WITH THE GRACE OF THE ALMIGHTY GOD

HEAD OF METEOROLOGY, CLIMATOLOGY, AND GEOPHYSICS,

Weigh: a. that under Article 15 of the Regulation of the Chief of Meteorology, Climatology, and Geophysics Number KEP. 09 Year 2012 on the Code of Conduct of the Government's Internal Surveillance Officer in the Environment of Meteorology, Climatology, and Geophysics and in order Enforcement of the code of conduct apparatus of the government's internal supervision in the environment of the Meteorological Agency, Climatology, needs to be set up by a committee of ethics enforcement officers internal government in the environment of Meteorology, Climatology, and Geophysics;
B. that based on the terms of the letter a, need to establish the Chief Regulation of the Meteorological, Climatological and Geophysics Agency on the Ethics Committee of Internal Oversight Apparatus of the Government of Meteorology, Climatology, and Geophysics

DECIDED:

SET: REGULATION OF THE HEAD OF METEOROLOGY, CLIMATOLOGY, AND GEOPHYSICS ABOUT THE ETHICS COMMITTEE OF THE INTERNAL OVERSIGHT OF THE GOVERNMENT OF METEOROLOGY, CLIMATOLOGY, AND GEOPHYSICS
.
BAB I
UMUM CONDITIONS
Section 1
In this Regulation, which is referred to:
1. The Meteorological, Climatology and Geophysics Agency, subsequently called the Agency is a Non-Ministry Government Institution located below and responsible for the President as well as serving and responsible in the field of meteorology, climatology, and the government of the Federal Government of the United States. And geophysics.
2. The next government's internal supervision apparatus (APIP) is an auditor and civil servant/officer who is assigned a task by the Agency Inspector to carry out the surveillance and monitoring of the follow-up.

BAB II
THE ESTABLISHMENT AND ARRANGEMENT OF THE MEMBERSHIP COMMITTEE MEMBERSHIP
Section 2
(1) The Ethics Committee is running the task independently.
(2) The Ethics Committee is based in the Central Office.

Section 3
(1) The membership of the Ethics Committee is appointed and appointed under the Decision of the Chief Agency.
(2) The membership of the Ethics Committee consists of:
a. The Principal Secretary as the chairman is a member;
B. The inspector as the deputy chairman is a member;
C. Head of the General Bureau as a member of the member's secretary;
D. Head of the Bureau of Law and Organization as a member; and
e. Head of Human Resources as a member.


Section 4
In the event of the alleged violation of the Code of Conduct conducted by the Inspector, then the Inspector was not included in the examination of the alleged violation of the Code of Conduct.

BAB III
THE TASK, FUNCTION, AUTHORITY, AS WELL AS THE ETHICS COMMITTEE ' S OBLIGATIONS
Section 5
(1) The Ethics Committee has a duty of enforcing the Code of Conduct.
(2) In carrying out the tasks referred to in paragraph (1), the Ethics Committee has functions as follows:
a. monitoring the execution of the Code of Conduct; B. conduct an examination of the dugaaan violation of the Code of Conduct; and
c. establish any or non-infringement of the Code of Conduct.


Section 6
In performing the function as referred to in Article 5 of the paragraph (2), the Ethics Committee is authorized:
a. call and request the caption and/or request the data to:
1. The por;
2. The parties reported; and/or
3. Witnesses.
B. Provide a recommendation to the Head of the Agency on the drop and the type of sanctions that may be subject to a party that is proven to violate the Code of Conduct, in accordance with the laws


Section 7

(3) In the case of the party who are reported to not provide the information and/or data requested by the Ethics Committee as referred to in paragraph (1), then the report is considered correct and actionable under the terms of the Regulation of the Chief of this Body.


Section 8
In performing the task, function, and authority, the Ethics Committee is obligated to:
a. Secret:
1) the identity of the snitch, the reported party, and the witness to anyone; and
2) the information obtained due to its position as the Ethics Committee.
B. resigning from an examination of the alleged violation of the Code of Conduct if there is a conflict of interest that may interfere with the examination objectivity.


BAB IV

Section 9
(1) The Ethics Committee accepts the existence of a Code of Conduct violations from:
a. leading APIP leadership; and
B. A person of interest or aggrieved.
(2) A party of interest or disadvantaged as referred to in paragraph (1) the letter b may be derived from:
a. Officials/employees of the auditan;
B. other employees in the Agency environment; or
C. Society.
(3) The report as referred to in paragraph (1) must decipher:
a. the identity of the caller and the reported party; and
B. Chronological violation of Code of Conduct.
(4) The reports referred to in paragraph (1) are confidential.


Section 10
The Ethics Committee is required to conduct an examination of the alleged violation of the Code of Conduct as referred to in Article 9 of the slowest 10 (ten) business days since the receipt of the report.

