specify: A STATE PASSWORD AGENCY HEAD REGULATION ON THE ORGANIZATION AND THE WORK OF THE TEAM ASSESSOR TEAM ' S FUNCTIONAL OFFICE CREDIT RATE SANDIMAN.

BAB I
UMUM PROVISIONS

Section 1

In this Regulation, which is referred to:
1. The Functional Office of Sandiman is a position that has the scope, duty, responsibility, and authority to carry out a persandian activity on government agencies.
2. Functional Officer Sandiman is a civil servant who is given the duty, responsibility, authority, and rights in full by the officials who are authorized to perform a persandian activity in accordance with the laws.
3. Credit number is the unit of value of each item of activity and/or accumulation of activities of the activities to be achieved by the Functional Officer Sandiman who is an assessment of the work achievement as one of the terms for the appointment, ascension Rank and/or position.
4. The Sandiman Functional Office Assessor Team is a team set by officials who are authorized to set credit figures, who are tasked with giving consideration and assessing the work achievement of the Sandiman Functional Officials.
5. The next list of credit-fixing proposals called DUPAK is a list that contains the number of items Credit numbers of activities that have been implemented by the Functional Officer Sandiman and made by the Functional Officer Sandiman is concerned for proposed to officials who are authorized to set the number of Credits through the authoring officials.

BAB II
THE ASSESSOR TEAM ORGANIZATION

Article 2

Tim ' s Functional Appraisal Team Sandiman consists of:
1. Central Assessor Team;
2. Work Unit Assessor Team;

5. District/City Assessor Team.

Part One

The Central Assessor Team

Article 3

(1) The Central Assessor Team is a Functional Employment Credit Rating Team which performs the functional achievement assessment of Functional Officers Sandiman Madya the rank of class I class IV/b and the rank of Young Master Pembina IV/c space group in the State Password and Instancy environment outside the State Password Institute.
(2) The Central Assessor Team is set up, set forth by and responsible to the Head of the State Password Institution or the designated Eselon I Officer who is drugging the staffing.
(3) The Central Assessor Team is in charge:
a. Assisting the Chief Minister of State or Officer Eselon I who is appointed to the employee in assessing the employment achievement of Functional Officer Sandiman to set the Credit Number for Functional Officer Sandiman Madya the rank of Level I Pembina IV/b space class and the rank of room IV/c Master of the Young Master in the State Password and Instancy outside of the State Password Institute; and
B. Assist officials in the administration of central and regional agencies in providing technical considerations about the various things related to the Sandiman Functional Office.
(4) The Central Assessor Team functions:
a. Check and assess activities items in DUPAK;
B. Check out the truth of the DUPAK documents deemed necessary;
C. Deliver the news of the results of the assessment results to the Head of the State Password Institution or the designated Eselon I Officer who is drugging the staffing;
D. Following the trial achievement assessment trial of the Sandiman Functional Office; and
e. Deliver the annual report of activities to the Head of the State Password Institution or the designated Eselon I Officer who is drugging the employee.
(5) The membership of the Central Assessor Team is gasal, consisting of:
a. A member is a member of the team, which is functionally Eselon I who is the Functional Coaching Job Of Sandiman's Office;
B. A Vice Chairman is a member of the team;
C. A Secretary of State is a member of an employee's element. The Secretary is not a member in charge of the Central Assessor Team Secretariat; and
D. At least four (four) members who are not arrested are chairman, deputy chairman and secretary of the central assessor team of various Ministries/Non-Ministry Government agencies. At least 2 (two) people should come from Functional Officer Sandiman.
(6) Requirements to be a member of the Central Assessor Team, consisting of:
a. Has the expertise and ability to assess the work achievement of Functional Officials Sandiman;
B. The highest level of rank/rank in the position/rank of Functional Officer Sandiman is assessed;
C. Has good integrity;
D. Can be actively performing the assessment;
e. Not caught as another Assessment Team member; and
f. Proposed by the agencies concerned.
(7) The Term of the Central Assessor Team:
a. The tenure of the Member Team of the Centre is 1 (one) year and can be reappointed for the next term.
B. A member of the Central Team of Assessor who has served in two consecutive terms, can be reappointed after exceeding the term of 1 (one) term.

