AND THE REPUBLICAN BUREAUCRACY OF INDONESIA NUMBER 38 IN 2013

ABOUT THE FUNCTIONAL OFFICE OF THE CONSTRUCTION OF CONSTRUCTION SERVICES AND

ITS CREDIT FIGURES

MINISTER OF THE MINISTER OF STATE APPARATUS AND THE REFORM OF THE BUREAUCRACY OF THE REPUBLIC OF INDONESIA,

TO THE DRAW: A. that in order for the development of the career and increased professionalism of civil servants carrying out tasks in the field of construction services coaching, it needs to establish the Functional Office for the Construction Services and its Credit Numbers;

b. that based on the consideration as referred to in the letter a, it needs to establish the Regulation of the State Personnel Minister and the Bureaucratic Reforms of the Functional Office of the Construction Services and its Credit Numbers;

SET: REGULATION OF THE MINISTER OF STATE AFFAIRS AND BUREAUCRATIC REFORM OF THE FUNCTIONAL OFFICE OF THE CONSTRUCTION OF ITS CONSTRUCTION SERVICES AND ITS CREDIT FIGURES.

CHAPTER I OF THE GENERAL PROVISION

Article 1 In this Ministerial Regulation referred to: 1. Functional office Pembina Construction Services is a position that

has the scope of the task, responsibility, and authority to perform The construction of the construction services occupied by civil servants.

2. The construction of the Construction Services is a civil servant who is given the duty, responsibility, authority and rights in full by the officials who are authorized to undertake the construction of the construction services in accordance with the laws.

3. Construction services are a service planning consulting service, a construction work implementation services service, and a construction job supervision consultancy services service.

4. Construction Services Set-up is the publishing activities of legislation and technical standards of construction services undertaken by establishing a national policy of the development of construction services and the construction of construction services and publish and disseminate construction services laws and other related laws.

5. Empowerment of the Construction Services is an activity that takes place on the construction of the construction and society services to develop awareness of the right, obligations and its role in the implementation of construction services.

d. Pembina Main Construction Services; 1. analyze the formulation of the long/long term program

in order to structure the medium (5 (five) annual) /length (more than 5 (five) year) long-term construction (5) years);

2. analyze the results of the data collection in order to structure the medium (5 (five) annual) /length (more than 5 years) of construction (more than 5 years) of construction;

execution of construction services arrangement activities; 21. compiled a report on the construction services setting;

Organizing of construction services enablement; 23. identify construction services enablement problem

at area level; 24. Compiling materials for the construction of construction services; 25. carrying out internal coordination in order to perform

organizing the surveillance activities holding construction services;

26. identify the surveillance problem of holding construction services at the area level;

27. Drafting of the construction activities for the construction of the construction services;

28. collect surveillance data for holding construction services;

29. preparing publication material in order to publish the surveillance activities of the construction services;

30. plan for development activities and construction services systems;

31. exercise internal coordination in order to organize organizing system development activities and construction services concepts;

32. designing a collection of concept development data and construction services systems;

33. carrying out the development data collection of the concept and construction services system at the internationoanal level;

34. setting up evaluation methods in order to evaluate the development activities of the concept and the construction services system;

35. carry out evaluations in order to evaluate the development activities of the concept and the construction services system; and

36. compiled a report between the concept development activities and the construction services system.

c. Madya Construction Services pembina:

1. Conduct discussion of the results of the medium/long term program in order to set up an annual construction (5 (five) annual) construction plan for construction (more than 5 (five) years);

2. compiling a temporary final report in order to set up a medium (5 (five) annual) /length (more than 5 (five) year) long-term construction (5) years);

3. Drafting a temporary final report in order to reset the medium/short term construction coaching work plan;

4. Compiling a final report in order to review the medium/short-term construction/short-term construction coaching work plan;

5. carry out coordination between agencies within the scope of the area in order to organize the construction of construction services activities;

6. carry out coordination between agencies within the national sphere in order to organize the construction of construction services activities;

7. identify the problem of construction service arrangements at the national level;

8. compiled a draft of construction services arrangements at the area level; 9. compiled a draft construction service arrangement at the level

