INFORMATION SERVICE MANAGEMENT GUIDELINES AND GENERAL ELECTION SURVEILLANCE DOCUMENTATION
IN THE GENERAL ELECTION SUPERVISING BODY ENVIRONMENT, THE GENERAL ELECTION SUPERVISING BODY
PROVINCE, AND THE KABUPATEN/CITY GENERAL ELECTION SUPERVISORS COMMITTEE

WITH THE GRACE OF THE ALMIGHTY GOD

THE GENERAL ELECTION OVERSIGHT AGENCY,

DECIDED:

Establish: Public Election Supervising Board rules on information management guidelines and general election surveillance documentation in the general election supervisors ' environment, provincial election supervisors and supervising supervisors. KABUPATEN/CITY ELECTIONS.

BAB I
UMUM CONDITIONS
Section 1
In this Regulation, which is referred to:
1. Elections, subsequently called Elections are the means of the exercise of the sovereignty of the people exercised directly, general, free, secret, honest, and fair in the Unity State of the Republic of Indonesia based on Pancasila and the Basic Law Republic of Indonesia in 1945.
2. The next Election Supervising Board (Bawaslu) is the main organizer of the election, which is responsible for overseeing the elections throughout the Republic of Indonesia.
3. The Provincial Election Supervising Board further abbreviated to Bawaslu Province is a body formed by Bawaslu which is in charge of supervising the elections throughout the province.
4. The Municipal/City Election Supervising Committee, next abbreviated Panwaslu regency/Kota, is a committee formed by the Bawaslu Province which is in charge of supervising the elections in the District/City area.
5. General Election supervision is an observing activity, reviewing, checking and assessing the process of holding the General Election.
6. Information is the description, statement, idea, and signs that contain values, meanings, and messages, both the data, the facts and the explanation that can be seen, heard, and read presented in a variety of packaging and formatting according to the the development of information technology and communication in electronic or non-electronic communication technology.
7. Documentation is the collection, processing, drafting, and logging of documents, data, images, and sounds for public information materials.
8. Public Information is information generated, stored, managed, sent, and/or received by a Public Body relating to the organizer and hosting of the country and/or the organizer and host of other Public Bodies. as well as other information related to the public interest.
9. Public Bodies are executive, legislative, judicial, and other body whose functions and functions are related to the hosting of the country, which in part or all of its funds are sourced from the Regional Revenue and Shopping Budget, or Non-governmental organizations in part or all of its funds are sourced from the State Budget and Shopping Budget and the Regional Revenue and Shopping Budget, public and/or foreign donations.

BAB II
INFORMATION SERVICE MANAGEMENT AND GENERAL ELECTION SURVEILLANCE DOCUMENTATION

Section 2
The Electoral Supervising Board as the Public Agency carries out the management of information services and general election surveillance documentation.

BAB III
ACCESS INFORMATION AND DOCUMENTATION

Section 3
(1) Public Information in the environment Bawaslu, Bawaslu Province, and Panwaslu Regency/City is open and accessible to any Public Information User.
(2) Public Information in the Bawaslu environment, Bawaslu Province and Panwaslu Regency/City can be obtained Public Information Applicant quickly, in time, light costs, and accessible easily.
(3) Public Information in the Panwaslu County environment is managed at the Bawaslu Province level.
(4) Public information exempted in the environment Bawaslu, Bawaslu Province, and Panwaslu County/Town are strict and limited.
(5) Public information excluded in the environment Bawaslu, Bawaslu Province, and Panwaslu Regency/City are confidential according to the laws, propriety, and general interest.

BAB IV
RIGHTS AND OBLIGATIONS

Section 4
(1) Bawaslu and Bawaslu Province are entitled to refuse to provide exempted information.
(2) The information exempted as referred to in paragraph (1) is further set forth by the Chief Bawaslu.
(3) Bawaslu and Bawaslu Province have the right to refuse to provide the Public Information if it is contrary to the laws.
(4) The Public Information which is not provided by Bawaslu and Bawaslu Province as referred to in paragraph (1) is:
a. Public Information that if opened and provided to the Public Information applicant may inhibit the process of inquiry and investigation of a criminal offence;
B. Public Information that if opened and provided to the Public Information Applicant may interfere with the benefit of protection of the intellectual property and the protection of an unsanitary business competition;
C. Public Information that if opened and provided to the Public Information Applicant may harm the country's defense and security;
D. Public Information that if opened and provided to the Public Information Applicant may uncover personal secrets;
e. Public Information relating to the secret of the office; and/or
f. Public information requested has not been mastered or documented.

