THE ORGANIZATION AND THE WORK OF THE LEPROSY HOSPITAL DR. RIVAI ABDULLAH PALEMBANG


WITH THE GRACE OF THE ALMIGHTY GOD

HEALTH MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a. that in order to guarantee the effectiveness, continuity of the management of the leprosy hospital and the plenary rehabilitation effort for leprosy sufferers, it needs to be followed by the improvement of the quality and quality of the service of the Kundur River Kusta;
B. that in order to increase the effectiveness and efficiency of the execution of tasks and functions then the necessary rearrangement of the Organization and the Working System of the Kundur River Kusta;
c. that the Decree of the Minister of Health Number 185 /Menkes/SK/II/1993 about the Organization and the Working Services of the Kundur River Kusta is no longer appropriate;
D. that based on consideration as referred to in the letter a, the letter b, and the letter c, need to reestablish the Organization and Workforce of the Kundur River Kusta with the Ordinance of the Minister of Health;

4. Government Regulation No. 23 Year 2005 on Financial Management of the Public Service Agency (State Gazette 2005 Number 48, Additional Gazette Republic of Indonesia Number 4502);
5. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as it has been several times amended last with the Presidential Regulation Number 91 of 2011;

11. Health Minister Regulation Number 1144 /Menkes/Per/VIII/2010 about the Organization and the Working Care of the Ministry of Health;
12. Decree of the Finance Minister Number 3/KMK.05/ 2010 on the Redemption of the Hospital of Kusta Dr. Rivai Abdullah Palembang as a Government Instancy that implements the General Services Agency ' s Financial Management Pattern;
13. Health Minister ' s Decree No. 201 /MENKES/SK/III/2009, concerning the Hospital Classes of Kusta Hospital Dr. Rivai Abdullah Palembang;

DECIDED:

Establish: HEALTH MINISTER REGULATIONS ON THE ORGANIZATION AND THE WORKHOUSE OF THE LEPROSY HOSPITAL DR. RIVAI ABDULLAH PALEMBANG.

BAB I
THE POSITION, DUTY, AND FUNCTION

Section 1
Dr. Rivai Abdullah Palembang's next hospital is called RSK Dr. Rivai Abdullah is a technical acting unit in the Ministry of Health's environment which is under and responsible to the General Directorate of Bina Health Efforts. Ministry of Health.

Section 2
RSK Dr. Rivai Abdullah is led by a Chief who is next called the Lead Director.

Section 3
RSK Dr. Rivai Abdullah has the task of organizing healing, recovery, and remedial rehabilitation efforts in the field of leprosy, integrated, and continuous with other health enhancers efforts as well as carrying out referral efforts. />
Section 4
In carrying out the duties as referred to in Article 3, RSK Dr. Rivai Abdullah organizes a function:
a. the implementation of the custodial service in full of promotional services, preventative, curative, and rehabilitative services;
B. execution of early detection and leprosy prevention;
c. implementation of medial, social rehabilitation, and work against lepers;
D. the implementation of the upbringing and the nursing ministry;
e. implementation of referral services;
f. implementation of education and training in the field of leprosy and other health;
G. implementation of research and development in the field of leprosy and other health; and
h. the financial and administrative conduct of the general administration.

Section 5
In carrying out the duties as referred to in Article 3, RSK Dr. Rivai Abdullah is administratively scouted by the Directorate General of Bina's Health Efforts and is technically functional by the Directorate of Bina Health Efforts The referral.

BAB II
ORGANIZATION ARRANGEMENT

Section 6
Dr. Rivai Abdullah ' s RSK organization consists of:
a. Ministry Directorate; and
B. The Financial Directorate, Human Resources, and General.

The First Part
Ministry Directorate

Section 7
(1) The Directorate of Services has a duty to carry out the management of medik services, nursing, and rehabilitation.
(2) The Service Directorate is led by a Director.

Section 8
In carrying out the duties as referred to in Article 7, the Directorate of Service organizes functions:
a. Drafting of the management plan, needs, and development of medical care, nursing, and rehabilitation services;
B. coordination and execution of medical, nursing, and rehabilitation activities; and
c. Monitoring and evaluation of the implementation of the medik, nursing, and rehabilitation services.

Section 9
The Service Directorate consists of:
a. Medik Field;
B. Nursing Field;
C. The Rehabilitation Area; and
D. Functional Office Groups.

Section 10
The field of Medik has the task of carrying out medik service management and medik support.

Section 11
In performing the task as referred to in Article 10, the Field of Medik organizes functions:
a. The preparation of the medik service plan and the medik support;
B. the preparation of the coordination coordination of the medik service and the medik support; and
c. The monitoring and evaluation of the medik service and medik support.

Section 12
The field of Medik consists of:
a. Medik Service Section; and
B. The Medik Allowance Section.

Section 13
(1) The Medic Service Section has the task of conducting the preparation of the preparation materials of the service plan, the coordination of services, monitoring, and evaluation of the medik service.
(2) The Medic Allowance Section has the task of preparing the preparation of the service plan, the coordination of services, monitoring, and evaluation of the medik support.