The Second Part
Examination Of The Alleged Violation Of The Code Of Ethics
Section 11
(1) The Ethics Committee sets out a time of examination over the alleged violation of the Code of Conduct
(2) The Ethics Committee delivered a summons to the por as well as the parties reported to follow the examination of the Code of Conduct.
(3) The first call letter must be received by concerned the slowest 3 (three) business days before the inspection is carried out.
(4) In terms of the parties being reported not present at the time of inspection, the Ethics Committee postponed the examination and set the next inspection time.
(5) The Ethics Committee delivered a second call letter to the non-present party to attend the next inspection.
(6) The second letter of call as referred to in paragraph (5) must be already received by concerned at least 3 (3) business days prior to the inspection time.
(7) The format of the call letter to the por as referred to in paragraph (3) and paragraph (4) is made in accordance with Example A as set forth in this Regulation of the Head of the Body.
(8) The acceptance of the call letter as referred to in paragraph (3) and paragraph (6) as indicated by the receipt of a call letter that is arranged in accordance with the Order of the Call Letter Reception as set forth in Example A This is the Chief of the Agency.


Section 12
(1) The examination of the alleged violation of the Code of Conduct is carried out in private.
(2) Examination of the whistleblot and the reported parties is carried out in different times.
(3) The examination as referred to in paragraph (1) is conducted at the seat of the Ethics Committee.


Section 13
(1) The parties who are reported to be present in the examination of the Code of Conduct and may not be submitted or accompanied by any other party.
(2) The parties reported to be entitled to commit self-defense.
(3) In the order of self-defense as referred to in paragraph (2), the party is reported to be entitled to file witnesses and/or other evidence tools.


Section 14
In the case of a second letter of call as referred to in Article 11 of the paragraph (6) has been delivered to the reported and remains absent without a reasonable and reasonable reason, the Ethics Committee may conduct an examination without the presence of which it is. concerned.

Section 15
(1) In conducting an inspection, the Chairman of the Ethics Committee is obliged:
a. lead an examination of the Code of Conduct violations;
B. describe the reason and purpose of the examination; and
c. coordinate the Members of the Ethics Committee to ask questions to the por, the reported party, or the witness.
(2) In conducting an inspection, the Ethics Committee Member may:
a. ask questions to the public, reported, and/or witnesses for the benefit of an examination of the alleged violation of the Code of Conduct; or
B. submitted a suggestion to the Chairman of the Ethics Committee.


Section 16
(1) The results of the examination are poured in the News Show Results of the Examination signed by the por, the reported party, or the witnesses and members of the Ethics Committee who conduct the examination.
(2) The Event of the Event of the Results of the Examination as referred to in paragraph (1) is made in accordance with Example B as set forth in this Section of the Regulation Attachment.


BAB V
VERDICT AND EXECUTION OF THE VERDICT
Section 17
(1) The Ethics Committee takes the Putermination of the Code of Conduct violations based on the results of the examination.
(2) The termination of this section shall be the least of the three (three) members of the House of Conduct.
(3) The taking of the verdict is done in a deliberation of the assemblies.
(4) In the event of a decision making no consensus, then the verdict is taken on the basis of the most votes.


Section 18
(1) The disconnect can be:
a. stated that the reported party proved to be in violation of the Code of Conduct; or
B. stated that the reported party was not proven to violate the Code of Conduct.

Section 19
(1) The termination as referred to in Section 18 is recited in the meeting of the Code of Conduct which the party reported.
(2) The Ethics Committee sets out the meeting time of the Ethics Committee ' s meeting.
(3) The Ethics Committee delivered a subpoenaed letter to the party reported to follow the meeting of the Putermination which will read the verdict.
(4) The first call letter must be received by the reported third party ' s slowest 3 (three) business days before the Putermination meeting is executed.
(5) In the event that the party is not present at the termination meeting, the Ethics Committee adjourn to the meeting and setting the next meeting time.
(6) The Ethics Committee delivered a second call letter to the parties reported to attend the next meeting of the Ethics Committee.
(7) The second letter of call as referred to in paragraph (6) must be received by concerned at least 1 (1) business days prior to the meeting time of the Conduct Committee.
(8) If the reported party does not attend the next Putermination meeting, then the verdict is read without the presence of the reported party.


Section 20
(1) The termination as referred to in Article 18 of the paragraph (1) is signed by the entire Member of the Ethics Committee.
(2) The termination as referred to in verse (1) is delivered to the Head of the Agency.
(3) The format of the ruling as referred to in paragraph (1) is made to the Example of C as set forth in this Section of the Regulation Attachment.


Section 21
In terms of the Putermination stated that the reported side proved to be in violation of the Code of Conduct, then the Head of the Agency dropped the sanctions as per the laws.

Section 22
Structural officials in the Inspectorate's environment records the Code of Conduct as referred to in Article 21 of the employee disciplinary infringement book and forwarding to the responsible work unit in the field of employment.

BAB VI
CLOSING PROVISIONS
Section 23
The Rule of the Head of the Agency begins to apply at the specified date.
