Back NEWS REPUBLIC of INDONESIA No. 323, 2011 REGULATIONS the MINISTER of the INTERIOR of the REPUBLIC of INDONESIA number 26 in 2012 ABOUT the EMPOWERMENT of the COMMUNITY who WILL BE the NOMINEE and FULL-TIME WORKFORCE of INDONESIA with the GRACE of GOD ALMIGHTY INTERIOR MINISTER of the REPUBLIC of INDONESIA, Considering: a. that in order to increase the capacity of the community who will be Indonesia's labor nominee and full-time Workforce capability development for Indonesia to do community empowerment;
   b. that based on considerations as referred to in letter a and letter b, need to establish Regulations Minister of Internal Affairs of The community empowerment will be the Nominee and Full-time workforce of Indonesia;

Decide: define: REGULATION of the MINISTER of the INTERIOR of the COMMUNITY EMPOWERMENT WILL BE a CANDIDATE and AFTER LABOR in INDONESIA.
CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. 7. Labor Indonesia hereinafter abbreviated TKI is every citizen of Indonesia who qualified to work overseas in the working relationship for a period of time by receiving a decent wage.
8. Full-time TKI is every citizen of Indonesia who are working from abroad and has already completed the employment contract in accordance with the agreement.
9. the community empowerment will be a candidate for the TKI is an activity is the preparation of the community to become a candidate for the dissemination of information through the TKI is generally done by the Government to the people of villages which will be the candidate of TKI.
10. Community empowerment Purna TKI is a full-time community empowerment activities activities of TKI through dissemination of information to the entrepreneurial activities by the Government of villages.
11. Public Outreach and technical counseling Prospective Candidate TKI TKI is a process of dissemination of the information is done by means of developing human resources that exist, in order to have an understanding of the capabilities and skills of good management as well as technical staffing.

CHAPTER III the community empowerment WILL be a candidate and AFTER TKI article 3 (1) Regent/Mayor responsible for implementing community empowerment: a. who will be the candidate TKI;

b. prospective TKI;

c. TKI; and d. purna TKI.
(2) the implementation of a community empowerment will be a candidate for the TKI and Purna TKI as referred to in paragraph (1) letter a and d done by SEGWAY wing community empowerment.
(3) implementation of community empowerment and TKI TKI candidate referred to in subsection (1) letter b and c is performed by SEGWAY wing employment.
Community empowerment is considered part of that will be a candidate for the TKI article 4 the community empowerment will be a candidate for the TKI as stipulated in article 3 paragraph (2) is performed through: a. coordination either vertically or horizontally;

b. dissemination to Governments of the villages;

c. increase in government capacity villages;

d. technical guidance to Government villages;

e. the provision of facilities and infrastructure;

f. preparation of work plan;

g. strengthening institutional community; and h. technical public outreach and outreach to the community.

Article 5 (1) the Government of the villages in the implementation of the community empowerment will be a candidate for the TKI, identifying and logging community and outreach that would be prospective TKI.
(2) Logging community as referred to in paragraph (1), include, among others: a. name;

b. place/date of birth;

c. address;

d. gender;

e. religion;

f. status;

g. education;

h. health history;

i. the value of income/wealth/standard of living;

j. employment history; and k. expertise/skills.
(3) identification and logging community as referred to in paragraph (1) assisted by the Agency's community-article 6 (1) outreach that would be prospective TKI as stipulated in article 5 clause (1) includes public outreach and technical guidance. (2) Public Education referred to in subsection (1) include the following: a. General requirements;

b. information rights and obligations;

c. information experience;
d. information values honesty, solidarity and the smile that became the hallmark of the nation's culture of Indonesia;
e. information, motivation, and knowledge to support social welfare; and f. public complaints Unit information. (3) Technical Guidance as mentioned in subsection (1) include the following: a. the situation and working conditions of the country of destination;

b. customs, religion, and socio-cultural destination country;

c. the language of the country of destination;

d. regulations and legislation applicable in the country of destination;

e. documents; and f. the technical knowledge and skills the kind of work.
Article 7 (1) the Guidance referred to in article 6 paragraph (1) is carried out through: a. the guidance;

b. face-to-face;

c. electronic media;


d. print media.
(2) Extension can be done at the village Hall, Balai POSYANDU, PMD, and or any other place adequate facilitation by SEGWAY handles community empowerment and governance village, in accordance with the conditions of each area.
Part two Full-time community empowerment TKI article 8 full-time TKI community empowerment as stipulated in article 3 paragraph (2) is performed through: a. coordination either vertically or horizontally;

b. dissemination to Governments of the villages;

c. increase in government capacity villages;

d. technical guidance to Government villages;

e. the provision of facilities and infrastructure;

f. preparation of work plan;

g. strengthening institutional community; and h. technical public outreach and outreach to the community.

Article 9 (1) the Government of the villages in the implementation of community empowerment purna TKI do: a. identification and logging community;

b. outreach purna TKI; and c. the giving of the direction, supervision and coaching the formation of independent business or group of businesses together.
(2) Logging community full-time TKI referred to in subsection (1) letter a, comprising: a. name;

b. place/date of birth;

c. address;

d. gender;

e. religion;

f. status;

g. education;

h. health history;

i. the value of income/wealth/standard of living;

j. employment history; and k. expertise/skills.
(3) Full-time outreach to TKI as referred to in paragraph (1) letter b, inter alia by providing: a. material regarding financial management efforts;

b. material about entrepreneurship;
c. Prevention of information collection in the village, the exploitation of the local government, the letter of agreement contract work, mental, physical, psychological, personal documents, the right to leave that employment in Exchange for money.
Article 10 (1) the Guidance as mentioned in article 9 paragraph (3) is carried out through: a. the guidance;

b. face-to-face;

c. electronic media; and d. the print media.
(2) the extension referred to in paragraph (1) may be made in the village Hall, Balai POSYANDU, PMD, and or any other place adequate facilitation by SEGWAY handles community empowerment and governance village, in accordance with the conditions of each area.
CHAPTER IV CONSTRUCTION of article 11 (1) the Minister is doing coaching over the implementation of a community empowerment will be a candidate and after TKI nationally.
(2) the Governor doing coaching over the implementation of a community empowerment will be a candidate and after TKI in the province.
(3) the Bupati/Walikota doing coaching over the implementation of a community empowerment will be a candidate and after TKI in the district.
Article 12 the construction Minister as stipulated in article 11 paragraph (1), among others: a. coordination with related sectors;
b. granting guidelines and standardization of the implementation of the community empowerment will be a candidate for the TKI and purna TKI;
c. facilitation of implementation and consulting the community empowerment will be a candidate for the TKI and purna TKI;
d. monitoring, evaluation and reporting of the implementation of the community empowerment will be a candidate for the TKI and purna TKI.
Article 13 construction of the Governor as stipulated in article 11 paragraph (2), among others: a. coordination with the Bupati/Walikota on its territory;
b. monitoring, evaluation and reporting of the community empowerment will be a candidate for the TKI and purna TKI.
Article 14 (1) the construction of the Bupati/Walikota as mentioned in section 11 subsection (3), among other things: a. the consolidation of the implementation of the community empowerment will be a candidate for the TKI and purna TKI with SEGWAY-related;
b. dissemination of guidelines implementation and standardization of the technical community empowerment will be a candidate for the TKI and purna TKI;
c. Facilitation and technical community empowerment consultation which will be the candidate of TKI and purna TKI;
d. monitoring, evaluation and reporting of the community empowerment will be a candidate for the TKI and purna TKI.
(2) the Bupati/Walikota can assign/delegate construction of a community empowerment will be a candidate for the TKI and purna TKI to Head its appropriate.
Chapter V REPORTING Article 15 (1) the village head/Head reported the implementation of a community empowerment will be a candidate for the TKI and purna TKI to Bupati/Walikota through head of 2 (two) times within 1 (one) year.
(2) the Bupati/Walikota reported the implementation of a community empowerment will be a candidate and after TKI in counties to the Governor two times in 1 (one) year (3) Governor reported the implementation of a community empowerment will be a candidate and after TKI in the province to the Minister of the Interior through the Director General of community empowerment and the village of 1 (one) time within 1 (one) year.
CHAPTER VI FINANCE article 16 the community empowerment Financing will be a candidate and after TKI charged to the budget of the State Expenditures and Revenues, budget revenues and Shopping areas, and other funding sources are legitimate and are not binding.

CHAPTER VII PROVISIONS COVER article 17 Regulations the Minister is valid on the date of promulgation.