Section 14
The field of Nursing has the task of carrying out the management of nursing services.

Section 15
In carrying out the duties as referred to in Article 14, the Field of Nursing organizes the function:
a preparation of the preparation of the nursing plan;
b the preparation of coordination of the execution of nursing services; and
c monitoring and evaluation of nursing services.

Section 16
The field of Nursing consists of:
a Section of the Nursing Care of the Way; and
b Section of the Inap Rawat Care.

Section 17
(1) The Nursing Section of the Road has the task of conducting the preparation of the preparation materials of the service plan, the coordination of the services, monitoring and evaluation of outpatient services.
(2) The Nursing Section of the Inap Rawat has the task of conducting the preparation of the preparation materials of the service plan, the coordination of the services, monitoring and evaluation of the hospitalization.

Section 18
The Rehabilitation Field has the task of carrying out the management of rehabilitation services.

Section 19
In performing the duties as referred to in Article 18, the Rehabilitation Field organizes functions:
a. The preparation of the medical rehabilitation services plan, work, and social medik;
B. Preparation of the medic, work, and social rehabilitation services; and
c. The monitoring and evaluation of medik rehabilitation services, work, and social medik.

Section 20
The Rehabilitation Field consists of:
a. The Medik Rehabilitation Section; and
B. The Rehabilitation Section Of The Work and Social Medik.

Section 21
(1) Medic Rehabilitation Section has the task of conducting the preparation of the preparation materials of the service plan, the coordination of services, monitoring and evaluation of the medik rehabilitation.
(2) The Rehabilitation Section of the Works and Social Medik has the task of conducting the preparation of the preparation of service plans, coordination of services, monitoring, and evaluation of the rehabilitation and social rehabilitation of the medics.

The Second Part
The Finance Directorate, Human Resources, and General

Section 22
(1) The Directorate of Finance, Human Resources, and General has the duty of carrying out financial management, human resources, and general.

Section 23
In performing the tasks referred to in Article 22 of the Financial Directorate, Human Resources, and General organizes functions:
a. the drafting of the financial management plan, human resources, and the public;
B. coordination and execution of financial management, human resources, and general; and
c. The monitoring and evaluation of financial management, human resources, and general.

Section 24
The Financial Directorate, Human Resources and General Resources consists of:
a. Finance Section;
B. Human Resources section;
C. General Part; and
D. Functional Office Groups.

Section 25
The Finance section has the task of carrying out financial management.

Section 26
In carrying out the task as referred to in Article 25, the Financial Section is organizing a function:
a. Setup of planning coordination with plans, programs, and budgets;
B. the implementation of the treasury affairs and the funding mobilization; and
c. implementation of accounting affairs and financial reporting.

Section 27
The Finance section consists of:
a. Planning and Budget subsections;
B. The Treasury subsections and the Fund ' s Mobilization; and
C. The Accounting subsection.

Section 28
(1) The Planning and Budget Subsection has the task of conducting the preparation of coordination of the coordination of plans, programs, and budgets.
(2) The Department of the Treasury and the Mobilization of the Fund has the task of conducting treasury affairs and the preparation of funds mobilization materials.
(3) The Accounting Subsection has a task of conducting accounting and financial reporting affairs.

Section 29
The Human Resources section has the task of carrying out the administration management and development of human resources as well as hospital education and research.

Section 30
In carrying out the duties as referred to in Article 29, the Human Resources Section is organizing a function:
a. the implementation of the procurement, administration, and mutation of human resources RSK Dr. Rivai Abdullah;
B. implementation analysis of the office, welfare and development of the human resources RSK Dr. Rivai Abdullah; and
c. implementation of education and training as well as the research and development of RSK Dr. Rivai Abdullah.

Section 31
The Human Resources section consists of:
a. Human Resource Administration subsections;
B. Human Resource Development subsections; and
C. Education and Research subsections.

Section 32
(1) Subpart of the Human Resources Administration has the task of conducting the preparation of procurement materials, the administration and mutation of human resources.
(2) The Human Resource Development Subsection has a task of conducting the preparation of office analysis materials, welfare and development of human resources.
(3) The Subsection of Education and Research has a task of conducting educational and training materials preparation and research and development.

Section 33
The General section has the task of carrying out the business of business, public relations, households, and supplies.

Section 34
In carrying out the task as referred to in Article 33, the General Section is organizing a function:
a. the execution of business planning and public relations;
B. execution of household affairs and supplies; and
c. Evaluate evaluation and reporting of hospital activities.

Section 35
The General Part consists of:
a. Subsections Tata Business and Public Relations;
B. Subsections of the Household and Supplies; and
C. The Evaluation and Reporting subsections.

Section 36
(1) The Subsection of Tata Business and Public Relations has the task of conducting business and public relations.
(2) Subsections of the Household and Supplies have the task of doing household affairs and supplies.
(3) The Evaluation and Reporting Subsection has the task of conducting the investigation of the evaluation materials and reporting of the execution of the hospital activities.

