RULES MINISTER ATONEMENT OF THE STATE APPARATUS AND THE REFORM OF THE REPUBLICAN BUREAUCRACY OF INDONESIA

ABOUT
THE EDUCATION PROGRAM AND THE BUREAUCRATIC REFORM LEADERSHIP LEADERSHIP PROGRAM
WITH THE GRACE OF THE ALMIGHTY GOD
THE MINISTER OF THE COUNTRY ' S MINISTER OF APPARATUS
AND THE REFORM OF THE REPUBLICAN BUREAUCRACY OF INDONESIA,
Weigh: a. That in order to carry out bureaucratic reforms as set out in Presidential Regulation No. 81 of 2010 onGrand DesignReformasiBirocracy 2010-2025and the Regulation of the Minister of Personnel of Aparatur State and Bureaucratic Reforms Number 20 2010 on the Road Map Reform of the 2010-2014 bureaucracy, it takes the resources of the apparatus that can be agent of change of the bureaucratic reform program;
B. that to realize the human resources of the apparatus as referred to in the letter a, the educational program and the leadership training of the bureaucratic reform leadership;
c. bahwabased considerations as referred to in letter a and letter b need to establish the Ordinance of the State Personnel Minister and the bureaucratic Reform of the Education Program and the bureaucratic Reform Leadership Training Leadership Program.
Given: 1. Law No. 8 of 1974 on the PoyPokok KeEmployees (State of the Republic of Indonesia Year 1974 Number 55, Additional Gazette of the Republic of Indonesia Number 3041) as amended by Law No. 43 of 1999 (Sheet) State of the Republic of Indonesia in 1999 No. 169, Additional Gazette of the Republic of Indonesia Number 3890);
2. Act No. 20 of 2003 on National Education System (State Sheet of Indonesia Year 2003 Number 78, Additional Gazette Republic of Indonesia Number 4301);
3. Law Number 32 Year 2004 on Local Government (State Sheet 2004 Number 125, Additional Gazette State Number 4437) as has been twice amended, last by Act No. 12 of 2008 (State Sheet of 2008) Number 59, Additional State Sheet Number 4844);
4. Government Regulation No. 101 Year 2000 on Education and Training of the Office of Civil Servers (sheet State of the Republic of Indonesia Year 2000 Number 198, Additional Gazette Republic of Indonesia Number 4019);
5. PeraturanPresidenRepublik Indonesia Number 81 Year 2010 tentangGrand Design ReformasiBirocracies 2010-2025;
6. Presidential Decree Number 59 /P Year 2011;
7. Presidential Decree No. 34 of 1972 on the Functional Responsibility of Education and Exercise;
8. Regulation Minister of the State of Personnel and Bureaucratic Reform Number 20 of 2010 on the Road Map Reform of the bureaucracy 2010-2014;
DECIDED:
Establishing: REGULATION OF THE MINISTER ' S MINISTER OF THE STATE APPARATUS AND THE BUREAUCRATIC REFORM OF THE REPUBLIC OF INDONESIA ON EDUCATION PROGRAMS AND THE LEADERSHIP TRAINING OF BUREAUCRATIC REFORM.
Article 1
The subsequent bureaucratic Reform Leadership Program and Training Leadership Training Program in this regulation are called
Reform Leader Academy.
Article 2
Reform Leader Academy is an educational and training program specifically organized to form the figure of the apparatus that has basic knowledge and competence in order to support the acceleration of implementation of the Reform program Bureaucracy.
Article 3
(1) The
Reform Leader Academy program is organized in order for the purpose of the apparatus resource to improve:
a. Quality of understanding of bureaucratic reform policies indicated by the ability to understand the concept and policy of bureaucratic reform, change management, the " road map and document of bureaucratic reform proposals, performance management, monitoring and evaluation of the implementation of bureaucratic reform and the action plan of bureaucratic reform of the Instancy;
B. ability to plan a change, compose road map and document bureaucratic reform proposal, plan performance management, execute monitoring the implementation of bureaucratic reform and structure bureaucratic reform action plans The agency.
(2) The implementation of theReform Leader Academy program is the establishment of competent resources and is capable of changing and encouraging the implementation of the bureaucratic reform program on its instincts.
Section 4
Further provisions concerning the education program and bureaucratic reform leadership training program are governed by the State Administration Institute.
Section 5
Head of the State Administration Agency periodically reports the implementation of the bureaucratic Reform Leadership Program as referred to in Article 4 to the Minister of State Personnel and bureaucratic Reform.