20. setting up evaluation methods in order to evaluate the execution of the surveillance activities of the construction services;

21. implement intergovernmental coordination within the scope of the area in order to organize organizing system development activities and construction services concepts;

22. identify concept development problems and construction services systems at area level;

23. identify the problem development problem and the construction services system at the national level;

24. analyze the concept development data and construction services system;

25. Formulate a problem resolution framework based on results of data analysis in order to frame the number of files between the concept development activities and the construction services system;

26. analyze the completion of the development problem and the construction services system; and

3. evaluate the results of data collection in order to set up a medium (5 (five) annual) /length (more than 5 (five) year) construction plan of construction (over 5 (five) years);

4. analyze the results of the data collection in order to structure the medium (5 (five) annual) /length (more than 5 (five) years) of construction construction;

(1) For the solubility of credit rating and designation, each Pembina Services Construction is required to record and inventory the entire activities performed and propose a list of Credit-rate Assessment (DUPAK) Usul Assessations.

(2) Each Construction Service Pembina proposes a hierarchical list of Credit Points Assessations (DUPAK) to its superior at least 1 times in a year.

(3) The Construction Services Pembina may be considered an increase in the number of times the term of the Cloud Service is not available.

Article 18 Officials are authorized to set credit figures, namely: a. General Secretary of the Ministry of Public Works for Services Pembina Services

Madya Construction, Level I Pembina rank, IV/b space group to the Main Construction Services Pembina, the rank of Primary Pembina, the IV/e room group in the Ministry environment Public Works, central agencies other than the Ministry of Public Works, Province, and District/Kota;

b. The head of the Agency that led to the construction of the construction of the construction services of the Ministry of Public Works or an official of the next echelon of the eselon II, which was appointed to the employment of the First Construction Services Pembina, the rank of the Young Penata, the III/a space group. Article 19

Article 20

(1) The Assessor Team consists of a technical element that guides the coaching of construction services, an element of staffing, and the Pembina Services Construction.

(2) Susunan membership of the Assessor Team, as follows: a. A Chair is a member of the technical element that

guides construction services to construction; b. A Vice Chairman is a member of the group; c. A Secretary is a member of the team; and d. At least four (four) members.

(3) The Secretary as referred to in paragraph (2) the letter c must be derived from the staffing element.

(4) The member as referred to in paragraph (2) the d, at least 2 (two) people of the Services Pembina Construction.

(5) The condition of being a Member, that is: a. The highest rank of rank is equal to

the position/rank of Pembina Construction Services assessed; b. have expertise as well as being able to assess the work achievement

(6) If the number of Members as referred to paragraph (4) is unfulfilled from the Services Pembina Construction, then Members may be appointed from other civil servants who have the competency to assess the work of the Construction Services Construction.

(7) If the Instancy Team is not yet formed, the assessment of the Functional Office credit figures Construction of Construction Services may be asked to the Working Unit Assessor Team.

(8) If Team Provincial Assessor has not yet formed, the assessment of the Functional Office of Functional Services Construction credit rating may be requested to the nearest Provincial Assessor Team or the Working Unit Assessor Team.

(9) If the Regency/City Assessor Team has not yet formed, The Function of the Construction Services Board of Functional Services may be asked to the nearest other District/City Assessor Team, other nearby Province or the Working Unit Assessor Team.

BAB XII TEMPORARY RELEASE, REAPPOINTMENT,

DISMISSAL FROM OFFICE OF Section

TEMPORARY RELEASE OF ARTICLE 30

(1) THE FIRST CONSTRUCTION SERVICES BUYER, RANK OF YOUTH, GROUP space III/a up to the Main Construction Services Pembina, the rank of Primary Pembina of Madya, class IV/d, released temporarily from office, if in the term 5 (five) years since being appointed in the post and/or the last rank cannot satisfy the credit number required for the promotion and/or rank of level Higher.

Article 33 of the interim release, reappointment and termination of the Functional Office Buyer of the Construction Services as referred to in Article 30, Section 31, and Section 32 are set by authorized officials in accordance with the laws.

BAB XIII DEMOTED
