RULES OF THE HEAD OF THE INDONESIAN REPUBLIC OF INDONESIA
No. 1 YEAR 2012
ABOUT
RECRUITMENT AND SELECTION OF THE REPUBLIC OF INDONESIA STATE POLICE INVESTIGATORS

WITH THE GRACE OF THE ALMIGHTY GOD

HEADS OF STATE POLICE OF THE REPUBLIC OF INDONESIA,

Weigh: a. that the Indonesian National Police as an instrument of the state of law enforcement is serving in the field of inquiry, requiring standardization and stratification of the Indonesian National Police investigators as per the provisions of the laws of the law;
B. that to meet the standardization and stratification of investigators, required recruitment and selection of members of the clean, transparent, accountable and humanist State Police and implemented the education of the development of specialization, for Getting a professional and a proportionate investigator;
c. that under consideration as referred to in the letter a and the letter b, need to establish the Regulation of the State Police Chief of the Republic of Indonesia on the Recruitment and Selection of Investigators of the Republic of Indonesia State Police;

Remembering: 1. Act No. 2 of 2002 on the State Police of the Republic of Indonesia (State of the Republic of Indonesia 2002 No. 2, Additional Gazette of the Republic of Indonesia Number 4168);
2. Government Regulation Number 27 of 1983 on the Implementation Of The Law Of The Law Of The Penal Event (Sheet State Of The Republic Of Indonesia In 1983 Number 36, Additional Leaf Of State Republic Of Indonesia Number 3258);
3. Government Regulation No. 58 of 2010 on Changes to Government Regulation Number 27 of 1983 on the Implementation of the Code of Criminal Events Act;
4. Presidential Regulation No. 52 Year 2010 on Susunan Organization and the Working System of the State Police Unit of Indonesia;

DECIDED:

Establishing: REGULATION OF THE NATIONAL POLICE CHIEF OF THE REPUBLIC OF INDONESIA ON RECRUITMENT AND SELECTION OF INVESTIGATORS OF THE REPUBLIC OF INDONESIA STATE POLICE.

BAB I
UMUM PROVISIONS

Section 1
In this Regulation referred to:
1. The next Indonesian National Police is a tool of the state responsible for maintaining security and public order, enforcing the law, as well as providing protection, fainting, and service to the community. In order to keep it safe in the country.
2. The Assessment team is a team that has the task of carrying out the planning and staging of the Polri Competency assessment.
3. Competencies are the capabilities and characteristics of a Polri personnel with the knowledge, skills and behavioral attitudes required in the implementation of duties and responsibilities of office.
4. Polri Competency Assessment is a process of assessment by using a specific measurement tool to know the capabilities and characteristics of the Polri personnel including the knowledge, skills and behavior of the behaviour required in the The task force and the responsibility of the office.
5. Assessment is a standardized method of assessment to assess or measure potential that can predict a person's success in a position through multiple simulations or measuring devices.
6. Recruiter is the provision of Polri ' s investigators who meet the requirements set through selection.
7. Polri's selection of Investigations is the process of selecting Polri Investigations through registration, requirement research, summoning, inspection/testing, until it is designated as Polri's Investigator.
8. The next Central Committee (Panpus) is the Recruitment Committee and the Polri Selection Committee at the central level whose membership is set to the Kapolri Decision.
9. Subpanpus is the Committee for Recruitment and Selection of Polri Investigators in the environment of the Polri Police Headquarters whose membership is determined by the decree of SDM Kapolri.
10. The next Panitia abbreviated as the Panda is the committee of the Recruitment and Selection of Polli Investigators at the regional level/Polda whose membership is determined by the Decree of Kapolda.
11. Superintendent Intern is a member of the Polri who is functionally responsible for carrying out the supervision of the Recruitment and the Selection of Polri investigators.

Section 2
The purpose of this rule:
a. as a guideline for the Recruitment Process and the Polri Selection of Investigators;
B. The host process of recruitment and selection of clean, transparent, accountable and humanist investigators; and
c. the selection of qualified Polri investigators and has integrity in the field of inquiry.

