Back NEWS REPUBLIC of INDONESIA No. 254, 2012 NATIONAL NARCOTICS AGENCY HEAD RULES number 16 in 2011 ABOUT the IMPLEMENTATION of the MONITORING and EVALUATION TECHNOLOGY BASED on the ENVIRONMENT of the NATIONAL NARCOTICS AGENCY with the GRACE of GOD ALMIGHTY, the head of the NATIONAL NARCOTICS AGENCY, Considering: that to know the level of achievement of the implementation of plans, programs, activities, and budget at the National Narcotics Agency environment-based technology, the need to establish a National Narcotics Agency Head Rules on the implementation of the Monitoring and Evaluation technology based on the Environment of the National Narcotics Agency;
Remember: 1. Act No. 35 of 2009 about Illegals (Gazette of the Republic of Indonesia Number 143 in 2009, an additional Sheet of the Republic of Indonesia Number 5062);
2. Presidential regulation Number 23 in 2010 of the National Narcotics Agency;
3. Presidential Instruction No. 12 of 2011 on the implementation of policies and national strategies of prevention and eradication of Drug abuse and illicit traffic in 2011-2015;
4. The National Narcotics Agency Head Regulation number 3 of 2010 about the Organization and governance of the National Narcotics Agency Work;
5. Regulations of the National Narcotics Agency Head number 4 of 2010 about the Organization and the Work of the National Narcotics Agency provincial and district/city;
Decide: define: the NATIONAL NARCOTICS AGENCY HEAD RULES on the IMPLEMENTATION of the MONITORING and EVALUATION TECHNOLOGY BASED on the ENVIRONMENT of the NATIONAL NARCOTICS AGENCY.
CHAPTER I GENERAL PROVISIONS article 1 in this rule is: 1. Monitoring is the collection of data and information pertaining to the implementation of plans, programs, activities and budget in the neighborhood of the National Narcotics Agency in the framework of the purposes of the evaluation;
2. Evaluation is a process of follow-up monitoring activities in order to compare between the planning and realisation implementation of programs, activities, and budget in order to find the problems and provide an alternative problem-solving so that guarantee product performance-oriented results (outcomes);
3. The programme is the elaboration of the National Narcotics Agency policy in the form of an attempt that contains one or more activity by using available resources to achieve measurable results in accordance with the vision and mission of the National Narcotics Agency;
4. activity is part of the program which was carried out by one or several work units as part of the achievement of measurable goals on a program and consists of a set of actions the deployment resources either in the form of personnel (human resources), the capital goods including appliances and technology, funds, or a combination of some or all of the resource type as input (input) to produce output (output) in the form of goods/services;
5. Reporting is the process of presenting data and information as material input in determining the direction of policy.
Article 2 purpose and objectives the implementation of monitoring and evaluation are as follows: a. acknowledge and examine the alignment of planning, programs, activities, budgets, and the results reached by the task and function of units of work;
b. identify the things that affect the mismatch between the planning and implementation of programs, activities, and budget, as well as the results achieved;
c. compare the implementation of programs, activities, and budget in the current year with the same period in the previous year;
d. determine the steps that are required in order to repair and the development of the following year; e. provide reports and recommendations to management.

Article 3 scope of the implementation of the monitoring and evaluation include: a. the planning;

b. programs and activities;

c. achievement of the target (output) and the results (outcomes); and d. the use of the budget.

CHAPTER II is considered part of the PLANNING principles and Documents article 4 the principle of implementation monitoring and evaluation include: a. the clarity of direction and the results will be achieved;

b. execution carried out in a transparent, objective and measurable;

c. conducted by officers who have the competence and integrity;
d. using the method implementation that can be justified scientifically; and e. be carried out periodically and sustainable.

Article 5 documents required in monitoring and evaluation, as follows: a. strategic plan;

b. Annual Performance Plans units of work;

c. determination of the performance of the Work Unit;

d. programs, activities, and budget; and e. performance measurement units of work.

