Weigh: a.   That in order to accelerate the development of the Province of Papua and West Papua Province, in particular to open the isolation of the region, it needs to take strategic measures to connect one location to another location, so that it can Streamline the flow of people and goods;
B.   that strategic move by accelerating strategic road development in an isolated region, is necessary to foster unity and national integrity;
c. that in order to accelerate development of strategic roads, especially in areas that have extremely difficult and heavy geographic conditions, the involvement of all related parties, including the Indonesian National Armed Forces;
D.   that based on consideration as intended on the letter a, letter b, and the letter c need to be specified the President's Regulation on the Development of the Road in the Acceleration Framework Of The Development Of The Province Of Papua and West Papua Province;

DECIDED
Establish: PRESIDENTIAL REGULATIONS ON ROAD CONSTRUCTION IN THE FRAMEWORK OF ACCELERATING THE CONSTRUCTION OF THE PROVINCE OF PAPUA AND THE PROVINCE OF WEST PAPUA.

Section 1
(1) In order to accelerate the development of Papua Province and West Papua Province, the Government set the National Strategic Road Accelerating the Development of Papua and West Papua Province, which for the next time is called P4B Road.
(2) The P4B road as to which the verse is referred to in verse (1) consists of the road-fields as contained in Appendix I which is an inseparable part of this Presidential Regulation.

Section 2
Construction of the P4B Road as referred to in Article 1, is exercised by the Government in accordance with the provisions of the laws.

Section 3
(1) The government provides an assignment to the Indonesian National Army, to carry out the construction of roads on certain road routes which are part of the P4B Road.
(2) The path of certain paths as referred to in paragraph (1) is as contained in Annex II which is an inseparable part of this Presidential Regulation.
(3) The construction of a road on a specific road-space as referred to in paragraph (2) includes technical planning activities, construction and surveillance execution.
(4) Technical planning activities, execution of construction and supervision as referred to in paragraph (3) conducted by the Indonesian National Armed Forces, in accordance with the provisions of the laws of the goods. The government.
(5) The Ministry of Public Works conducts technical coaching on the implementation of the road construction as referred to in paragraph (3) in accordance with the provisions of the laws in the field of road.

Section 4
(1) The funding required for the construction of the P4B Road is charged on the State Revenue and Shopping Budget.
(2) For the funding of construction of specific roads as contained in Annex II, it is allocated on the Ministry of Defense's Implementation Filings List.
(3) For the funding of construction of the street in addition to the road-fields as contained in Annex II, is allocated on the Ministry of Public Work Implementation Filings List.

Section 5
The implementation of the construction of the P4B Road as referred to in Article 2, is done in stages based on the pri0ritas scale compiled by the Development Unit of the Development of the Province of Papua and West Papua Province.

Section 6
The procurement of Goods/Services in order to build the P4B Road is done in accordance with the provisions of the laws.

Section 7
The path-fields have been built as referred to in Section 2, evaluated on the basis of the road function by the Ministry of Public Works, to be further established in accordance with the provisions of the field of the road.