Section 3
Principles in this rule:
a. The professional, the Recruitment and the Polynesian Selection of Investigators are conducted by the selection team that has a competency in their field;
B. proportional, i.e. the process of hosting the Recruitment and the Polynesian Selection of Investigators is executed by considering the balance between the needs and the workload;
C. net, i.e. no loophole for the committee, officials, candidates for participants to conduct collusion, corruption, nepotism, and gratification in the holding of the Recruiter and the Selection of Polri Investigators;
D. The transparent, staging, recruitment and selection of Polri investigators is openly implemented by opening up access to surveillance;
e. account, the results of the Recruitment and the Polynesian Selection of Investigators may be accounted for by the Polri leadership and the members of the Polri; and
f. Humanist, which is to treat the selection of selection participants as members of the Polri who need to be well-served and humane during the course of selection.

BAB II
THE COMMITTEE ' S POSITION AND DUTIES

The Kesatu section
The position

Section 4
Recruitment of the Recruitment Committee and the Polynesian Selection of Investigators:
a. Panpus in the Polri Mabes;
B. Subpanpus at the Personnel Control Bureau (Rodalpers) SSDM Polri; and
C. Pandas in Polda.

Section 5
(1) The Recruiter of Recruitment and the Polynesian Investigator Selection as referred to in Article 4 consists of:
a. Speaker;
B. Vice Chairman;
C. Secretary;
D. Treasurer;
e. Chairman of the Administration Team;
f. Chairperson of the Health Team;
G. Chairman of Team Assessment; and
h. Chairman Of The Personnel Research Team.
(2) Chairman of the Recruitment Committee and Selection of Polri Investigators:
a. As SDM Kapolri, for the level of Panpus;
B. Carodalpers SSDM Polri, for Subpanpus level; and
C. Karo SDM Polda, for Panda level.
(3) The formation of the Recruitment Committee and Selection of Polri Investigators is set with:
a. Kapolri Warrant, for Panpus level;
B. As SDM Kapolri, for Subpanpus levels; and
C. Kapolda warrant, for Panda level.

The Second Part
The task

Section 6
(1) Panpus duty:
a. planning the hosting of the Recruitment and the Polynesian Selection of Investigators;
B. forming Subpanpus for selecting participants from the organization units in the Polri Mabes neighborhood;
c. coordinate and direct the Recruitment System and selection of Polri Investigators on Subpanpus and Panda;
D. perform surveillance and control of the Recruitment and Selection of Polri Investigators;
e. analyze and evaluate the execution of the Recruitment and Selection of Polri Investigators through supervision activities;
f. brand the graduation decision of the selection of Subpanpus and Panda selection;
G. published the Capolri Decision on the assignment of prospective students in the development of an inquiry specialization;
h. Sent a prospective student in development of the development of the investigation specialization to the head of the Polri Education Institute (Kalemdikpol), for those who have never been to the Educational Development Specialization (Dikbangspes) of the basic or advanced level of inquiry; and
i. Sent a participant who was declared a subpanpus selection pass to Kabarescream for his published decision as a Polri investigator for the ever-following Dikbangspes Investigators or who served as a Polri investigator.
(2) In carrying out the task as referred to in paragraph (1) Panpus is responsible to the Kapolri.

Section 7
(1) Subpanpus duty:
a. hosting a Recruitment and Selection of Polri Investigators on the Working Unit at the Polri Mabes level;
B. assemble the supporting administration and the execution of activities based on the order of activities and the selection time schedule that Panpus is set up;
c. corrects and assess selection results;
D. determining the graduation of selection participants at the Level of Work Unit (Satker) Mabes Polri and report to As SDM Kapolri; and
e. published a graduation decision and sent it to Panpus to be published a graduation decision by Kapolri.
(2) In carrying out the task as referred to in paragraph (1) Subpanpus is responsible to the Us SDM Kapolri and Panpus.

