EXPANSION OF JOB OPPORTUNITIES

BY THE GRACE OF THE ALMIGHTY GOD


PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weighing: that to implement the provisions of Article 41 paragraph (4) of the Law No. 13 Year 2003 on Employment, it needs to establish Government Regulation on Enlargement of Employment Opportunity;
Remembering: 1.   Article 5 of the paragraph (2) of the Basic Law of the Republic of Indonesia in 1945;
2. Act No. 13 of 2003 on Employment (Sheet of State of the Republic of Indonesia Year 2003 Number 39, Extra sheet of State of Indonesia Republic Number 4279);

DECIDED:
Establish: GOVERNMENT REGULATIONS ON THE EXPANSION OF JOB OPPORTUNITIES.


BAB I
UMUM CONDITIONS
Section 1
In this Government Regulation referred to by:
1. Extension of work opportunities is an effort made to create a new jobs field and/or develop a available employment field.
2. Work opportunities are job openings filled by existing job seekers and existing workers.
3. Extension of the working opportunities in the working relationship is an attempt made to create new jobs and/or develop jobs available under the employment agreement, which has an element of command, work, and the work of the job. And wages.
4. Extension of job opportunities outside of working relationships is an effort made to create new jobs and/or develop jobs available not based on a work agreement.
5. The Central Government, which is subsequently called the Government is the President of the Republic of Indonesia which holds the power of the government of the Republic of Indonesia as referred to in the Basic Law of the Republic of Indonesia in 1945.
6. The Regional Government is the governor, regent, or mayor, and the area ' s device as an element of the organizing government of the area.
7. Minister is the minister who organizes government affairs in the field of employment.

Section 2
(1) The Government and Regional Government establishes the policy of expansion of employment opportunities in each sector according to its authority.
(2) The expansion policy of the job opportunity as referred to in paragraph (1) includes:
a.   the expansion of job opportunities in the working relationship; and
B.   the expansion of the work opportunity beyond the working relationship.

Section 3
The expansion policy of employment opportunities as referred to in Article 2 is based on national and regional labor planning in each sector in accordance with the provisions of the laws.

BAB II
EXPANSION OF JOB OPPORTUNITIES IN THE WORKING RELATIONSHIP
Section 4
(1) The expansion policy of the work opportunity in the working relationship as referred to in Section 2 of the paragraph (2) of the letter a is directed to create and develop the expansion of employment opportunities.
(2) To create and develop the expansion of work opportunities as referred to in paragraph (1) of the Government and the Local Government may provide ease of investment.

Section 5
(1) The expansion policy of employment opportunities in the working relationship as referred to in Article 4 is exercised by the state-owned enterprise, the local and private business entities.
(2) In implementing the policy as referred to in paragraph (1) the state-owned enterprise, the local and local business entities establish the program and the activities of the expansion of employment opportunities in the working relationship.
(3) The Program and activities as referred to in paragraph (2) must absorb the workforce.

BAB III
EXPANSION OF JOB OPPORTUNITIES OUTSIDE OF WORK RELATIONSHIPS
Section 6
The policy of expansion of work opportunities outside of the working relationship as referred to in Section 2 of the paragraph (2) letter b is directed to create and develop productive and sustainable employment opportunities by creating a potential resource. nature, human resources, institutional society, and technology are appropriate to.

Section 7
The policy of expansion of work opportunities outside of working relationships as referred to in Article 6 is implemented by the Government, Local Government, state-owned enterprise, local, private, and institutional business entities.

Section 8

(2) The entrepreneurial program as referred to in paragraph (1) is performed with the pattern of formation and coaching of self-workers, a solid system of work, the application of the appropriate technology, the voluntary labor force, and/or any other pattern that can be used. encourages the expansion of job opportunities.

Section 9
Government and Regional Governments facilitate the implementation of patterns as referred to in Article 8 through activities:
a.   A plea.
B.   A copy;
C.   Distraction;
D.   training;
e.   consultation;
f.   technical guidance; and/or
G.   Provision of data and information.

Section 10
Financial institutions and financial institutions provide an ease and facilitation to the public that can create or expand the job opportunities of credit facilities and/or credit-disposal facilities.

BAB IV
COORDINATION OF JOB OPPORTUNITIES EXPANSION
Section 11
(1) The Minister is coordinating with related agencies to support the implementation of the expansion of the employment opportunity.
