THE CONTINUED BUDGET OF NATIONAL PROGRAMS/SELF-EMPOWERMENT NATIONAL ACTIVITIES OF THE BUDGET YEAR 2013 WITH SOURCE OF FUNDS FROM THE REST OF THE PROGRAM ' S BUDGET/EMPOWERMENT NATIONAL ACTIVITIES

WITH THE GRACE OF THE GOD ALMIGHTY REPUBLIC OF INDONESIA,

DECIDED:

STIPULATING: THE REGULATION OF THE MINISTER OF FINANCE ON THE DRAFTING AND IMPLEMENTATION OF THE IMPLEMENTATION OF THE ADVANCED BUDGET IMPLEMENTATION OF THE NATIONAL PROGRAM OF SELF-EMPOWERMENT OF THE BUDGET YEAR 2013 WITH A SOURCE OF FUNDING FROM THE REST OF THE PROGRAM ' S BUDGET/SELF-EMPOWERMENT NATIONAL ACTIVITIES OF THE 2012 BUDGET YEAR.

CHAPTER I OF THE GENERAL PROVISIONS

Article 1

In this Ministerial Regulation, referred to:

1. The next National Programme of Self-empowerment, called PNPM Mandiri, is the National Program in the form of policy framework as the basis and reference of the implementation of empowerment-based poverty prevention programs. communities.

2. The PNPM independent of Perdesaan is the National Program in the form of policy framework as the basis and reference of the implementation of the people's empowerment-based poverty prevention programs at the destituct.

3. The Urban Self PNPM is the National Program in the form of policy framework as the basis and reference of the implementation of community empowerment-based poverty prevention programs implemented through harmonization and system development. as well as the mechanism and procedure of programs, the provision of assistance, and the funding of stimulants to encourage the initiative and innovation of the public in an effort to countermeasure the sustainable poverty in the urban population.

4. The next development program called PPIP is the PNPM Mandiri, which aims to create and improve the quality of people's lives, both individually and the group, to solve the problems of the people. relating to the poverty and isolation that exists in his village.

5. The next development of the Social Infrastructure Economic Area (PISEW) is the PNPM Mandiri, which aims to accelerate the social development of the local resource-based economy, reducing the gap between regions, alleviation. 6. 8. The next List of Advanced Budgeting Filings called Advanced DIPA is a budget implementation document containing the rest of the 2012 PNPM's Budget Year budget which was resumed in the Budget Year 2013.

10. The next Budget User power (KPA) is an official who is authorized by the PA to carry out a portion of the authority and responsibilities of the use of the budget on the Ministry of State/Institution in question.

11. The next Office of the State Treasury (KPPN) is a vertical instance of the Directorate General

The treasury is below and is directly responsible to the Chief Office of the Directorate General of the Treasury, which obtained the authority as the Power of BUN.

12. A subsequent Pay-up Letter (SPM) is a document published by PA/KPA/An SPM Signature Officer to cash the allocation of funds that the source of the funds from the DIPA or any other document being equated.

13. The Dana Waters warrant, which is further abbreviated to SP2D, is a warrant issued by KPPN as the Power of BUN for the implementation of the expenditure of an APBN based on the SPM.

BAB II

PROGRAM/CONTINUING ACTIVITIES AND FUNDING SOURCES

Article 2

(1) PNPM Mandiri in DIPA of the 2012 Budget Year which has not been finalized until the end of the 2012 Budget Year can continue implementation of the program. in the year of Budget 2013.

(2) In terms of the PNPM Mandiri in the 2012 DIPA Budget Year 2012 was completed until the end of the 2012 Budget Year but there was still the rest of the funds, against the remainder of the fund unusable in the Budget Year 2013.

(3) PNPM Mandiri as referred to in paragraph (1) and paragraph (2) of the Direct Public Assistance (BLM), consists of:

a. PNPM Standalone Generation including PNPM Generation and PNPM Perdesaan Mandiri Environment;

b. Urban Independent PNPM;

c. PPIP;

d. PISEW; and

e. P2DTK.

Article 3

(1) The funding source for the completion of the PNPM Mandiri as referred to in Article 2 comes from Saldo More Budget (SAL) Year of the Budget 2012.

(2) The funding source as referred to in paragraph (1) is an additional of the shopping budget pagu:

a. The Directorate General of Public Empowerment and the Village-Ministry of the Interior for PNPM Mandiri Perdesaan;

b. The General Directorate of General Works of the Ministry of Public Works for Urban Self-Independent PNPM, PPIP and PISEW; and

c. The Ministry of Local Development Left for P2DTK.

(3) Advanced PNPM Mandiri was inducted into the State Budget and Revenue Budget (APBN-P) Year of Budget 2013.
