BKN HEAD REGULATION number 5 2013 REGARDING CHANGES to the THIRD REGULATION HEAD BKN number 19 in 2006 about the ORGANIZATION and the WORK of BKN with the GRACE of GOD ALMIGHTY HEAD of BKN, Considering: a. that to improve the effectiveness and efficiency of the Organization and the work of Bkn, need to re-arrange some of the duties and functions of the Organization in an environment of Bkn;
b. that some provisions in the regulations the head Bkn number 19 in 2006 about the Organization of Work and the Bkn as twice amended last by Bkn Head Regulation number 14 in 2008 was not in accordance with the challenges of change and development of the State so that need to be changed;
c. that based on considerations as referred to in letter a and letter b need to establish Regulatory Head Bkn regarding changes to the Third Regulation Head Bkn number 19 in 2006 about the Organization and the work of Bkn;
Remember: 1. Decide: define: BKN HEAD RULES REGARDING CHANGES to the THIRD REGULATION HEAD BKN number 19 in 2006 about the ORGANIZATION and the WORK of BKN.
Article I of the regulation Head Bkn number 19 in 2006 about the Organization and the work of Bkn who has twice modified by regulation Head Bkn: a. the number 2 in 2007; and b. the number 14 in 2008, amended as follows: 1. The provision of article 4 is amended to read as follows: article 4 in consist of: a. the head;

b. Deputy head;

c. the Secretariat;

d. Deputy Staffing Development Field;

e. Deputy community development Field Performance and legislation;

f. Deputy community development Field Procurement, Line and retirement;

g. Deputy Field Staffing Information;

h. Deputy Field Staffing Control;

i. Assessment of competence center for civil servants;

j. Personnel Management Policy Analysis Center and legal aid;

k. Technology Analysis Center and the modernization of the staffing Management;

b.  Center For The Development Of The System Of Recruitment Of Civil Servants; and m. Inspectorate.
2. The provisions of article 104 modified to read as follows: article 104 Deputy Field Staffing Development consist of: a. the Directorate Staffing Planning and Formation;

b. Directorate of Standardization and the competence of the Office;

c. Center for study and Research Personnel; and d. education and training center for employees.
3. The provisions of article 106 is amended to read as follows: article 106 in carrying out the tasks referred to in Article 105, Staffing Planning Directorate and the formation of organized functions: a. implementation of needs analysis and preparation of the ingredients technical approval/consideration of granting the preparation and determination of formation of CIVIL SERVANTS and the PTT; and b.  the implementation of needs analysis and preparation of materials for planning the development of employees.

12. The provisions of article 127 is amended to read as follows: article 127 Subdirektorat analysis of the position and the classification of the Office consists of: a. a sexy Office Inventory;

b. Office of the Analysis Section; and c. the Evaluation Section and the classification of the position.
13. The provisions of article 128 is amended to read as follows: article 128 (1) of section Inventory Position has the task of conducting data collection and perumpunan the position of certain functional, structural, functional, and other public office.

17. The provision of article 132 is amended to read as follows: article 132 (1) of section Standardization Office has the task of preparing the drafting and formulation of the position of certain functional, structural, functional, and other public office.

f. implementation of the coordination, cooperation, facilitation, organization of prajabatan education and training, education and leadership training, functional training and education, and the education and technical training as well as Science Education Program Staffing; g. coordination and preparation of participants, lecturers, and teachers;

h. preparation of implementation of the learning aid and Science Education Program test Personnel;

i. coaching education and training participants, students and alumni of the Science Education Program Staffing;
j. monitoring and/or evaluation reports and the implementation of education and training prajabatan, education and leadership training, functional training and education, and the education and technical training as well as Science Education Program Staffing; and k.  other tasks in implementing the Program of Education Sciences Staffing.
24. The provisions of article 149 is amended to read as follows: article 149 Employee Education and Training Centre consists of: a. General section;

b. Organization of the Field; and c. a functional Office Group.
25. The provisions of article 150 is amended to read as follows: article 150 the General section has the task of carrying out administrative and technical services at the Center for education and training employees.
26. The provision of article 151 is amended to read as follows: article 151 in carrying out the tasks referred to in Article 150, the General section organizes functions: a. administrative management;

b. management of supplies and household; and c. the management of financial administration.

30. The provision of article 154 is amended to read as follows: article 154 functional Office Group on Employee Education and Training Centre has the task of conducting the activity in accordance with the functional position of each based on the provisions of the legislation.
31. The provisions of article 155 is amended to read as follows: article 155 (1) position divided functional Groups in a variety of Functional Office in accordance with the Group's areas of expertise.

b. Subdirektorat Development information technology Employee Performance; and c. a functional Office Group.
37. The provision of article 162 is amended to read as follows: article 162 Subdirektorat scoring system and performance standards Officers have the task of establishing the performance assessment system of preparation of employees, the preparation of drafting employee performance standards, and Service Directorate.
38. The provision of article 163 is amended to read as follows: article 163 in carrying out the tasks referred to in Article 162, Subdirektorat scoring system and Employee Performance Standard functions: a. completion of the formulation of the performance assessment system development officer;

b. preparation of the compilation and assessment of employee performance;

c. preparation of employee performance standards formulation;

39. The provision of article 164 is amended to read as follows: article 164 Subdirektorat scoring system and Employee performance standards consist of: a. the Employee Performance Appraisal Systems Section;

b. Sexy Employee performance standards; and c. Sexy Service Directorate.
40. The provisions of article 165 is amended to read as follows: section 165 (1) Sexy Employee Performance Appraisal System has the task of preparing the ingredients for preparing the performance assessment system of the employees, preparing the grant of employee performance assessments, assisting and preparing monitoring and evaluation assessment of the performance of the employees.

44. The provisions of article 169 is amended to read as follows: Article 169 (1) of section Application performance systems Employees have the task of creating, managing, and developing program performance information systems applications, integrate employee performance application system with user units, and compile data on the performance of employees.

54. The provisions of Article 251 is amended to read as follows: Article 251 in carrying out the tasks referred to in Article 250, Subdirektorat Administration of procurement organizes functions: a. the acceptance, control, distribution of mail and requests the identity number of the civil servants, and demand Karpeg and Karis/Karsu; b. the determination of the Identity number of the civil servants;

Article 418V (1) Recruitment Procedures and the standardization of the Subfields have the task of preparing the technical policy standards and the system of recruitment and selection of employees.