Section 8
(1) Panda duty:
a. hosting the Recruitment and Selection of Polri Investigators at the Polda level;
B. assemble the supporting administration and the execution of activities based on the order of activities and the selection time schedule that Panpus is set up;
c. corrects and assess selection results;
D. determining the graduation of selection participants at the Polda level, and reporting to Kapolda and Panpus;
e. publishes the graduation decision set by Kapolda and sends it to Panpus;
f. published the Decree of Kapolda as a Polri investigator for the participant who was declared a selection pass and was once a member of the inquiry or service of the inquiry; and
G. submitted a list of the names of the participants who were declared a selection pass and have never followed the preparation of the inquiry into the education.
(2) In carrying out the task as referred to in paragraph (1) Panda is responsible to the Kapolda and Panpus.

BAB III
HOSTING OF THE RECRUITMENT AND SELECTION

The Kesatu section
Potential Attendees

Section 9
Prospective Recruiter and Selection Polri Selection participant is sourced from:
a. Interested Polri officers; and
B. The Polri officer who was given the recommendation or proposed by Kasatker/Kasatfung.

The Second Part
The requirements

Section 10
The requirements of the candidate for Recruitment and Polynesian Investigators Selection include:
a. the lowest ranking of Police Inspector Two (Ipda);
B. An accredited bachelor's degree, lowest of Strata 1 (S1) and in the form of a Bachelor of Laws (Bachelor of Laws);
c. have an interest in the inquiry field accompanied by a statement letter;
D. be able to operationalize the computer as evidenced by a caption letter from Kasatker/Kasatfung or from the course institution;
e. have received a recommendation from the relevant Satker to follow the selection accompanied by a list of performance assessments;
f. Physical and spiritual health as evidenced by the letter of testimony from the doctors of Polri; and
G. No problem is either a criminal/a violation of the Verified Research Results (SKHP).

The Third Part
Registration and Recommendation

Section 11
(1) The Registry of Recruitment and Selection of Polri Investigators was opened to the first officer and the Polri middle officer who met the requirement to become a Polri investigator.
(2) The Registry of Recruitment and Selection of Polri Investigators for the interested Polri Officer, implemented in a manner:
a. Police officers who are in charge of Polsek, registration is carried through Kapolsek and if approved make a recommendation/proposal to the Capolres;
B. The police officer who served in the Polres, registration is exercised through the Capolres and if approved make a recommendation/proposal to the Kapolda;
c. Polri officer who served in Polda, registration is exercised through Kasatker and if approved making recommendations/proposal to Kapolda; and
D. The police officer who served at the Police Headquarters, registration was conducted through Kasatker and if approved by making recommendations to the Karodalpers SSDM Polri.

Section 12
Recruitment registration and the Polri Selection Investigators Selection on the basis of appointment or proposal, executed in a way:
a. The Capolres provide a recommendation or propose the first officers or a middle officer in his unit to follow the Polynesian Investigations Selection at the Panda level;
B. The Head of the Workforce (Kasatker) in the Polda environment provides a recommendation or proposes the first officers or middle officers at the Sats. to follow the Polynesian Investigations Selection at the Panda level; and
C. The Kasatker in the neighborhood of Mabes Polri gives recommendations or proposes the first officers or officers of the intermediate in the Saties to follow the Police Polri Selection at Subpanpus level.

The Fourth Part
Recruitment

Section 13
(1) Panpus informs to Subpanpus and Panda about the opening of the Recruitment registration and the Polri Selection of Investigations with a set time schedule.
(2) The registration information as referred to in paragraph (1) is announced by:
a. Subpanpus to the entire Satker in the environment of the Polri Mabes; and
B. Panda to the entire Satker in both the Polda neighborhood and the regional unit (Satwil).
(3) Subpanpus and Panda receive registration and call out participants who meet the requirements to follow the selection stage according to the set schedule.
(4) Police officers who have met the mandatory requirements following the selection activities according to the established stages.

The Fifth Part
Selection Stage

Section 14
Investigator Polri Selection is executed by stage:
a. administration check;
B. health check; and
C. Assessment.

