REGULATION of the MINISTER of COMMUNICATIONS and INFORMATICS of the REPUBLIC of INDONESIA NUMBER 31 in 2012 ABOUT the SECOND AMENDMENT OVER the REGULATION of the MINISTER of COMMUNICATION and INFORMATICS number 01/PER/m. KOMINFO/1/2006 on RADIO FREQUENCY BANDS SETUP 2.1 GHz CELLULAR MOBILE NETWORKS for the IMT-2000 with the GRACE of GOD ALMIGHTY the MINISTER of COMMUNICATIONS and INFORMATICS of the REPUBLIC of INDONESIA, Considering: a. that the corresponding provision in article 4 letter b , letter c, letter d and Government Regulation Number 53 in 2000 on the use of Radio Frequency Spectrum and Satellite Orbits, the planning of the use of radio frequency spectrum should pay attention to efficiency and economical aspects, the development of technology, as well as the needs of the radio frequency spectrum in the future;
b. that the radio frequency bands 2.1 GHz for UMTS system assigned to each network provider Mobile moving IMT-2000 before the establishment of this ministerial regulation has reached a width of 2 x 10 MHz so that the overall radio frequency bands is at 1920 – MHz paired with 1970s 2110 – 2160 MHz;
c. that in the allocation of the radio frequency bands 2.1 GHz for UMTS system there are 2 (two) radio frequency channel that has not been used in range 1970 – 1980 MHz paired with – 2160 2170 MHz are based on technical studies can be used for organizing cellular mobile networks IMT-2000;
d. that in order for 2 (two) radio frequency channel in the range 1970 – 1980 MHz paired with 2160 2170 MHz can be set – its use, the provisions of the limitation of the maximum use of radio frequency bands 2.1 GHz for one network provider Mobile moving IMT-2000 as wide as 2 x 10 MHz should be abolished;

Decide: define: REGULATION of the MINISTER of COMMUNICATION and INFORMATION ABOUT the SECOND AMENDMENT OVER the REGULATION of the MINISTER of COMMUNICATION and INFORMATICS number 01/PER/m. KOMINFO/1/2006 on RADIO FREQUENCY BANDS SETUP 2.1 GHz CELLULAR MOBILE NETWORKS for the IMT-2000.
Article I a few provisions in the regulation of the Minister of communication and Informatics number 01/PER/m. KOMINFO/1/2006 on Radio frequency bands Setup 2.1 GHz Cellular mobile networks for the IMT-2000, as amended by regulation of the Minister of communication and Informatics Number 42/PER/m. KOMINFO/12/2006 is amended as follows: 1. The provisions of article 2 paragraph (1) and paragraph (3) are deleted, so the article 2 reads as follows : article 2 (1) radio frequency bands allocated for the purposes of conducting network moving mobile radio frequency bands at 2.1 GHz is determined as follows: a. system of terrestrial IMT-2000 TDD mode: 1880-1920 MHz and 2010-2025 MHz; and b. terrestrial IMT-2000 systems-mode FDD: 1920-1980 MHz paired with 2110-2170 MHz.
(2) the use of the frequency bands as referred to in paragraph (1) refers to the order of frequency bands B1 recommendation ITU-R m. 1036-2. (3) is deleted.
2. Between article 4 and article 5 is inserted 1 (one) article, namely Article 4A which reads as follows: Article 4A (1) After the arrangement referred to in article 4 and the entire radio frequency bands 2.1 GHz for UMTS system set to move mobile network provider IMT-2000, reordering is done thoroughly.

Article II of this Ministerial Regulation comes into force on the date specified.
