REGULATION of the MINISTER of DEFENCE of the REPUBLIC of INDONESIA NUMBER 51 in 2012 ABOUT FUNCTIONAL POSITION and CREDIT FIGURES NURSE MINISTRY of DEFENCE CIVIL SERVANTS with the GRACE of GOD ALMIGHTY the DEFENSE MINISTER of the REPUBLIC of INDONESIA, Considering: a. that the determination and the adoption in the Office of the Defense Ministry as well as Nurses, functional set of policy steps coaching and management of functional Office for civil servants of the Ministry of defence, required policy in its implementation;
b. that, in order to implement the decision of the Minister of State for Administrative Reform number: 94/KEP/URM.PAN/11/2001 about Functional Position nurses and Figures her credit and Decision Bersttama the Minister of health and head of the NATURISTS Number 733/Menkes/LCS/VI/2002 number 10 in 2002 about the directions of the implementation of the functional Position nurses and Figures her credit;
c. that based on considerations as referred to in letter a and letter b, need to set Rules on the functional position of Minister of Defense and figures Nursing Credit Ministry of defence civil servants;

Decide: define: REGULATION of the MINISTER of DEFENCE of the POSITION and NUMBER of FUNCTIONAL NURSING CREDIT CIVIL SERVANTS of the MINISTRY of Defense.
CHAPTER I GENERAL PROVISIONS article 1 In this regulation of the Minister, is: 1. A nurse is a civil servant who is given the task, responsibilities, authority and rights in full by the competent authority to carry out the activities of nursing.

CHAPTER III TEAM is considered Part of the formation team of ASSESSORS Assessors article 7 (1) a team of Assessors composed of: a. the Centre Assessor Team was formed and assigned by the Office of the Builder Instance Functional Nurse in accordance with the regulations; and b.  Team Evaluator Agency is a team of Assessors in the environment of the Ministry of Defense, the AIR FORCE and Navy Headquarters.
(2) the Environmental Assessment Agency Team at the Ministry of defence proposed by the Kapusrehab Kemhan as the implementing Office of the Coordinator of Functional Health to the General Secretary of the u.p. Kemhan Karopeg Secretariat Kemhan, with CC Secretary General of the Kemhan.
(3) Environmental Assessment Agency Team at the AIR FORCE Headquarters and the force arranged further by TNI Headquarters and Forces each.
(4) a team of Assessors Establishments as referred to in paragraph (2) and paragraph (3) revoke specified by: a. the General Secretary of the Ministry of defence for the Organizational Unit Kemhan;

b. TNI Commander Persttonel Assistant to the AIR FORCE Headquarters organizational units;

c. Persttonel Assistant Chief of staff for the AIR FORCE AD organizational units;

d. Assistant Persttonel Kasal for TNI AL organizational units; and e. the Assistant Persttonel Rafter for AIR FORCE Organizational Unit;
(5) in case the team Evaluator Instance at TNI Headquarters Organizational Unit and the yet to be formed, then the number of credit assessment conducted by: a. the team Evaluator Agency Organizational Unit Kemhan; or b. the Assessor Team Center.
The second part of article 8 Assessment Team Persttyaratan Persttyaratan to become a member of the judging Team Agencies include: a. held the lowest rank/position/rank in the same nurse who assessed.

b. have the expertise and the ability to assess work achievement of nurses; and c. can actively do assessments.

The third part of the makeup of the team Evaluator article 9 (1) the order of Assessment team member agencies, consists of: a. a Chairperson and members of the technical elements/Nurse;

b. a Deputy Chairman and members;

c. a Secretary concurrently a member of the civil service; and d. at least 4 (four) members. (2) a member of the assessment referred to in paragraph (1) letter d, at least 2 (two) of functional officer of nurses.
(3) the term of the membership Team Evaluator Instance is 3 (three) years and may be reappointed for the next term.
(4) a member of a team of Assessors establishments that have served in 2 (two) times as referred to in paragraph (3), may be reappointed after beyond the grace period of 1 (one) term of Office.
(5) in terms of the composition of the number of members of the team Evaluator Instance can not be filled partially or completely from the nurse, then a member of the team of Assessors can be lifted from other officials that have the competence to assess work achievement of nurses and can actively do assessments.
(6) In the event of a member of a team Evaluator instance misadventure the shortest 6 (six) months or retirement, then the Chairman of the judging team is obliged to propose the replacement of the members of the team Evaluator Establishments to the competent authority.
(7) In the event of a member of a team of Appraisers who valued Institutions, then the Chairman of the judging Team Instances can lift the Team Evaluator Instance replacement.

4. Professional development, including: a) makes the papers/scientific works in the field of nursing/health;

b) develop appropriate technology in the field of nursing;

c) translate/adapt books and other materials in the field of nursing/health;

d) compiled guidelines on the implementation of the nursing services; and e) drawing up technical service instructions of nursing;
b. supporting Element is an activity that supports the implementation of the tasks of nursing that includes: a) be a member of a team of assessors Office functional nurse;

b) become a member of the organisation of the profession of nurses;

c) became a member of the Committee/sub Committee on nursing;

d) taught/trained on the education and training of employees;

g) participation in scientific delegation in the field of nursing/health;

h) Guide in the field of nursing in class/land use practices;

Chapter V TERM of RANK and the RANK is considered part of the level of the post of articles 14 (1) the level of the post of a nurse from lowest to highest with, namely: a. the intermediate level, consisting of;

(2) intermediate level Nurses rank level, as referred to in paragraph (1) letter a, in accordance with the level of Office, namely: a. the Managing Novice Nurses, The Space II/a;
b. Managing Nurses, consists of: 1. the Regulator level I, the Young Space II/b;

2. the Regulator, The Space II/c; and 3. Regulator level I, II/d Space Groups.
c. Implementing Advanced Nurses, consists of: 1. Young, the Stylist Spaces III/a; and 2. The young stylist level I, The Space III/b.
d. the nurse Supervisor, consisting of: 1. The stylist, The Space III/c; and 2. Stylist level I, III/d Space Groups.
(3) expert level Nurses rank level, as referred to in paragraph (1) letter b, in accordance with the level of Office, namely: a. the first Nurse, consisting of: 1. Young, the Stylist Spaces III/a; and 2. The young stylist level I, The Space III/b;
b. Young Nurses, consists of: 1. The stylist, The Space III/c; and 2. Stylist level I, III/d Space Groups.
c. the nurse Associate, consisting of: 1. The Builder, The Space IV/a;

d. affidavit of support service activities of nursing and physical evidence, made according to the sample form as contained in Annex XIV which was part an integral part of this Ministerial Regulation; and e. a copy or photocopy of a diploma/Certificate Completed education and Practice (STTPL) and/or description/Awards accepted ever passed by the competent authority.
(4) PACK for promotion by the competent authority, established at least 6 (six) months prior to the period of rising civil servant, as follows: a. for the promotion period of April, the number of credit established at least in September of the previous year; and b. for the promotion period October, credit numbers assigned at the latest in March of the current year.
(5) in the event that the competent authority to specify the number of credit referred to in paragraph (4) was unable to, then MR. delegated to officials who are functionally responsible level in the field of health.
