, human resources, and General organises functions: a. the preparation of management plan for finance, human resources, and the public;
b. coordination and implementation of financial management, human resources, and the public; and c. the monitoring and evaluation of financial management, human resources, and the public.
Article 24 the financial Directorate, human resources and General consists of: a. the financial section;

b. Human Resources Section;

c. General section; and d. the functional Position of the group.

Article 25 Financial Part has the task of implementing the financial management.

Article 26 in carrying out the tasks referred to in Article 25, the financial section organizes functions: a. the preparation of the coordination of the preparation of plans, programs, and budget;


b. implementation of Treasury Affairs and mobilization of funds; and c. the execution of the Affairs of the accounting and financial reporting.

Article 27 of the financial Part consists of: a. the planning and budget Subsections;

b. Subsection Repertory and the mobilization of funds; and c. Subsections accounting.

Article 28 (1) Subsections planning and Budget preparation of ingredients do have a job coordinating the preparation of plans, programs, and budget.
(2) Subsections Repertory and the mobilization of funds has the task of conducting the Affairs of the Treasury of materials and preparation of the mobilization of funds.
(3) Subsections Accounting has the task of conducting the Affairs of the accounting and financial reporting.
Article 29 of the human resources Section has the task of carrying out administrative management and human resources development as well as education and research hospital.

Article 30 in carrying out the tasks referred to in Article 29, Section human resources organizes functions: a. implementation of procurement, administration, and human resources mutation RSK Dr. Rivai Abdullah;
b. implementation of the Office of analysis, of the welfare and development of human resources Dr. RSK Rivai Abdullah; and c. the implementation of education and training as well as research and development of RSK Dr. Rivai Abdullah.
Article 31 of the human resources Section consists of: a. Subsections Administration human resources;

b. Subsection human resources development; and c. Subsections education and research.

Article 32 (1) Subsections human resources Administration has the task of conducting the preparation of materials procurement, administration and human resources of the mutation.
(2) Subsections human resources development has the task of conducting the preparation of materials analysis Office, welfare and human resource development.
(3) Subsections education and research has the task of conducting the preparation of educational materials and training as well as research and development.
Article 33 the General section has the task of carrying out administrative affairs, public relations, household, and supplies.

Article 34 in carrying out the tasks referred to in Article 33, a common Section organized a function: a. implementation of Administrative Affairs and public relations;

b. implementation of the household affairs and supplies; and c. the completion of the evaluation and reporting of the implementation of the activities of the hospital.

Article 35 General Part consists of: a. The Subsections and public relations;

b. Subsection Households and supplies; and c. Subsections evaluation and reporting.

Article 36 (1) Subsections Administrative and public relations has the task of conducting administrative affairs and public relations.
(2) Subsections Households and supplies has the task of conducting the Affairs of the household and equipment.
(3) Subsections Evaluation and reporting has the task of conducting the evaluation material preparation and reporting of the implementation of the activities of the hospital.
CHAPTER III the NONSTRUCTURAL units the first part of the Committee to article 37 (1) Committee is a nonstructural container consists of experts or profession which was formed to give strategic consideration to the Director in order to increase and development of hospital services.
(2) the establishment of the main Committee established by the Director of the hospital's needs, which at least made up of Medical and Nursing Committee Committee. (3) the Committee was under and responsible to the President Director.
(4) the Committee is led by a Chairman who is appointed and dismissed by the President Director.
(5) the establishment and change of the number and type of Committees established by the President after obtaining approval from the Directorate General of Community Health Efforts.
The second part of the installation of article 38 (1) the installation is nonstructural service unit provides facilities and services organizes activities, education, and research hospitals.
(2) the installation is under and is responsible to the Director, led by a Chief who is appointed and dismissed by the President Director.
(3) the head of the installation in doing their job is assisted by the staffs of the functional and/or non-medical.
Article 39 (1) in the Environment Directorate of the Ministry at least established Installation Installation comprising outpatient, Inpatient, Installation and installation of Emergency.
(2) in the Environment Directorate of the finance, human resources and the public at least formed an installation, consisting of the installation of the administration of patients, Installation Maintenance Facility hospitals, Installation and training and education.

(2) Internal Inspection Unit is under and responsible to the President Director. (3) Internal Inspection Unit defined and shaped by the President Director.

CHAPTER IV TERM of FUNCTIONAL GROUPS of article 41 a functional Office Group has the task of conducting the activity in accordance with the functional position of each on the basis of the applicable legislation.

Article 42 (1) a functional Office Group consists of a number of functional which is divided into various groups of Office in accordance with the functional areas of expertise.
(2) each functional as intended in paragraph (1) be in the environment of the work units of hospitals in accordance with competencies.
(3) the amount of functional power referred to in subsection (1) is determined based on the workload and the need.
(4) the type and level of functional Office as referred to in subsection (1) is set on the basis of the applicable legislation.
FUNCTIONAL MEDICAL STAFF chapter V Article 43 (1) Functional Medical Staff is a group of doctors who work in the medical field in a functional position that is under and responsible to the President Director.
(2) Functional Medical Staff has the task of carrying out the diagnosis, treatment, prevention of disease, improvement and restoration of health, counseling, education, training, research, and development.
(3) in carrying out its task, the Medical staff is coordinating with Functional energy related professions.
CHAPTER VI Article 44 'S WORK In GOVERNANCE do their job, every leadership organizations in the hospital environment is obliged to apply the principle of coordination, integration, and synchronization in the respective environment as well as with other units.

Article 45 Every mandatory organisation unit oversees the leadership of subordinate and in case of deviations is obligated to take the necessary measures in accordance with the provisions of the prevailing laws and regulations.

Article 46 Any unit-led organization responsible to lead and coordinate his subordinates and provide guidance as well as guidance for the implementation of his task.

Article 47 Any organizational unit leadership is obligated to follow and abide by the instructions and accountable to superiors as well as delivering periodic reports on time.

Article 48 each report received by the leadership of the organization units of subordinates, mandatory processed and used as a basis for drafting the report and to provide further guidance to subordinates.

Article 49 The Director, heads the field/Section, the head of Section/Subsection, Chair of the Committee, the Head Office of the Group of installations, functional, and the head of the Internal Inspection Unit is obligated to report periodically to the tops of each.

Article 50 in delivering a report to his superiors, effluent full report with all its attachments is submitted to another organization unit is functionally have a working relationship.

Article 51 in the discharge of his duties, each organization unit aided by the leadership of the head of unit of the organization.

Article 52 in the framework of the grant guidance and coaching to subordinates are each obligated to hold meetings regularly.

CHAPTER VII ECHELON Article 53 (1) the Director is a structural position Echelon II. b.

(2) the Director is a position of structural Echelon III a.

(3) the head of the field and Head Office of structural parts is Echelon III. b.

(4) Section and head Subsections is a structural position of Echelon IV. b.

CHAPTER VIII PROVISIONS of article 54 and changes to the Organization and work according to the rules established by the Minister of health after obtaining written consent of the responsible ministers in the field of utilization of State apparatus and reform the bureaucracy.

Article 55 with the introduction of these regulations, then the decision of the Minister of health the number 185/Menkes/SK/II/1993 on the Organization of Work and the Hospitals of leprosy River Kundur stated does not apply.

Article 56 Tatalaksana of this organization will be regulated further by regulation of the Minister of health.

Article 57 of this Regulation comes into force on the date of promulgation.
