REGULATION OF THE HEAD OF NUCLEAR POWER SUPERVISORS

REPUBLIC OF INDONESIA NUMBER 8 IN 2012

ABOUT THE PREPARATION OF SAFETY ANALYSIS REPORT

REACTOR NONPOWER

WITH GOD ' S GRACE MAHA ESA HEAD OF THE NUCLEAR POWER SUPERINTENDENT OF THE REPUBLIC OF INDONESIA,

DRAW: that to implement the provisions of Article 12 paragraph (3) and Article 18 of the paragraph (3), Government Regulation Number 43 of 2006 on Nuclear Reactor Licensing, need to establish the Rules of the Head of the Nuclear Power Supervising Agency on Drafting The Analysis Report Nonpower reactor safety.

Given: a. Law No. 10 of 1997 on Liabilities of the Republic of Indonesia in 1997 No. 23, Additional Gazette of the Republic of Indonesia Number 3676);

b. Government Regulation No. 43 of 2006 on Perizinan Nuclear reactors (sheet state of the Republic of Indonesia in 2006 No. 106, additional sheet of state of the Republic of Indonesia number 4668;

Decide: ESTABLISH THE RULE OF THE HEAD OF THE SUPERVISORS POWER

CHAPTER I OF THE GENERAL PROVISIONS

Article 1 In the Chief Regulation of this Nuclear Power Supervising Agency referred to:

1. The Nonpower reactor is a nuclear reactor that leverages neutrons and radiation results in nuclear fission.

2. LAK ' s subsequent Safety Analysis Report is a safety document containing information about nuclear installations, design, safety analysis and provisions to reduce risks to society, operations personnel and the environment live.

3. The next Nuclear Power Control Board, called BAPETEN, is the supervising body, as referred to in the 1997 Order Number 10 of the Peace of Fame.

4. A permit holder is a person or body that has received the Nuclear Power Expediency Authorization from BAPETEN.

Section 2

This BAPETEN Head Regulation aims to provide a provision for the permit holder in the drafting of the non-power reactor safety analysis report document.

Article 3

The BAPETEN Head Regulation is set about: a. format and content of the LAK chapters; and b. LAK ' s drafting and update.

Article 4 of the Terms in this BAPETEN Chief Regulation is enacted on the basis of the rating approach, in accordance with the potential for the radiological hazards of the nonpower reactors.

BAB II

DRAFTING AND UPDATE LAK Section 5

(1) The permission holder must specify and execute LAK. (2) LAK as referred to in paragraph (1) must be delivered to

Head of BAPETEN as one of the terms for obtaining a construction permit and operating permit.

Article 6

(1) LAK as referred to in Section 5 of the paragraph (2) consists of:

a. Primary;

b. the purpose of safety and design requirements;

c. tread characteristics;

d. building and structure;

e. reactor;

f. Reactor cooling system and related systems;

g. technical safety features;

h. instrumentation and control;

i. electric power catu;

j. supporting system;

k. Reactor utilisation;

l. protection and radiation safety;

m. operation execution;

n. environmental management and monitoring;

o. Commissioning;

p. safety analysis;

q. boundaries and operating conditions;

r. management system;

s. decomisioing; and

t. Nuclear emergency preparedness and preparedness.

(2) The format and contents of the non-power reactors are listed in the Attachment that is an integral part of the Chief BAPETEN's regulation.

Article 7

(1) Licensee must update part of the LAK document relevant if there is a data change.

(2) The data changes as referred to in paragraph (1) include:

a. modification;

b. Utilisation not listed in LAK;

c. periodic safety review; and

d. BKO's change.

BAB III

TRANSITIONAL provisions

Section 8

At the time of the expiring BAPETEN Chief Regulation, LAK compiled under the Decision of Head of BAPETEN number 06-P/Ka-BAPETEN/XI- 00 about the Analysis Report Creation Guidelines The safety of the research reactor is still valid, up to 3 (three) years from the date this Regulation is promulcaged.

Article 9

At the time of the expiring BAPETEN Chief Regulation, the LAK which has been submitted and is being processed by BAPETEN must adjusted to Bapeten ' s Chief Regulation.

BAB IV

CLOSURE PROVISIONS

Section 10

At the time the BAPETEN Chief Regulation is in effect, the Decree of Chief BAPETEN Number 06-P/Ka-BAPETEN/XI-00 about the Research Reactor Safety Analysis Report Creation Guidelines is revoked and stated does not apply.

Article 11

This BAPETEN Head Regulation is beginning to apply to the date of the promulcteration.
