CHAPTER I GENERAL PROVISIONS article 1 In this Ministerial Regulation, the definition of: 1. Programs/community empowerment National Independent Activities hereinafter referred PNPM Mandiri is a National Program in the form of a policy framework as a basis and reference implementation of poverty reduction programs based community empowerment. 2. the PNPM Mandiri is a Rural Program in the form of a national policy framework as a basis and reference implementation of poverty reduction programs based community empowerment in rural areas. 3. the PNPM Mandiri Urban is the National Program in the form of a policy framework as a basis and reference implementation of poverty reduction programs based community empowerment which is implemented through the harmonization and development of the system as well as the mechanisms and procedures of the program, providing mentoring, funding and a stimulant to encourage community innovation and initiative in the ongoing poverty reduction efforts in urban neighborhoods. 4. Rural Infrastructure development programme hereinafter called the PNPM Mandiri PPIP is aimed at creating and improving the quality of people's lives, both individually and group so able to solve a variety of problems related to existing poverty and failed in his village. www.djpp.depkumham.go.id 2012, no. 1324 3 5. The acceleration of regional development lagging and further special abbreviated P2DTK is a National Program to help local governments in accelerating the recovery and growth of the social economy and lagging regions specifically by increasing the capacity of local governments in facilitating the development of participatory, empowering communities and Community institutions in participatory development planning in areas such as health, education, and economy, instituting participatory execution of development to ensure the fulfillment of the basic social needs of education , health, infrastructure, the strengthening of laws, capacity building, as well as the creation of a climate of investment and effort, enlarging public access to justice, enhancing the ease of life especially poor families through the provision and maintenance of facilities and infrastructure of the social economy. 7. Budget Implementation Checklist which further shortened DIPA is a document the implementation of the budget the budget drawn up by the user/User Power budget. 8. (2) sources of funding referred to in subsection (1) is in addition from pagu budget: a. the Directorate General of community empowerment and the Ministry of the Interior for the PNPM Mandiri Rural; b. the Directorate General of Cipta Karya – Ministry of public works for the PNPM Mandiri urban, PPIP and PISEW; and c. the Ministry of regional development is left to P2DTK. (3) Advanced PNPM Mandiri is listed in the budget of the State Expenditures and Income changes (P-STATE BUDGET) fiscal year 2013.