Second Part
Working Unit Assessor Team

Article 4

(1) The Working Unit Assessor Team is a Functional Governing Body Credit Rating Team which performs the working achievement assessment of Functional Officials Sandiman Managing the rank of class I class II/b to the extent Functional Officer Sandiman Perslia of the rank of Grade I III/d class, and Functional Officer Sandiman First rank III/a Youth Class III/a up to Functional Officer Sandiman Madya the rank of room IV/a class Pembina State Office Environment.
(2) The Working Unit Assessor Team is set up, specified by and is responsible to the Principal Secretary of the State Password.
(3) The Working Unit Assessor Team is in charge:
a. Assisting the Principal Secretary of the State Password in assessing the Functional Achievement of Functional Officer Sandiman to assign Credit Numbers for Functional Officer Sandiman Managing the rank of Class II/b Class II/b Level to the Official Functional Sandiman Diver the rank of Grade I class III/d class, and Functional Officer Sandiman First rank III/a Youth class Until with Functional Officer Sandiman Madya the rank of class IV/a space Pembina in the neighborhood State Password:
B. Assist officials in the administration of central and regional agencies in providing technical considerations about the various things related to the Sandiman Functional Office.
(4) The Working Unit Assessor Team functions:
a. Check and assess activities items in DUPAK;
B. Check out the truth of the DUPAK documents deemed necessary;
C. Deliver the news of the event results assessment to the Principal Secretary of the State Password;
D. Following the trial achievement assessment trial of the Sandiman Functional Office; and
e. Deliver the annual report of activities to the Head of the State Password Institution or the designated Eselon I Officer who is drugging the employee.
(5) The membership of the Gasal Working Unit Assessor Team, consists of:
a. A Co-Chair is a member, who is functionally a member of the Eselon II official of the technical element;
B. A Vice Chairman is a member of the team;
C. A Secretary of State is a member of an employee's element. The Secretary is not a member in charge of the Secretariat of the Working Unit Assessor; and
D. At least four (four) members who are not arrested, the vice chairman and the secretary of the Working Unit assessor team. At least 2 (two) people should come from Functional Officer Sandiman.
(6) The requirement of being a member of the Working Unit Assessor Team, consists of:
a. Has the expertise and ability to assess the work achievement of Functional Officials Sandiman;
B. The highest level of rank/rank in the position/rank of Functional Officer Sandiman is assessed;
C. Has good integrity;
D. Can be actively performing the assessment;
e. Not caught as another Assessment Team member; and
f. Proposed by the working unit concerned.
(7) Job Unit Assessor Team Title:
a. The term of the member of the Working Unit Assessor Team is 1 (one) year and can be reappointed for the next term.
B. Members of the Working Unit Assessor Team who have served in 2 (two) consecutive terms, can be reappointed after surpassing the term of 1 (one) term.

Third Part
Agency Assessor Team

Section 5

(1) The Instancy Team is a Functional Ranking Credit Rating Team which performs the work achievement assessment of Functional Officials Sandiman Managing the rank of class I class II/b to the extent Functional Officer Sandiman Perslia of the rank of Grade I III/d class, and Functional Officer Sandiman First rank III/a Youth Class III/a up to Functional Officer Sandiman Madya the rank of room IV/a class Pembina environment of a central instance outside the State Password Institution.
(2) The Instancy Assessor Team is set up, set forth by and responsible to the Eselon Officer I who guides to the staffing or the Eselon II official under the appointed.
(3) The Instancy Assessor Team is in charge:
a. Assist Officer Eselon I who undergoes the employee or officer of Eselon II under which is appointed in assessing the employment achievement of Functional Officer Sandiman to assign Credit Numbers for Functional Officials Sandiman Executing the rank of Young Governing Level I class II/b is up to Functional Officer Sandiman Sections I class III/d Class I class, and Functional Officer Sandiman First rank III/a Youth Class III/a up to with Functional Officer Sandiman Madya the rank of IV/a space group Pembina in the instance environment; and
B. Assisting officials of the employment of agencies in providing technical considerations about the various things related to the Sandiman Functional Office.
(4) The Instancy Assessor Team functions:
a. Check and assess activities items in DUPAK;
B. Check out the truth of the DUPAK documents deemed necessary;
C. Deliver the news of the results of the assessment to the office of Eselon I who led to the staffing of Eselon II, who was appointed to the staff of the office.
D. Following the trial achievement assessment trial of the Sandiman Functional Office; and
e. Report an annual report to an Eselon I who is a servant of an employee or an Officer of Eselon II under the appointed one who is drugging at the staffing.
(5) The membership of the Instancy Assessor Team is gasal, consisting of:

(6) Requirements to be a member of the Instancy Assessor Team, consisting of:
a. Has the expertise and ability to assess the work achievement of Functional Officials Sandiman;
B. The highest level of rank/rank in the position/rank of Functional Officer Sandiman is assessed;
C. Has good integrity;
D. Can be actively performing the assessment;
e. Not caught as another Assessment Team member; and
f. Proposed by the working unit concerned.
(7) The Term of the Instancy Team:
a. The term of a Member of the Assessor Team is 1 (one) year and can be reappointed for the next term.
B. Member Assessor Team Members who have served in 2 (two) consecutive terms, can be reappointed after surpassing the term of 1 (one) term.