Section 15
(1) The administrative examination as referred to in Article 14 of the letter a is executed by:
a. Chairman of the administrative team at the level of Subpanpus, which is served by the Chief of Education Selection Bureau of Personnel Control Bureau (Kabaglekdik Rodalpers) SSDM Polri; and
B. Chairman of the administrative team at the Panda level, which is served by the Chief of Personnel Control (Kabagdalpers) of the Polda SDM Bureau.
(2) The administrative examination materials include:
a. life history list;
B. Final decision/decision letter;
c. interpret the decision letter/first appointment decision to be an officer;
D. a statement of statement interested in being a Polri investigator;
e. recommendation letter from Kasatker/Kasatfung/Kasatwil;
f. SKHP;
G. performance assessment using the Performance Management System (SMK);
h. Polri health caption letter issued by Polri doctor;
i. The bachelor's degree of Strata one/dua/three (S1/S2/S3); and
J. The caption letter was able to operationalize the computer from Kasatker/Kasatfung or the course institution.
(3) The assessment of administrative files is expressed by the qualitative value of which is Qualifying (MS) and Unqualified (TMS).
(4) An administrative check using the knockout system is a participant that TMS cannot follow the next stage of selection.

Section 16
(1) The health check as referred to in Section 14 of the letter b is executed by:
a. chairman of the Subpanpus-level health team held by the Head of Health Fields Kesamaptaan (Kabidkesmapta) Pusdokkes Polri; and
B. The chairman of the Panda-level health team held by the Head of Medical and Health Fields (Kabiddokkes) Polda.
(2) Health examination materials include:
a. physical health check;
B. Mental health check; and
c. support check.
(3) The assessment of health checks is expressed with the assessment:
a. qualitative is MS or TMS: and
B. Quantitative easing (B) with a value of 70, 73, 75, 77, 80, Enough (C) with a value of 60, 63, 65, 67, Less (K1) with a value of 53, 55, 57, less (K2) with a value of 50.
(4) The health check using the knockout system is a participant that TMS cannot follow the next stage of selection.

Section 17
(1) The examination of the Assessment as referred to in Article 14 of the letter c is executed by:
a. Chairman of Team Assessment Level Subpanpus held by Head of Competency Assessment (Kabagpencompetent) Robinkar SSDM Polri; and
B. Chairman of Team Assessment Level Panda held by the Chief of the Bureau (Karo) SDM Polda.
(2) The Assessment review materials are compiled by the Assessment team based on the rank of rank group.

BAB IV
HOSTING OF HEALTH CARE AND ASSESSMENT

The Kesatu section
Health check

Paragraph 1
Health Check Proceed

Section 18
(1) Physical health check as referred to in Section 16 of the paragraph (2) of the letter a, including:
a. Request consent form (informed consent) and health history;
B. physic/body check; and
c. referral (second opinion).
(2) The health check of the soul as referred to in Section 16 of the paragraph (2) of the letter b, including:
a. charging form Minnesota Multiphasic Personality Inventory (MMPI); and
B. Mental health interview (if required).
(3) The examination of the visitor as referred to in Article 16 of the paragraph (2) of the letter c, among other examinations:
a. laboratory, covering blood, urine, and drug tests;
B. radiological; and
c. heart record.

Paragraph 2
Health Examination Assessment

Section 19
(1) Assessment of the health examination results of the Polri Polri Investigator Selection categorized:
a. MS; and
B. -TMS.
(2) The category of MS as referred to in paragraph (1) the letter includes the value:
a. B;
B. C; and
C. K1.
(3) Category TMS as referred to in paragraph (1) the letter b with the value of K2.

The Second Part
Assessment

Paragraph 1
The Competency Of Polri Investigators

Section 20
Assessment of Polri investigators consists of:
a. Key competencies;
B. Supporting competencies; and
C. Technical competence.

