ABOUT
THE PRIMARY PERFORMANCE INDICATOR DESIGNATION IN THE ENVIRONMENT
MINISTRY OF ENERGY AND MINERAL RESOURCES
BY THE GRACE OF THE ALMIGHTY GOD
MINISTER OF ENERGY AND MINERAL RESOURCES
REPUBLIC OF INDONESIA,
Weigh: a. that the Key Performance Indicators in the Environment Ministry of Energy and Mineral Resources have been established in the Regulation of the Minister of Energy and Mineral Resources No. 12 Year 2009 are out of line with the development of the energy sector development and mineral resources so that it needs to be replaced;
B. that under consideration as intended in the letter a and in accordance with the provisions of Article 3 and Section 4 of the Regulation of the State Minister of Personnel PER/9/M. PAN/5/ 2007 about the General Performance of the Primary Performance Instruction in the United States, the Primary Performance Instruction of the Primary Performance Instruction is in order to be used as a Environment of Government Instance, needs to establish the Regulation of the Minister of Energy and Mineral Resources on the Establishing Of Key Performance Indicators in the Environment of the Ministry of Energy and Mineral Resources;
Given: 1. Government Regulation No. 8 Year 2006 on Financial Reporting and Performance Agencies Government (sheet Of State Of The Republic Of Indonesia In 2006 Number 25, Additional Sheet Of State Of The Republic Of Indonesia Indonesia Number 4614);
2. Presidential Decree Number 86 of 2002 on the Establishment of the Governing Body and the distribution of Petroleum Fuel and Petroleum Transportation Materials through the Pipeline as amended by Presidential Regulation No. 45 of 2012 date of April 16, 2012;
3. Presidential Regulation No. 24 Year 2010 on Occupation, Duty, and Functions, Ministry of State as well as Susunan Organization, Duty, and Functions of Eselon I Ministry of State as it has been twice amended last with the Presidential Regulation Number 92 of the Year 2011 (State of the Republic of Indonesia in 2011 Number 142);
4. Presidential Decree Number 59 /P Year 2011;
5. Regulation of the Minister of State of the State of Aparregulated State Number PER/9/M. PAN/5/ 2007 about the General Guidelines of Performance Indicator Assignment;
6. Regulation of the Minister of Energy and Mineral Resources No. 14 of 2009 on the Task and Functions of the Secretariat General of the National Energy Council (News of the Republic of Indonesia of Indonesia Year 2009 Number 224);
7. Ordinance of the Minister of Energy and Mineral Resources No. 18 of 2010 on the Organization and the Working Governance of the Ministry of Energy and Mineral Resources (State News Indonesia of 2010 Number 552);
DECIDED:
Setting: REGULATION OF ENERGY MINISTER AND MINERAL RESOURCES ON THE DESIGNATION OF KEY PERFORMANCE INDICATORS IN THE ENERGY MINISTRY ENVIRONMENT AND MINERAL RESOURCES.
Article 1
Set the main performance indicators of the Ministry of Energy and Mineral Resources and major units in the environment of the Ministry of Energy and Mineral Resources as set forth in Annex I to an Attachment XII which is a part of inseparable from this Minister ' s Rule.
Article 2
The main performance indicator as referred to in Section 1 represents the performance size reference used by each of the main units in the environment of the Ministry of Energy and Mineral Resources in:
a. establish an annual performance plan;
B. deliver a work plan and budget;
c. compiling a performance assignment document;
D. Composing
D. Compiling a performance accountability report; and
e. conduct an evaluation of performance achievement in accordance with the organization and the Strategic Plan documents of the Ministry of Energy and Mineral Resources.
Article 3
Lead unit leaders in the Ministry of Energy and Mineral Resources environment to determine the target of each Major Performance Indicator each year in the Performance Penetration Document.
Section 4
Unit leadership in the Ministry of Energy and Mineral Resources environment to compose and determine the target of each Performance Indicator each year to be assigned by the Principal Unit Leader.
Section 5
Drafting the performance accountability report and evaluation of performance achievement as referred to in Section 2 is conducted by each Major Unit Lead and delivered to the Minister of Energy and Mineral Resources.
Section 6
In order to increase the effectiveness of implementation of this Minister Regulation, Inspectorate General of the Ministry of Energy and Mineral Resources carries out:
a. analysis of the performance performance of each major unit in the framework of the reliability of the information presented in the performance accountability report;
B. evaluation of the implementation of this Ministerial Regulation and reporting to the Minister of Energy and Mineral Resources.
Section 7
At the time the Minister ' s Ordinance came into effect, the Regulation of the Minister of Energy and Mineral Resources No. 12 of 2009 on the Establishing Key Performance Indicators in the Environment of the Department of Energy and Mineral Resources (State News of the Republic of Indonesia) 2009 No. 189), revoked and declared not valid.
Section 8
The Regulation of the Minister comes into effect on the date of the promulctest.
For each person to know it, order the invitation of the Order of the Minister with its placement in the News of the Republic of Indonesia.