Section 5
(1) Bawaslu and Bawaslu Province are required to provide, provide and/or publish Public Information which is under its authority to the Public Information Applicant, in addition to the information excluded pursuant to the laws.
(2) To carry out the obligations as referred to in paragraph (1), Bawaslu and Bawaslu Province build and develop information systems and documentation of the Public Information management which can be accessed easily.

BAB V
INFORMATION MANAGING OFFICER AND DOCUMENTATION

Section 6
(1) To manage the information services and documentation in the neighbourhood of Bawaslu and Bawaslu Province is set the Election Surveillance PPID.
(2) The Election Oversight PPID as referred to paragraph (1) is attached to structural officials who are drugging the task and the function of the information ministry.
(3) The Electoral Supervision PPID in the Bawaslu neighborhood is set by the Chief Bawaslu.
(4) The Electoral Supervision PPID in the Bawaslu Province neighborhood is set by the Chief Bawaslu Province.

Section 7
(1) The Electoral Supervision PPID in the Bawaslu neighbourhood is responsible to the Chief Bawaslu through the Secretary General Bawaslu.
(2) The Election Surveillance PPID in the Bawaslu Province neighborhood is responsible to the Chairman of Bawaslu Province through the Chief Secretariat of Bawaslu Province.

Section 8
PPID Election Surveillance in the neighbourhood of Bawaslu and Bawaslu Province is in charge:
a. coordinate and consolidate the collection of information materials and election surveillance documentation;
B. save, document, provide and provide information to the public;
c. perform the verification of the public information materials;
D. conduct test consequences of excluded information;
e. performing updates of information and documentation; and
f. providing information and documentation for access to the public.

Section 9
In order to perform the duties as referred to in Section 6, the Election Surveillance PPID in the neighbourhood of Bawaslu and the Bawaslu Province is authorized:
a. refusing to provide the excluded information in accordance with the provisions of the laws of the laws;
B. request and obtain information from the work unit/unit/work unit that is the scope of its work;
c. coordinate the delivery of information services with Functional Officials that are the scope of its work;
D. define or assign an information to be/or not be accessed by the public; and
e. create, collect, and maintain information and documentation for the organization's needs.

BAB VI
THE WORKING ORDER AND THE ORGANIZATION OF INFORMATION MANAGING AND DOCUMENTATION OFFICIALS

Section 10
The management of information and documentation in the environment Bawaslu and Bawaslu Province is implemented by the Election Surveillance PPID assisted by the Officer Functional Manager Information and Documentation with supervision and supervision by the Manager of the Managing Executive Officer Information and Documentation as well as the Information Service Advisory Team.

Section 11
(1) The Election Surveillance PPID in the Bawaslu neighborhood is held by the Chief Bureau whose duty and responsibility includes the fields of information and documentation.
(2) Election Surveillance PPID in the Bawaslu Province neighbourhood of the Province is held by the Chief of Staff whose duties and responsibilities include the fields of information and documentation.

Section 12
(1) PFPID has the task of assisting the PPID in the management of information and documentation in the neighbourhood of Bawaslu and Bawaslu Province.
(2) In carrying out the task as referred to in paragraph (1), PFPID has a function:
a. identifying and gathering information and documentation on their respective work units in the environment Bawaslu, Bawaslu Province, and Panwaslu Regency/Kota; and
B. processing, structuring, distribution and storage of information and documentation on working units in the environment Bawaslu, Bawaslu Province and Panwaslu district/City.

Section 13
(1) The Information Service Advisory Team in the Bawaslu neighborhood is composed of the Secretary General Bawaslu as Chairman, a Secretary and several Members in accordance with the field of duty.
(2) The Advisory Team of Information Services in the neighbourhood of Bawaslu Province and Panwaslu Regency/City consists of the Chief Secretariat of the Province as Chairman, a Secretary and a few Members in accordance with the field of duty.
(3) The Information Service Advisory Team has the task of discussing, completing, and deciding on the objections addressed to the supervisor of the PPID, as well as resolving the things that are not yet set in this Regulation.
(4) The Information Service Advisory Team hosts a decision-making function against the objections submitted to the PPID relating to information and resolution of issues and things that are not yet set forth in this Regulation.

Section 14
(1) The Atasan PPID in the Bawaslu neighborhood is the Secretary General.
(2) Atasan PPID in the Bawaslu Province neighbourhood is the Head of the Provincial Secretariat of the Province.
(3) The work and order of the PPID organization as set forth in this regulatory attachment.