Fourth Quarter
Provincial Assessor Team

Article 6

(1) The Provincial Assessor Team is a Functional Governing Team Credit Rating Team which performs the working achievement assessment of Functional Officials Sandiman Managing the rank of class I class II/b to the extent Functional Officer Sandiman Perslia of the rank of Grade I III/d class, and Functional Officer Sandiman First rank III/a Youth Class III/a up to Functional Officer Sandiman Madya the rank of room IV/a class Pembina Province environment.
(2) The Provincial Assessor Team is set up, set by and responsible to the Provincial Secretary of the Province.
(3) The Provincial Assessor Team is in charge:
a. Assisting the Regional Secretary of the Province in assessing the employment achievements of the Sandiman Functional Officer to assign Credit Numbers for Functional Officer Sandiman Managing the rank of class I class II/b up to the Functional Officer Sandiman Seaman the rank of Penata Level I class III/d, and Functional Officer Sandiman First rank III/a Youth Class III/a up to with Functional Officer Sandiman Madya the rank of the IV/a space group in the Province's environment.
B. Assisting officials of the Provincial Public Service in providing technical considerations about the various things related to the Sandiman Functional Office.
(4) The Provincial Assessor Team functions:
a. Check and assess activities items in DUPAK;
B. Check out the truth of the DUPAK documents deemed necessary;
C. Deliver the news of the event results to the Provincial Secretary of the Province;
D. Following the trial achievement assessment trial of the Sandiman Functional Office; and
e. Report an annual activity report to the Provincial Secretary of the Province.
(5) The membership of the Provincial Assessor Team is gasal, consisting of:
a. A Co-Chair is a member, who is functionally functionally Eselon II or an Eselon III official who is a Persandian-bred Persandian.
B. A Vice Chairman is a member of the team;
C. A Secretary of State is a member of an employee's element. The Secretary is not a member responsible for the Provincial Secretariat of the Provincial Assessor; and
D. At least four (four) members of the non-chairperson, the deputy chairman and secretary of the provincial assessor team. At least 2 (two) people should come from Functional Officer Sandiman.
(6) Requirements to be a member of the Provincial Assessor Team, consisting of:
a. Has the expertise and ability to assess the work achievement of Functional Officials Sandiman;
B. The highest level of rank/rank in the position/rank of Functional Officer Sandiman is assessed;
C. Has good integrity;
D. Can actively perform assessments; and
e. Does not include any of the following members of the Assessment Team.
(7) Provincial Assessor Team Term:
a. The term of the Provincial Board of Councillors is 1 (one) year and can be reappointed for the next term.
B. Members of the Provincial Assessor Team who have served in 2 (two) consecutive terms, can be reappointed after surpassing the term of 1 (one) term.

Fifth Part
District/City Assessor Team

Article 7

(1) The District/City Assessor Team is a Functional Governing Team Credit Rating Team which performs the work achievement assessment of Functional Officials Sandiman Executing the rank of the Class II/b class of the Class II/b with the Functional Officer Sandiman Sections-class designation III/d Class I class, and Functional Officer Sandiman First rank III/a Youth Class III/a up to Functional Officer Sandiman Madya the rank of the IV/a room group In the District/City environment.
(2) The Regency/City Assessor Team is set up, set by and is responsible to the District/City District Secretary.
(3) District/City Assessor Team on duty:
a. Assisting the Secretary of State/City in assessing the employment achievements of the Sandiman Functional Officer to assign Credit Numbers for Functional Officials Sandiman Managing the rank of Class II/b Class II/b Level to the Official Functional Sandiman Diver the rank of Grade I class III/d class, and Functional Officer Sandiman First rank III/a Youth class Until with Functional Officer Sandiman Madya the rank of class IV/a space Pembina in the neighborhood District/Kota; and
B. Assist with the administration of employees of the District/City in providing technical considerations about the various things related to the Sandiman Functional Office.
(4) The District/City Assessor Team functions:
a. Check and assess activities items in DUPAK;
B. Check out the truth of the DUPAK documents deemed necessary;
C. Deliver the news of the results of the assessment results to the District Secretary/Kota;
D. Following the trial achievement assessment trial of the Sandiman Functional Office; and
e. Report an annual activity report to the District/City District Secretary.
(5) The membership of the Regency/City Assessor Team is gasal, consisting of:
a. A Co-Chair is a member, who is functionally functionally Eselon II or an Eselon III official who is a Persandian-bred Persandian.
B. A Vice Chairman is a member of the team;
C. A Secretary of State is a member of an employee's element. The Secretary is not a member responsible for the District Secretariat of the Regency/Kota; and
D. At least four (four) members of the non-chairperson, the deputy chairman and the secretary of the district/city assessor team. At least 2 (two) people should come from Functional Officer Sandiman.
(6) The requirement of being a member of the Regency/City Assessor Team, consists of:
a. Has the expertise and ability to assess the work achievement of Functional Officials Sandiman;
B. The highest level of rank/rank in the position/rank of Functional Officer Sandiman is assessed;
C. Has good integrity;
D. Can actively perform assessments; and
e. Does not include any of the following members of the Assessment Team.
(7) The District/City Assessor Team Term:
a. The term of the Member Team of the Regency/City is 1 (one) year and can be reappointed for the next term.
B. Members of the District/City Assessor Team who have served in 2 (two) consecutive terms, can be reappointed after surpassing the term of 1 (one) term.