BAB III
NONSTRUCTURAL UNITS

The First Part
Committee

Section 37
(1) The Committee is a nonstructural container consisting of an expert or profession formed to provide strategic consideration to the Principal Director in the framework of increased and development of hospital services.
(2) The formation of the Committee is set by the Principal Director in accordance with the needs of the hospital, which is at least composed of the Medik Committee and the Nursing Committee.
(3) The committee is below and is responsible to the Principal Director.
(4) The committee is led by a Chair who is appointed and dismissed by the Principal Director.
(5) The formation and change of the number and type of Committee is set by the Principal Director after receiving approval from the Directorate General of Bina Health Efforts.

The Second Part
Installation

Section 38
(1) Installation is a nonstructural service unit that provides facilities and organizes service, education, and hospital research activities.
(2) Installation is below and is responsible to the Director headed by a Chief who is appointed and dismissed by the Principal Director.
(3) The Chief Installation in performing his duties is assisted by functional and or non-medical personnel.

Section 39
(1) In the Environment Directorate environment at least Installation is composed of outpatient installations, hospitable installations, and emergency emergency installations.
(2) In the Financial Directorate environment, the Human Resources and General Resource are at least installed that consist of the Patient Administration Installation, the installation of the Maintenance of the Hospital Means, and the Installation of Education and Training.
(3) The Principal Director may perform the addition, subtraction and/or installation of Installation in accordance with the needs and capabilities of the hospital.
(4) The addition, reduction and/or installation of Installation is reported in writing to the General Directorate of Bina Health Efforts.

The Third Part
The Internal Checking Unit

Section 40
(1) Intern Examination Unit is a Functional Working Unit tasked with carrying out an internal examination of hospitals.
(2) The Intern Examination Unit is located below and is responsible to the Principal Director.
(3) Intern Examination Unit is set and set up by the Principal Director.

BAB IV
THE FUNCTIONAL OFFICE GROUP

Section 41
The Functional Position Group has the task of performing activities in accordance with each of the functional positions under the applicable law.

Section 42
(1) The Functional Position Group consists of a number of functional power divided over a variety of functional office groups according to the field of expertise.
(2) Each of the functional power as referred to in paragraph (1) is in the hospital work unit environment according to its competitors.
(3) The amount of the functional power as referred to in paragraph (1) is determined based on the workload and needs.
(4) The type and type of functional title as referred to in paragraph (1) are governed under applicable laws.

BAB V
FUNCTIONAL MEDIK STAFF

Section 43
(1) The Functional Medic Staff is a group of physicians working in the medical field in a functional position that is below and is responsible to the Principal Director.
(2) The Functional Medic Staff has the task of carrying out diagnostics, treatment, prevention of disease, improvement and recovery of health, counseling, education, training, research, and development.
(3) In carrying out its duties, the Functional Medic Staff is coordinating with the related workforce.

BAB VI
WORK LAYOUT

Section 44
In performing their duties, any organization leadership in the hospital environment is required to apply the coordination, integration and synchronization principles within their respective environments as well as with other units.

Section 45
Each member of the organization unit of the organization is required to oversee subordinates and in the event of an obligatory deviation taking the necessary steps in accordance with the applicable laws and regulations.

Section 46
Each unit leader of the organization is responsible for leading and coordinating his subordinates and providing guidance as well as instructions for the execution of his subordinates duties.

Section 47
Each member of the organization unit of the organization is required to follow and adhere to the directions and is responsible to the superiors and submit the periodic reports in time.

Section 48
Each report received by the leadership of the organization units of the subordinate, is required to be processed and used as a material for compiling further reports and to provide instructions to the subordinates.

Section 49
The Directors, Head Of Field/Section, Section/Subsection Head, Committee Chairperson, Installation Head, Functional Office Group, and Head of the Internal Examination Unit are required to submit periodic reports to their respective superiors.

Section 50
In passing the report to her supervisor, the full report gust with all of its attachments is delivered to another organization unit that is functionally related to work.

Section 51
In performing its duties, each member of the organization units is assisted by the Chief of the Organization Unit under it.

Section 52
In order to provide guidance and coaching to the respective subordinates each must hold a periodic meeting.

BAB VII
ESELON

Section 53
(1) The Principal Director is the structural position of the II.b echelon.
(2) The director is the structural office of the III.a III.a.
(3) The Head of the Field and the Head of Section is the structural position of the III.b echelon.
(4) The Section Chief and Subsection Head is the structural post of IV.b.

BAB VIII
PROVISIONS AND COVERS

Section 54
The changes to organizational and regulatory arrangements according to the Ordinance are established by the Minister of Health after receiving written approval from the Minister responsible for the field of state apparatus and bureaucratic reform.

Section 55
By the enactment of this Regulation, the Decree of Health Minister Number 185 /Menkes/SK/II/1993 on the Organization and Works of the Kundur River Kusta Hospital is declared not valid.

Section 56
The tatalaksana of the Organization will be further set up with the Health Minister ' s Regulation.

Section 57
This rule comes into effect on the promulgable date.