The second aspect of article 6 monitoring Aspect focuses on: a. the identification of the issue;

b. accountability the input program;

c. process and outputterhadap any activity;

d. the suitability between the activities and budget;

e. alignment of planning with the implementation;

f. reporting on progress in the implementation of each activity; and g. assessment of the sustainability of the program.

Article 7 (1) aspects of the evaluation focused on: a. the suitability between the planning and realisation implementation of programs, activities, and budget as well as the achievement of results;
b. alignment of infrastructure supporting activities and the expected performance of the product; and c. the learning about things that can be done in the future. (2) the aspect of the evaluation referred to in paragraph (1), include: a. relevance;

b. success;

c. cost effectiveness;

d. learning; and e. the follow-up plan.
The third part System Application of article 8 (1) application system is required to facilitate the implementation of monitoring and evaluation;
(2) the application of the system referred to in subsection (1) is carried out by using the application-based technologies;
(3) the application of the system referred to in subsection (1) consists of two components, namely: a. the National Narcotics Agency monitoring and evaluation is a component that is used by each work unit to conduct monitoring and evaluation;
b. the National Narcotics Agency Compile is a component for compiling the results of the monitoring and evaluation of each work unit at the National Narcotics Agency monitoring and evaluation.

Part five methods of article 12 (1) the monitoring and evaluation of activities beginning with the collection of data and information both directly and indirectly through: a. direct observation in the field;

b. interview; and c. document/report writing. (2) Benchmarking results with predetermined standards.

CHAPTER III of the PROGRAMME and ACTIVITIES of article 13 Monitoring is performed according to a predefined plan.

Article 14 implementation of Evaluation include: a. set priority objectives: 1. identify the programs, activities, and budget that will be evaluated;
2. focus on specific areas that exist in the program, the activities and the budget indicates a problem that can lead to failure of the achievement of results; b. evaluation and analysis plan: setting an object or a work unit will be evaluated;
1. set the standard evaluation;

2. set the instrument evaluation, testing and repairs instruments;

3. specify the steps in conducting an evaluation;

4. establish the methods of analysis; c. implementation of evaluation and analysis: 1. to Operationalize the evaluation instrument in accordance with the measures planned;
2. Compare the results with planning, programs, activities and budget should be implemented;
3. conduct an analysis of the causes of the problems that have been found;
4. prepare recommendations for improvement.

Article 17 Teams as referred to in article 15 letter b consists of: a. a team monitoring and evaluation of the National Narcotics Agency of the province, consisting of: 1. The head of the National Narcotics Agency of the Province as the person in charge of the activity;
2. The Section Head as Chairman; and 3. The head of sub-division as Executor;
b. monitoring and evaluation Team of the Agency's National Narcotics district/city, consists of:


1. The head of the National Narcotics Agency Kabupaten/Kota as person in charge of the activity;
2. The head of sub-division as Chairman; and 3. Staff Administrative Sub-division as Executor.
Article 18 (1) in Units of work at the level of the National Narcotics Agency formed a team monitoring and evaluation of the National Narcotics Agency unit of work assigned by the head of their respective work units;

2. the implementation of coordination with agencies or institutions related to obtains technical guidance in accordance with the field of existing problems;

h. have deep insight about the duties and functions of the National Narcotics Agency and matters relating to policy and strategy in the field of the prevention and eradication of abuse and illicit traffic in Narcotics and precursors of narcotic drugs; and i take responsibility for the performance of the implemented and the results that have been achieved.
CHAPTER VI SANCTIONS Article 24 every officer and Team officials are monitoring and evaluation of the violation will be given a sanction in accordance with the provisions of the legislation.

CHAPTER VII PROVISIONS COVER Article 25 Monitoring the implementation of the operational Instructions and evaluation based technology defined by the head of the National Narcotics Agency.

Article 26 of the regulation of the National Narcotics Agency Head it comes into force on the date of promulgation.