Sixth Part
Technical Assessor Team

Section 8

(1) The Sandiman Functional Office Technical Assessor Team is a Technical Team that helps the Functional Office Assessor Team provide advice and opinion in conducting assessment of Sandiman ' s Functional Work achievement which is unique and requires certain skills.
(2) The Technical Assessor Team may be set up and set forth by the official authoring the Credit Number based on the proposal of the Chairman of the Assessor Team, whose members consist of good experts who are based on the Civil Servants Civil servants, or not civil servants, have the necessary technical skills.
(3) The Technical Assessor Team is responsible for assisting the Chairman of the Assessor Team in providing advice and opinions on the performance of the Specialized Functional Office of the Functional Officer Sandiman's Work and requires certain expertise.
(4) The Technical Assessor Team serves to assist the Assessor Team in performing the Special Functional Officials ' s Job Achievement assessment and requires certain expertise.
(5) The Technical Assessor Team is determined according to the need.

Seventh Part
Team Secretariat Assessor

Article 9

(1) The Sandiman Functional Office Assessor Team Secretariat is the Secretariat that helps the Functional Office Assessor Team Sandiman in carrying out his duties.
(2) The Assessor Team Secretariat is set up and set by:
a. Head of the State Password Institution or the designated Eselon I Officer who is guiding the staffing to the Secretariat of the Central Assessor.
B. Primary Secretary of the State Password Institution for the Secretariat of the Working Unit Assessor.
C. The official Eselon I, who led to the employment of Eselon II, was assigned to the Secretariat of the Assessment Team.
D. Provincial Regional Secretary for the Provincial Secretariat of the Provincial Assessor.
e. District/City District Secretary for the District/City Assessor Team Secretariat.
(3) The Sandiman Assessor Team Secretariat is responsible to:
a. Chairman of the Central Assessor Team for the Secretariat of the Central Assessor Team.
B. Chairman of the Working Unit Assessor Team for the Secretariat of the Working Unit Assessor Team.
C. The Chairman of the Board of Assessors for the Secretariat of the Assessor Team is guaranteed.
D. Chairman of the Provincial Assessor Team for the Provincial Assessor Team Secretariat.
e. Chairman of the District/City Assessor Team for the District/City Assessor Team Secretariat.
(4) The Chief Secretariat of the Assessor Team is functionally held by:
a. The competent official appointed by the Head of State Password Agency for the Secretariat of the Central Board of Assessor.
B. The competent official appointed by the Principal Secretary of the State Password for the Secretariat of the Working Unit Assessor Team.
C. The competent official appointed by Eselon I who led to the employment or officials of Eselon II under it for the Secretariat of the Assessor Team of Instancy.
D. The competent official appointed by the Provincial Secretary of the Province for the Provincial Secretariat of the Provincial Assessor.
e. The competent official appointed by the District/City Regional Secretary to the District/City Assessor Team Secretariat.
(5) The task and function of the Secretariat Team of Assessor:
a. Assisting Team Assessor in the administrative and administrative field activities of the Sandiman Functional Office Work Achievement Assessment;
B. Administration of any Proposed Assessment Number of Functional Title Credit Number;
C. Create a Team of Assessor's trial schedule;
D. Host a meeting and a Team of Assessor hearings;
e. Create the concept of the Credit Number Redemption Decision;
f. Perform the administration and data processing of the Sandiman Functional Office data; and
G. Monitor the results of the Sandiman Functional Officer Credit Number during a specific period to find out whether a Functional Officer Sandiman has complied with the minimum cumulative Credit Number requirement for a PLift or Title hike.
h. Provide a report to the Assessor Team, subject to:
1. Functional officer Sandiman who does not acquire the minimum cumulative Credit Number required for the Pangkat or Title increase in time.
2. Functional Officer Sandiman Savior (III/d), which does not acquire the minimum AK required to remain in office.
3.3.1) A Young Master of the Young Master (IV/c) does not acquire the minimum AK, which is required to remain in office.
4. The possibility can be redirected by a Functional Officer Sandiman, who was previously released temporarily from the Office, as the concerned has met the number of minimum prescribed cumulative Credits figures.
5. Surrender the file related to the Redemption of the Credit Number of the old Assessor Team Secretariat to be delivered to the new Assessor Team Secretariat, where it is mutated.

