No. 16 YEAR NUMBER 2011
ABOUT
TECHNOLOGY-BASED MONITORING AND MONITORING IMPLEMENTATION
IN THE NATIONAL NARCOTICS AGENCY ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD,

THE HEAD OF THE NATIONAL NARCOTICS AGENCY,

Weighing: that to know the extent of the achievement of the implementation of planning, programs, activities, and budgets in the environment of a technology-based National Narcotics Agency, need to establish the National Narcotics Agency ' s Chief Regulation on Implementation of Technology-Based Monitoring and Evaluation in the Environment of the National Narcotics Agency;

Remembering: 1. Law No. 35 Year 2009 on Drugs (sheet State of the Republic of Indonesia Year 2009 Number 143, Extra sheet of State of Indonesia Republic No. 5062);
2. Presidential Regulation No. 23 of 2010 on the National Narcotics Agency;
3. Presidential Instruction Number 12 Year 2011 on the Implementation of the Policy and National Strategy of Prevention and Eradication Of Illicit Drugs Of 2011-2015 Drugs;
4. Regulation of the Head of the National Narcotics Agency Number 3 Year 2010 on the Organization and the Work of the National Narcotics Agency;
5. Regulation of the Head of the National Narcotics Agency Number 4 Year 2010 on the Organization and the Work of the National Narcotics Agency of the Province and the County/Kota;

DECIDED:

Establish: The National Narcotics Agency 's Head Regulation on the implementation of technology-based monitoring and evaluation in the national narcotics agency' s environment.

BAB I
UMUM PROVISIONS

Section 1
In this Regulation referred to:
1. Monitoring is data collection activity and information related to planning, programs, activities and budgets in the National Narcotics Agency environment in order for evaluation purposes;
2. Evaluation is the follow-up process of monitoring activities in order to compare the planning and realization of implementation of programs, activities, and budgets to find problems and provide an alternative problem solving so that it guarantees Results oriented towards results (outcome);
3. The Program is a policy definition of the National Narcotics Agency in an effort that contains one or more activities using the resources available to achieve measurable results according to the vision and mission of the Narcotics Agency National;
4. Activities are part of a program that is performed by one or more work units as part of a measured target achievement on a program and consists of a set of resource deployment actions that are personnel (sources human power), capital goods including equipment and technology, funds, or any combination of some or all kinds of resources as input (input)to generate the output (output)in barang/jasa;
5. Reporting is the process of presentation of data and information as a leadership input material in determining the next policy.

Section 2
The intent and purpose of monitoring and evaluation implementation is as follows:
a. know and assess the suitability between planning, programs, activities, budgets, and results achieved with the task and function of the work unit;
B. identify things that affect the conflict between planning and execution of programs, activities, and budgets, as well as the results achieved;
c. compare the implementation of programs, activities, and budgets on the year running with the same period of the prior year;
D. define the necessary steps in order for improvement and development in the following year;
e. provide a report and a recommendation to the leadership.

Section 3
The scope of monitoring and evaluation implementation includes:
a. planning;
B. program and activities;
c. attainment of targets (output) and results (outcome); and
D. budget usage.

PLANNING

The Principles and Documents

Section 4
The principle of monitoring and evaluation implementation includes:
a. clarity of destination direction and the results to be achieved;
B. execution is performed transparently, objectively and measurable;
c. performed by officers who have good competence and integrity;
D. using implementation methods that can be accounted for scientifically; and
e. exercised periodically and sustainably.

Section 5
Documents required in monitoring and evaluation, as follows:
a. Strategic Plan;
B. Working Unit Annual Performance Plan;
C. Working Unit Performance;
D. program, activities, and budget; and
e. Working Unit Performance Measurement.

The Second Part
Aspect

Section 6
The monitoring aspect focuses on:
a. problem identification;
B. Accountability input program;
c. process and outputagainst any activity;
D. conformance between activities and budgets;
e. the suitability between planning with execution;
f. reporting progress in any execution of activities; and
G. Sustainability assessment of the program.

Section 7
(1) The evaluation aspect focuses on:
a. the suitability between the planning and the realization of the program, activities, and budget and the achievement of results;
B. compatibility between the means and supporting infrastructure with the expected performance and performance of the performance; and
c. learning about the things that can be done in the future.
(2) The evaluation aspect as referred to in paragraph (1), includes:
a. relevance;
B. success;
c. effectiveness of cost;
D. learning; and
e. Follow-up plan.

