REGULATION of the GOVERNMENT of the REPUBLIC of INDONESIA NUMBER 33 by 2013 on EXPANDING EMPLOYMENT OPPORTUNITIES with the GRACE of GOD ALMIGHTY the PRESIDENT of the Republic of INDONESIA, Considering: that in order to implement the provisions of article 41 paragraph (4) Act No. 13 of 2003 on Labor, need to establish government regulation about the expansion of employment opportunities;
Remember: 1. Article 5 paragraph (2) of the Constitution of the Republic of Indonesia in 1945;
2. Act No. 13 of 2003 on Labor (State Gazette of the Republic of Indonesia Number 39 in 2003, an additional Sheet of the Republic of Indonesia Number 4279);
Decide: define: GOVERNMENT REGULATIONS ABOUT the EXPANSION of EMPLOYMENT OPPORTUNITIES.

CHAPTER I GENERAL PROVISIONS article 1 In this Regulation the definition: 1. The expansion of employment opportunities are the efforts made to create new jobs and/or developing employment available.
2. Employment is job vacancies filled by job seekers and workers who are already there.
3. The expansion of employment opportunities in the working relationship was the efforts made to create new jobs and/or developing employment available upon agreement, which has a command element, jobs, and wages.
4. The expansion of employment opportunities outside the working relationship was the efforts made to create new jobs and/or developing employment is not based on agreement.
5. The Central Government, which is hereinafter referred to as the Government is the President of Republic of Indonesia that holds the Government of the Republic of Indonesia as stipulated in the Constitution of the Republic of Indonesia in 1945.
6. The local government is the Governor, Governor, or mayor, and other areas as the organizer of local governance.
7. the Minister is the Minister of the organizing Affairs of the Government in the field of employment.
Article 2 (1) the Government and the local Government set a policy of expanding employment opportunities in each sector in accordance with those powers.
(2) expansion of employment opportunities Policy referred to in subsection (1) include the following: a. a policy of expanding employment opportunities in employment relationships; and b.  the policy of expanding employment opportunities outside the working relationship.
Article 3 policy on expansion of employment referred to in article 2 are based on the planning of national and regional manpower in each sector in accordance with the provisions of the legislation.

CHAPTER II the EXPANSION of EMPLOYMENT OPPORTUNITIES in EMPLOYMENT RELATIONSHIPS article 4 (1) the policy of expanding employment opportunities in employment relationships referred to in article 2 paragraph (2) letter a is directed to create and develop an expansion of employment opportunities.
(2) to create and develop an expansion of employment referred to in subsection (1) the Government and the local governments can give ease investment.
Article 5 (1) a policy of expanding employment opportunities in employment relationships referred to in article 4 held by State-owned enterprises, regional-owned enterprises, and private.
(2) in carrying out the policy referred to in subsection (1), the State-owned enterprises, and private area set programs and activities expanding employment opportunities in employment relationships.
(3) programs and activities referred to in paragraph (2) would have to absorb manpower.
CHAPTER III EXTENSION EMPLOYMENT OUTSIDE EMPLOYMENT RELATIONSHIPS article 6 Policy of expanding employment opportunities outside employment relationships referred to in article 2 paragraph (2) letter b geared to creating employment opportunities and developing a productive and sustainable by utilizing the potential of natural resources, human resources, institutional community, and appropriate technology.

Article 7 the policy of expanding employment opportunities outside employment relationships referred to in article 6 is carried out by the Government, local governments, State-owned enterprises, regional-owned enterprise, private, and institutional community.

Article 8 (1) policy on expansion of employment opportunities outside employment relationships referred to in article 6 is carried out in the form of entrepreneurship program.
(2) the Entrepreneurship Program referred to in subsection (1) done with the pattern formation and the construction of labor independent, labor-intensive system, the application of appropriate technology, utilization of voluntary labour, and/or other patterns that can encourage the creation of an expansion of employment opportunities.
Article 9 the Government and local authorities to facilitate the implementation of the pattern as mentioned in article 8 through activities: a. capital;
b. guarantee;
c. mentoring;
d. training;
e. consultation;
f. technical guidance; and/or g.  the provision of data and information.
Article 10 guarantee Agencies and financial institutions provide ease and facilitation to society that can create or expand job opportunities in the form of credit facilities and/or credit guarantee facilities.

CHAPTER IV COORDINATION of EXPANDING EMPLOYMENT OPPORTUNITIES section 11 (1) the Minister conduct coordination with relevant agencies to support the implementation of the expansion of employment opportunities.
(2) in case necessary, the Minister may involve the community in the implementation of the coordination referred to in paragraph (1).
(3) the coordination referred to in paragraph (2) is conducted to: a. give input, suggestions, and considerations to the Government and the local government as an ingredient in setting policy in the field of expanding employment opportunities; and b.  conduct of mediation, motivation, evaluation and implementation of Government policy in the field of expanding employment opportunities.
(4) the coordination referred to in paragraph (3), held at least 1 (one) time within 1 (one) year or at any time when necessary.
(5) the provisions regarding the coordination of further expansion of employment is governed by regulation of the Minister.
Chapter V REPORTING article 12 (1) Governments, local governments, State-owned enterprises, regional-owned enterprise, private, and institutional community as stipulated in article 5 clause (1) and article 7 shall be obliged to report, in writing, the expansion of employment opportunities to the responsible agencies in the field of employment.
(2) the report referred to in paragraph (1) was used as the basis for the responsible agencies in the field of employment in order to establish a policy of expanding employment opportunities in accordance with their respective authority.
(3) Ordinances and forms reporting expansion of employment referred to in subsection (2) subject to the regulations of the Minister.
CHAPTER VI CLOSING PROVISIONS Article 13 this Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Regulation with its placement in the State Gazette of the Republic of Indonesia.