BAB VII
THE APPLICANT AND THE ORDER OF THE APPLICATION OF INFORMATION AND DOCUMENTATION

The Information and Documentation Applicant

Section 15
Information applicants and documentation include:
a. individual;
B. community group;
c. NGO swadaya society;
D. community organization;
e. political parties; and
f. Other Public Bodies.

Section 16
The applicant for information and documentation to Bawaslu and Bawaslu Province meets the requirements:
a. list the identities as per the applicable rules;
B. set an address and a clear phone number;
c. convey clearly the necessary information and documentation; and
D. list the intent and purpose of the application of information and documentation.

The Second Part
Set The Way For Information and Documentation

Section 17
(1) The Public Information applicant submit an information request to Bawaslu or Bawaslu Province either directly orally or by mail or email (email).
(2) The Public Information applicant submitted the request for information Panwaslu Regency/City to Bawaslu Province.
(3) The request as referred to in paragraph (1) and paragraph (2) may also be done by telephone.
(4) In applying for information, the applicant must specify the name, address, subject/type of form information and the manner of the desired information delivery.
(5) The PPID on the Subordinate Bawaslu and Bawaslu Province notes all mentioned by the Applicant Information as referred to in paragraph (4).
(6) In the case of the Public Information applicant submitting a request as referred to in paragraph (1) and paragraph (3), the Election Surveillance PPID in the Bawaslu environment and Bawaslu Province helps the Public Information Applicant to fill out the information request form.
(7) The Public Information applicant must request a sign of evidence to the PPID in the neighbourhood of Bawaslu and/or Bawaslu Province as evidence he has done the request for information after filling out the form as referred to in paragraph (6).
(8) The sign of evidence as referred to in paragraph (7) is accompanied by the registration number of his request.

BAB VIII
THE INFORMATION DISPUTE ' S OBJECTION

Section 18
(1) The Public Information applicant has the right to object to the Election Surveillance PPID in the neighbourhood of Bawaslu and Bawaslu Province:
a. refusing to provide any of the publicly available Public Information; and/or
B. not to meet, respond, and follow up to the application of information under the provisions of the laws.
(2) The objection as referred to in paragraph (1) is addressed to the employer of the Election Oversight PPID.

The Second Part
Objection Registration

Section 19
(1) The objection of the objection is delivered in writing or unwritten.
(2) In the case of submission of unwritten objection, the Electoral Supervision PPID in the Bawaslu and Bawaslu provinces of the Province helps the Public Information Applicant to fill out the objection form and then a submission registration number Objection.
(3) Election Surveillance PPID in the Bawaslu environment and Bawaslu Province provides a copy of the form as referred to in paragraph (1) as a receipt of the submission of objections to the Public Information applicant.
(4) The Election Oversight PPID notes the filing of objections in register book objecting.

The Third Part
Response To Objection

Section 20
(1) After obtaining the consideration of the Information Services Consideration Team, the Atasan PPID Election Oversight in the Bawaslu and Bawaslu provinces of the Province provides a response in the form of a written decision delivered to the Information Applicant The public who objected at least 30 (thirty) days since the filing of the objection in the register objected.
(2) The written decision as referred to in paragraph (1), contains:
a. letter-making date;
B. mail number;
C. response/answers are written by the General Election Surveillance PPID on the objections submitted;
D. The Atasan PPID commands the Election Oversight to the Election Surveillance PPID to provide some or all public information requested in the matter of objection received; and
e. the term of the execution of the command as specified in the letter d.
(3) The Election Surveillance PPID in the neighbourhood of Bawaslu and Bawaslu Province carries out a written decision as referred to in paragraph (2) of the letter d at the time of the written decree.
(4) The dissatisfied Public Information applicant with the written decision of Atasan PPID as referred to in paragraph (2), reserves the right to apply for a settlement of the public information dispute to the Information Commission.

BAB IX
REPORTING

Section 21
(1) The Election Surveillance PPID in the Bawaslu environment is required to make a report to Atasan PPID and Chairperson of Bawaslu.
(2) The Election Surveillance PPID in the Bawaslu Province of the Province is required to make a report to Atasan PPID and Chairman Bawaslu Province.
(3) The report as referred to in paragraph (1) and paragraph (2) includes:
a. the number of Public Information requests received;
B. The required amount of time is required by the Client.
c. the number of granting and rejection of Public Information requests; and
D. The reason for rejection in terms of public information request was rejected

BAB X
THE TRANSITION PROVISION

Section 22