The Third Part
Application System

Section 8
(1) Application System is required to ease implementation of monitoring and evaluation;
(2) The Application System as referred to in paragraph (1) is executed using the technology-based application;
(3) The Application System as referred to in paragraph (1) consists of 2 (two) components, namely:
a. The National Drug Monitoring Agency monitoring and evaluation is a component used by each working unit to conduct monitoring and evaluation;
B. The National Drug Administration Compilation is a component to compile the results of monitoring and evaluation of every working unit on the National Narcotics Agency monitoring and evaluation.
(4) The component of the National Narcotics Agency monitoring and evaluation consists of multiple forms into a single series in the execution of monitoring and evaluation;
(5) The form contained in the National Narcotics Agency monitoring and evaluation, as follows:
a. General Form;
B. Monthly Monitoring Form;
C. The Quarterly Evaluation Form;
D. Semesmeter Evaluation Form;
e. Annual Evaluation Form;
f. The Strategic Plan Monitoring Form; and
G. Program Form, Activity, and Budget.
(6) The form as referred to in paragraph (5) is set forth in Annex I and Annex II which is an inseparable part of this Regulation.

The Fourth Part
Planning Stage

Section 9
The monitoring and evaluation planning stages include:
a. Stages of Preparation; and
B. Stage Drafting Plan.

Section 10
The preparation stage as referred to in Article 9 of the letter a consists of:
a. Personnel preparation is done through training;
B. preparation of preparation of activities plan;
c. The drafting of the budget needs plan; and
D. Supporting administration setup.

Section 11
The planning phase of the plan as referred to in Article 9 of the letter b is guideline on principle:
a. sustainable (continuous);
B. terable(measurable);
C. achievable (achievable);
D. reasonable (makes sense); and
e. timeable (exact time).

The Fifth Part
The method

Section 12
(1) monitoring and evaluation is prefixed with data collection activities and information both directly and indirectly through:
a. direct observation in the field;
B. interview; and
C. Paperwork/written report.
(2) Match results with predefined standards.

BAB III
THE PROGRAM AND ACTIVITIES

Section 13
Monitoring is implemented according to the already established plan.

Section 14
Evaluation implementation includes:
a. set target priority:
1. Identify the programs, activities, and budgets to be evaluated;
2. Focus of the specific fields that are in the program, activities and budgets indicate the presence of problems that may result in the failure of the results;
B. Compiling an evaluation and analysis plan:
    establish an object or work unit to be evaluated;
1. set the evaluation standard;
2. set the evaluation instrument, test and perform the instrument repair;
3. set the steps in conducting an evaluation;
4. Set the analytical method;
C. Evaluation and analysis implementation:
1. Operationalize the evaluation instrument according to the planned steps;
2. Compare the results with the planning, programs, activities and budgets to be implemented;
3. perform analysis of the cause of the problem found;
4. Prepare for an improvement recommendation.

BAB IV
ORGANIZING AND REPORTING

The Kesatu section
Organizing

Section 15
The formation of the Team consists of:
a. Team of National Narcotics Agency monitoring and central evaluation; and
B. The monitoring and regional evaluation team.

Section 16
The team as referred to in Article 15 of the letter a consists of:
a. The primary secretary of the National Drug Agency as a Responsible For Activities;
B. Head of the Planning Bureau as Chairman;
C. Head of the Sub-Section Reporting Program and the Planning Office of the Planning Bureau as the Secretary; and
D. Head of the Reporting Section and the Planning Bureau Staff as Executing.

Section 17
The team as referred to in Article 15 of the letter b consists of:
a. The Provincial National Narcotics Monitoring and Monitoring Team, composed of:
1. Head of the Provincial National Narcotics Agency as an Activity Handler;
2. Tata Business Chief as Chairman; and
3. Sub-Business Operations Chief as Executing;
B. The National Narcotics Agency monitoring and evaluation team of the District/City National Narcotics Agency, made up of:
1. Head of the National Narcotics Agency of the District/City as an Activity Handler;
2. Tata Business Chief Business Officer as Chairman; and
3. Tata Business Operations as a Managing.