BAB III
APPRAISAL TEAM WORK
The Kesatu section
Assessment provisions

of section 10

(1) Assessment and determination of the Functional Officer's credit rate Sandiman is performed at at least 1 times a year.
(2) The rate of the credit rate for the Rank of Functional Officer Sandiman is performed at least 2 times a year, i.e. 3 (three) months prior to the period of the promotion of the civil servant of the civil servant with the provision as a following:
a. for the April period ' s rise in credit figures is set to be the slowest in January of the year in question.
B. for the October period promotion of credit figures is set to be the slowest in July of the year in question.
(3) Minister/Chief Government of the Non-Ministry (LPNK), Governor, Regent/Mayor on the proposal of Chairman of the Assessor Team may replace the members of the Assessor Team if that is concerned:
a. Retired from civil servants.
B. Hinting at least 6 (6) months.
C. Resign.
(4) If any member of the Assessor Team is to be assessed, then the Speaker of the Assessor Team can lift the temporary replacement for the concerned member of the Assessor Team, for the period of one time the assessment is in question.
(5) If the Chairman of the Assessor Team is assessed, then the Minister/Head of the Non-Ministry Government (LPNK), the Governor, the Regent/Mayor or the appointed official acts as interim Chairman of the Assessor Team.
(6) The credit rate assessment is done in the following way as follows:
a. The Chairman of the Assessor Team divided the assessment duties to the members of the Assessor Team.
B. Once each member does an assessment then the assessment results are delivered to the Chairman of the Assessor Team through the Secretariat of the Assessor Team.
C. The decision making in the assessment session of the Credit Number is performed by the assemblies of the assembly.
D. In the event of an unreached consensus, decision making is made by the most votes.
e. Credit rating sessions must be attended at least by ½ n + 1 member of the Assessor Team, where n is the number of all members of the Assessor Team.
(7) The results of the Credit Number (s) must be poured in the News Event Assessor News (FATHERS) signed by all members of the Assessor Team in attendance. The FATHER file is submitted to the Officer who is authorized to set the Credit Number as the basis for the Redemption of the Credit Number (PAK). An example of a FATHER form in an attachment.
(8) Credit numbers set by authorized officials are final and cannot be submitted objectionable by the relevant Functional Officer Sandiman.

Second Part
Assessment procedure

of section 11

The rating of Credit Figures by Team Assessor is conducted through the following procedures:
1. Receive The List Of Credit Figures Designation (DUPAK) and other supporting files from the Secretariat Team of Assessor.
2. Perform an assessment of the Credit Number submitted on each DUPAK in accordance with the terms of the assessment process.
3. Conduct a credit score assessment session for compiling the News Event Assessment event (MR.) as the final assessment results.
4. Delict a FATHER to the Secretariat of the Assessor Team for the preparation of the PAK Decision Letter and subsequently delivered to the Chief of the Instancy of each of the Minister/Head of the Government of the Non-Ministry (LPNK), the Governor, the Regent/Mayor or The appointed officials.
5. PAK Decision Letter is delivered to the Head of the State Board of State/Head of the State Board of the State Board of Personnel, and its release is delivered to:
a) The Functional Officer Sandiman is concerned;
b) The Secretary of the Functional Office of the Sandiman Functional Office is concerned;
c) Head of the Bureau/Board of the Regional Governing Body of the agencies concerned; and
d) Other officials are viewed as necessary.

Third Part
Calculation And Determination Of Credit Figures For Appointment In The Functional Post Of Sandiman

Article 12

(1) Counting and Penetration Figures of the presumptionable Functional Officer Sandiman who was in office a structural or functional position:
