RULE OF THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA
No. 26 YEAR 2012
ABOUT
PUBLIC EMPOWERMENT THAT WILL BE THE NOMINEE
AND PLENARY OF THE INDONESIAN WORKFORCE

WITH THE GRACE OF THE ALMIGHTY GOD

THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a. that in order to increase the capacity of the people who will be the Indonesian workforce and the development of the plenary capability of Indonesia needs to be made public empowerment;
   B. that under consideration as intended in letters a and letter b, it is necessary to establish the Minister of the Interior Regulation on the Empowerment of the Community Which Will Be the Candidate and the Purna of the Indonesian Workforce;

DECIDED:

Establish: RULES OF THE INTERIOR MINISTER ABOUT THE EMPOWERMENT OF THE PEOPLE WHO WILL BE THE CANDIDATE AND PLENARY OF THE INDONESIAN WORKFORCE.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of the Minister this is referred to:
1. 10. Empowerment of Full Society of TKI is an activity of the empowerment of the community of TKI through the dissemination of information for entrepreneurial activities by the Village/Kelurahan Government.

SCOPE

Section 2
The scope of this Ministerial Regulation includes:
a. Community empowerment that will be a prospective TKI;
B. Full community empowerment of TKI; and
C. Coaching and Reporting.

BAB III
Community empowerment that will be the Candidate
AND PURNA TKI

Section 3
(1) The Regent/mayor is responsible for the implementation of community empowerment:
a. which will be the prospective TKI;
B. TKI candidates;
C. TKI; and
D. Full of TKI.
(2) The implementation of the empowerment of the people who will be the candidates of TKI and Purna TKI as referred to in verse (1) letters a and d performed by SKPD who are drugging the people's empowerment.
(3) The implementation of the people's empowerment of TKI and TKI as referred to in verse (1) letter b and c is performed by SKPD who are drugging the employment.

Section 4
Community empowerment that will be a prospective TKI as referred to in Article 3 of the paragraph (2) is done through:
a. coordination both vertically and horizontally;
B. socialization to the desa/agility government;
c. increased capacity of the desa/kelp government;
D. technical guidance to the desa/kelurahan;
e. provisioning of the means and the infrastructure;
f. Drafting a work plan;
G. the institutional strengthening of the community; and
h. General counseling and technical counseling to the public.

Section 5
(1) The Government of the Village/Kelurahan in the implementation of the empowerment of the people who will be the candidates for TKI, conduct their identification and community counseling as well as counseling the people who will be the candidates for TKI.

Section 6
(1) The submission of a society which will be the candidate of TKI as referred to in Article 5 of the paragraph (1) includes general counseling and technical counseling.

(3) The technical ululees as referred to in paragraph (1) include:
a. situation and state working conditions of the destination;
B. the customs, religion, and social culture of the destination country;
c. destination country language;
D. the regulations and applicable laws in the country of destination;
e. document; and

Section 7
(1) The submission as referred to in Article 6 of the paragraph (1) is done through:
a. guidance;
B. Face to face;
c. electronic media;
D. Print media.
(2) The submission can be performed at the Village Hall, PMD Hall, POSYANDU, and or other places adequate in the facilitation by SKPD that handles the empowerment of the community and the governance of the village, in accordance with the conditions of their respective regions.

The Second Part
Full Society Empowerment TKI

Section 8
The full community empowerment of TKI as referred to in Article 3 of the paragraph (2) is done through:
a. coordination both vertically and horizontally;
B. socialization to the desa/agility government;
c. increased capacity of the desa/kelp government;
D. technical guidance to the desa/kelurahan;
e. provisioning of the means and the infrastructure;
f. Drafting a work plan;
G. the institutional strengthening of the community; and
h. General counseling and technical counseling to the public.

Section 9
(1) The Government of the Village/Kelurahan in the implementation of the empowerment of the community of TKI performs:
a. identification and community datenings;
B. TKI full counseling; and

Section 10

(2) The submission as referred to in paragraph (1) can be performed at the Village Hall, PMD Hall, POSYANDU, and or other places adequate in the facilitation by SKPD that handles the empowerment of the community and the governance of the village, according to the state conditions Each one

BAB IV
COACHING

Section 11
(1) The Minister conducts coaching on the conduct of the empowerment of the public who will be a candidate and full TKI nationally.
(2) The governor conducts coaching on the conduct of the empowerment of the community that will be a candidate and full TKI in the province.
(3) The Regent/Mayor conducts coaching on the conduct of the community empowerment that will be a candidate and full of TKI in the district.

Section 12
The Development of Ministers as referred to in Article 11 of the paragraph (1), among others:
a. coordination with the related sectors;
B. granting guidelines and standardization of the conduct of people's empowerment that will be a prospective TKI and a full TKI;
c. facilitation and consultation of the conduct of the community empowerment that will be a prospective TKI and a plenary TKI;
D. monitoring, evaluation and reporting of the conduct of community empowerment that will be a prospective TKI and a full TKI.

Section 13
Coaching the Governor as referred to in Article 11 of the paragraph (2), among others:
a. coordination with the Bupati/Mayor on its territory;
B. monitoring, evaluation and reporting of community empowerment that will be a prospective TKI and full TKI.

Section 14
(1) The Mayor/Mayor ' s regent as referred to in Article 11 of the paragraph (3), among others:
a. consolidated implementation of community empowerment that will be a prospective TKI and a full TKI with SKPD related;
B. The socialization of the implementation guidelines and the technical standards of empowerment of people who will be the candidates of TKI and full TKI;
c. facilitation and technical consulting of the public empowerment that will be a prospective TKI and a plenary TKI;
D. monitoring, evaluation and reporting of community empowerment that will be a prospective TKI and full TKI.
(2) The Regent/Mayor may delegate/delegate the coaching of public empowerment which will be a prospective TKI and a full TKI to the Camat in accordance with his authority.

BAB V
REPORTING

Section 15
(1) The Head of the Village/Lurah reports the implementation of community empowerment which will be a prospective TKI and full TKI to the Regent/Mayor via Camat 2 (two) times in 1 (one) year.
(2) The Regent/Mayor reports the implementation of the community empowerment that will be a candidate and a full TKI in the district to the Governor 2 (two) times in 1 (one) year
(3) The governor reports the implementation of the empowerment of the public who will be the candidate and plenary of TKI in the Province to the Minister of the Interior through the Director General Empowerment Society and Village 1 (one) times in 1 (one) year.

BAB VI
THE FINANCING

Section 16
Public empowerment financing that will be a prospective and full TKI is charged on the State Budget and Shopping Budget, Regional Revenue and Shopping Budget, and other legal and non-binding sources of funding.

BAB VII
CLOSING PROVISIONS

Section 17
The Minister ' s regulation is valid on the date of the promulctest.