Section 18
(1) On the Working Unit at the level of the National Narcotics Agency formed Team monitoring and evaluation of the National Narcotics Agency the unit of work specified by the Chief of the unit of work-masing;
(2) The formation of the National Narcotics monitoring team and evaluation of the National Narcotics Agency was set at the beginning of the budget year and reported to the Head of the National Narcotics Agency cq. Chief Secretary up. Head of the Planning Bureau.

Section 19
National Narcotics Agency monitoring and evaluation team, on duty:
a. manage the application and data base;
B. provide pagu data access and budget realization to Team monitoring and evaluation of the National Narcotics Agency for the unit of work and territory through the application;
c. compiled report of report of Team monitoring and evaluation of the National Narcotics Agency of the unit of work and Territology as:
1. Identification of the Program and any other information that is not in compliance with the terms of the IBM International Program. 2. The application of the proposed acceleration policy implementation of programs, activities, and budgets;
3. The regulatory proposal materials in the areas of program execution, activities, and budgets;
D. carrying out the coordination and socialization of the accelerated policy implementation of programs, activities, and budgets;
e. carrying out the task as a liaison with the President ' s Working Unit of Supervision and Development Control.

Section 20
National Narcotics Agency monitoring and evaluation team of the National Narcotics Board of work and regiments, tasked:
a. receive usernameand passwordfrom the National Narcotics Agency monitoring and evaluation team to access the Application;
B. conduct planning and execution of programs, activities, and budgets through monitoring and evaluation applications in the work environment.
c. Identify the work unit that does not carry out programs, activities, and budgets in accordance with the standards that have been defined on the Application;
D. conduct analysis and find the cause of the conflict between planning and execution;
e. conduct a comparison of the program's performance rates, activities, and budgets of the year running with the same period in the previous years using the data on the Application;
f. conduct follow-up steps in accordance with the evaluation results, including:
1. Technical guidance to the working unit that is in trouble;
2. The implementation of coordination with instances or related agencies to obtain technical guidance in accordance with the field of the existing problem;
3. proactively seek solutions to problems in the implementation of programs, activities, and budgets and may leverage
helpdesk at websiteNational Narcotics Agency;
G. delivered a report of the monitoring results and evaluation of the National Narcotics Agency monitoring and evaluation team, the National Secretary of Narcotics, the National Narcotics Agency.

The Second Part
Reporting

Section 21
Monitoring reporting and evaluation reporting procedures:
a. Each of us is a member of the business unit.
B. The National Narcotics Agency monitoring team and the National Narcotics Agency evaluation team and regiments are monitoring and monitoring the daily, weekly, monthly, quarterly, semesometer, and annual monitoring;
C. The results of the National Narcotics Agency monitoring and evaluation team were sent to the National Narcotics Agency monitoring team and evaluation of the National Narcotics Agency 1 (one) days after monitoring and evaluation;
D. The delivery of monitoring and evaluation results is conducted through the application system;

Section 22
The chart of monitoring reporting and evaluation reporting procedures is poured in Appendix II as an inseparable part of this Regulation.

BAB V
ETOS KERJA TIM

Section 23
Every officer and officer of the monitoring and evaluation team is required to have a work ethic as follows:
a. Does not commit acts that have a tendency toward Corruption, Collution and Nepotism;
B. have a high level of motivation to provide the best for the organization;
c. honestly to say the real state;
D. prefer loyalty to the task;
e. have a high discipline both the time and the work procedure;
f. Diligy and patient in the running of tasks and not easily discouraged;
G. be able to work closely with fellow Team members;
h. have a deep insight on the duties and functions of the National Narcotics Agency and matters relating to the policies and strategies in the areas of Prevention and Eradication Of Narcotics And Narcotics. Narcotics and Narcotics Precursors; and
i. be responsible for the performance and performance of the Cloud Service.

BAB VI
THE SANCTION

Section 24
Every officer and officer of the monitoring and evaluation team of the monitoring and evaluation will be granted sanctions in accordance with the provisions of the laws.

BAB VII
CLOSING PROVISIONS

Section 25
Operational guidance of the technology-based Monitoring and Evaluation implementation is set by the Head of the National Narcotics Agency.

Section 26
This National Narcotics Body Head Rule is starting to apply to the date of the promulctest.
