REGULATION of the MINISTER of FINANCE of the REPUBLIC of INDONESIA NUMBER 251/FMD. 05/2012 ABOUT the PRICE of the SERVICE AGENCY PUBLIC SERVICE HEALTH POLYTECHNIC SURAKARTA on the MINISTRY OF HEALTH with the GRACE of GOD ALMIGHTY the MINISTER of FINANCE of the REPUBLIC of INDONESIA, Considering: a. that based on the provisions of article 9 of the Government Regulation Number 23 in 2005 about the Agency's financial management public service as amended by government regulation Number 74 by 2012, the rate of service establishments that apply a Common Service Agency financial management established by the Minister of Finance upon proposal of the Minister/Chairman of the institution;
b. that the Surakarta Health Polytechnic at the Ministry of health has been established as government agencies that implement Public Service Agency financial management based on the decision of the Minister of finance Number 267/KMK. 05/2011;
c. that the Minister of health through Letter number: me. 01/III/391/2012 March 5, 2012, has filed a proposed tariff Services Agency public service Health Polytechnic Surakarta on the Ministry of health;
d. that the proposed tariff Services Agency public service Health Polytechnic Surakarta on the Ministry of health, have been discussed and reviewed by a team of Assessors;
e. that based on considerations as referred to in letter a, letter b, letter c, letter d, and define the rules of Finance Ministers about the price of the Service Agency public service Health Polytechnic Surakarta on the Ministry of health;

2. Act No. 1 of 2004 on the Treasury of the State (State Gazette of the Republic of Indonesia in 2004, an additional Sheet No. 5 of the Republic of Indonesia Number 4355);
3. Government Regulation Number 23 in 2005 about the Agency's financial management public service (State Gazette of the Republic of Indonesia Number 48 in 2005, an additional Sheet of the Republic of Indonesia Number 4502) as amended by the Government Regulation Number 74 in 2012 (the State Gazette of the Republic of Indonesia Number 171 in 2012, an additional Sheet of the Republic of Indonesia Number 5340);

Decide: define: REGULATION of the MINISTER of FINANCE REGARDING TARIFF SERVICES AGENCY PUBLIC SERVICE HEALTH POLYTECHNIC SURAKARTA on the MINISTRY OF HEALTH.
Article 1 General Service Agency Service Rates Polytechnic Surakarta Health at the Ministry of health is in return for services rendered by the public service Health Polytechnic Surakarta on the Ministry of health.

Article 2 (1) the rates of the services referred to in article 1, it consists of: a. the price of Admissions Selection (Sipenmaru);

b. Rates health tests;

c. the rate of introduction of courses students (PPSM);

d. Educational Development Fund Rate (DPP) Regular and Non Regular Program;

e. Organization of the Educational Contribution Rates (SPP);

f. the student dormitory room rental rates;

g. Integrated Clinic Rates;

h. use of facilities and infrastructure in order to support the Tridharma College;

i. the rate of use of space/Place to support student services; and j.   Price Of The Byproducts.

(2) the price of the Service Agency public service Health Polytechnic Surakarta on the Ministry of health, as referred to in paragraph (1) letter a to letter i listed in the annex which is an integral part of part of the regulation of the Minister.

(3) price of By-products referred to in paragraph (1) Letter j, set a price of Staple Production plus a profit margin of 5% (five percent) up to 15% (fifteen per cent) of the cost of goods production.

(4) the cost of goods is the whole Production cost incurred by the Polytechnic University of Surakarta Health at the Ministry of health to obtain and cultivate raw material into finished goods.

(5) the provisions on Tariff Byproduct as referred to in paragraph (3) is specified by a decision of the Director of the Polytechnic University of Surakarta Health at the Ministry of health.


Article 3 (1) of the Public Service Agency Health Polytechnic Surakarta on the Ministry of health can provide services in the field of education, research and community services based on the needs of the users of the service through a contract of cooperation.

(2) the price of the Service Agency public service Health Polytechnic Surakarta on the Ministry of health, as referred to in paragraph (1) are defined in the contract of cooperation between Surakarta Health Polytechnic Director at the Ministry of health with the users of the service.

(3) the Director of Health Polytechnic Surakarta on Ministry of health delivered a copy of the contract of cooperation with the users of the services to the Minister of health and Minister of finance.


Article 4 (1) of the Public Service Agency Health Polytechnic Surakarta on the Ministry of health may perform Operational Cooperation (KSO) with other parties to improve services in the fields of education, research, and service to the community.

(2) the rates of the services derived from the KSO with other parties, as referred to in paragraph (1) are defined in the contract of cooperation between Surakarta Health Polytechnic Director at the Ministry of health with others.

(3) the Director of Health Polytechnic Surakarta on Ministry of health delivered a copy of the contract of cooperation with the other parties to the Minister of health and Minister of finance.


Article 5 (1) against students from poor families (Gakin) can be given tariff services Donations the Organization of education and/or educational development Fund by 50% (fifty percent) of the rates of organizing Education Donations service and/or Funds Education Development Agency public service Health Polytechnic Surakarta on the Ministry of health.

(2) the granting of service rate of 50% (fifty per cent) referred to in subsection (1) is carried out taking into account the financial condition of the Agency's public service Health Polytechnic Surakarta on the Ministry of health.

(3) further Provisions regarding the procedures for the determination of the price of services to students from poor families (Gakin) as referred to in paragraph (1) established by decision of the Director of the Polytechnic University of Surakarta Health at the Ministry of health.


Article 6 this Ministerial Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