Section 21
(1) The primary competence as referred to in Article 20 of the letter a consists of:
a. integrity;
B. think analytics; and
c. Self-control.
(2) The supporting competency as referred to in Article 20 of the letter b consists of:
a. planning and organizing;
B. taking decisions;
c. team cooperation;
D. spirit of achievement;
e. building relationships;
f. objective;
G. customer oriented; and
h. Confidence.
(3) The technical competence as referred to in Article 20 of the letter c includes:
a. technical and tactical inquiry;
B. technical and tactical inquiry;
c. administrative administration;
D. Investigation management; and
e. Legal knowledge and laws.
(4) The primary, supporting, and technical assessment parameters are set forth in an attachment that is an inseparable part of this regulation.

Paragraph 2
The Assessment method

Section 22
The method of assessment of Polri Investigators Selection includes:
a. psychometric, a method of measurement of the potential thinking ability and image of a person ' s personality;
B. in-Tray, the method of judgment to know a person ' s general or managerial ability to a variety of real situations faced in the running of tasks in a day-to-day;
C. leaderless group discussion(LGD), a method of assessment of a person's activity in problem solving through an unleaded group discussion;
D. interviews, assessment methods performed with structured interview guidelines consisting of a variety of behavioral-based questions;
e. Case analysis, the method of assessment of one's ability to analyze a problem;
f. presentation, a method of assessment of a person ' s ability in presenting and presenting something to another person; and
G. As a matter of writing, a method of assessment of one's ability to answer questions is expressed in writing

Paragraph 3
Assessment procedure

Section 23
(1) The Assessment procedure is carried out through the stage:
a. preparation;
B. execution;
C. assessment; and
D. Report.
(2) The preparation of preparation, covering:
a. determination of the Assessment method used as referred to in Article 22, using:
1. At least 2 (two) methods for the primary competency; and
2. At least 2 (two) methods for supporting competency and technical competence.
B. Schedule set;
c. The preparation of the means and the infrastructure; and
D. determination and direction to asession (participants).
(3) The stage of execution, including:
a. psychometric;
B. Measure the participant's competency by using 2 (two) methods or more than:
1. method 1 (main competency);
2. method 2 (Supporting Competency);
3. method 3 (Technical competence); and
c. interview or LGD (when required).
(4) The assessment stage, including:
a. provide an objective assessment of the methods used in the staging stage;

Section 24

BAB V
ASSIGNMENT AS POLRI INVESTIGATOR

Section 26
(1) Participants who have been declared a selection pass and have previously followed the basic or advanced Dikbangspes, designated as Polri investigators with:
a. The decision of Polri ' s Kabarescream for Subpanpus levels; and
B. Capolda's decision to level the Panda.
(2) Participants who have been declared a selection pass and have not yet followed the basic or advanced Dikbangspes are set as Polri investigators with the decision of Kabarescream Polri after following an education in Pusdik which is in the ranks of Lemdikpol and Passed out.
(3) The basic or advanced Dikbangspes are carried out in the Pusdik which is in the ranks of Lemdikpol.
(4) In terms of the Pusdikpol ' s ranks in the ranks of Lemdikpol unable to accommodate the number of students the development of basic specialties, education can be held at the designated State Police School (SPN) Polda.

Section 27
The determination of the decision as a Polri investigator is declared to end if:
a. has been proven to violate the Code of Ethics of the Polri based on the Decree of the Commission on the Conduct of the Code of Conduct which has a

BAB VI
SUPERVISION

Section 28
(1) Recruitment Supervision and Selection of Polri Investigators is carried out by:
a. Inspectorate of General Supervision (Itwasum) Polri and the Division of Professions and Security (Divpropam) Polri for the extent of Panpus, Subpanpus and Panda, and in the conduct of its duties is responsible to the Kapolri;
B. Panpus for the level of Subpanpus and Panda, and in the execution of his duties is responsible to Kapolri; and
C. Inspectorate of Regional Supervision (Itwasda) and the Fields of Professions (Bidpropam) Polda to the Panda level, and in the conduct of its duties is responsible to the Kapolda.
(2) Surveillance is conducted with the purpose of ensuring the convening of the Recruitment process and the Poll Investigator of Polri objectively, clean, transparent, accountable, and humanist.

BAB VII
CLOSING PROVISIONS

Section 29
This Kapolri Regulation is valid from the date of the invitation.
