CIVIL SERVANT ' S CODE OF CONDUCT
IN THE ENVIRONMENT MINISTRY ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER FOR ENVIRONMENT OF THE REPUBLIC OF INDONESIA,

Weighing: that to carry out the provisions of Article 13 paragraph (1) letter a Government Regulation No. 42 Year 2004 on the Coaching Soul Corps and the Civil Service Code of Conduct, need to establish the Regulation of the Minister of the Environment about the Civil Civil Service Code of Conduct in the Environment Ministry Environment;

Given: 1.  Law No. 8 of 1974 on the PoyPokok KeEmployees (State of the Republic of Indonesia Year 1974 Number 55, Additional Gazette of the Republic of Indonesia Number 3041) as amended by Law No. 43 of 1999 (Sheet) State of the Republic of Indonesia in 1999 No. 169, Additional Gazette of the Republic of Indonesia Number 3890);
2. Act No. 18 of 2008 on Rubbish Management (Sheet Country Indonesia 2008 Number 69, Additional Sheet Republic Of Indonesia Number 4851);
3. Law No. 32 Year 2009 On Protection and Environmental Management (sheet Of State Of The Republic Of Indonesia In 2009 Number 140, Additional Gazette Of The Republic Of Indonesia Number 5059);
4. Government Regulation No. 42 Year 2004 on the Soul Coaching Corps and the Civil Service Code of Conduct (sheet of state of the Republic of Indonesia in 2004 No. 142, Additional Gazette of the Republic of Indonesia Number 4450);
5. Government Regulation No. 60 of 2008 on the Government Intern Control System (State Sheet Of The Republic Of Indonesia 2008 Number 127, Additional Gazette Republic Indonesia Number 4890);
6. Government Regulation No. 53 of 2010 on the Discipline of civil servants (sheet of state of the Republic of Indonesia 2010 No. 74, Additional Gazette of the Republic of Indonesia Number 5135);
7. Regulation of the Minister of the Environment of the Environment Number 16 of 2010 on the Organization and the Working Environment of the Ministry of the Environment as amended by the Regulation of the Minister of the Environment Number 18 of 2012 (State News of the Republic of Indonesia of the Year 2012 number 1067);

DECIDED:

Establish: ENVIRONMENTAL MINISTER REGULATIONS ON THE CODE OF CONDUCT OF CIVIL SERVANTS IN THE ENVIRONMENT MINISTRY ENVIRONMENT.

BAB I
UMUM CONDITIONS
Section 1
In this Minister ' s Rule, which is referred to:
1. 5. The Code of Conduct is an Ad Hoc team that is set to conduct enforcement of the conduct as well as complete the breach of the code of conduct performed by the employees.
6. Officials are the structural officials who are legally obligated to provide the role model, coaching, supervision and evaluation of its primary units at each of its units and drop light sanctions up to the medium to the Employee Which is in its sphere of authority.

Article 2
The Regulation of the Minister aims to maintain the dignity, honor, image, and credibility of the Ministry of the Environment as well as create a harmony of fellow employees, in order to achieve and realize an effective and efficient work culture.

Article 3
The core values of the Ministry of the Environment ' s work culture include:
1. honest, that is to provide the correct information to the needy;

3. Professional, i.e. completing the task on time, effective, and efficient as well as being accounted for;
4. productive, i.e. producing a product as optimal as possible by using time and resources effectively and efficiently; and
5. The innovation, i.e., is always trying to find new methods or ways that are more effective and efficient.

BAB II
CODE OF CONDUCT
Section 3
In carrying out tasks and functions as well as daily activities, the employees are required to comply and guide the Code of Conduct.

Section 4
In the execution of tasks and functions as well as being a daily life, each employee is obliged to guide the ethics:
a. country;
B. organization;
C. Public;
D. service in the community;
e. own self; and
f.   Employee.

Section 5
The country ' s ethics as referred to in Article 4 of the letter a include:
a.   performing fully Pancasila and the Basic Law of 1945;
B.   raised the harkat and the dignity of the nation and country;
c. be the adhesive and unifying nation in the Unity State of the Republic of Indonesia;
D.   obey all laws in carrying out the task;
e.   accountable in carrying out the task of holding a clean and authoring government;
f.    Respond, open, honest, and accurate, as well as timely in carrying out any government policies and programs;
G.   using or utilizing all state resources efficiently and effectively;
h.   not to give false testimony or untrue captions; and
i. respect, advance, fulfill, protect, and enforce human rights in accordance with the provisions of the laws.

Section 6
The organization ' s Ethics as referred to in Article 4 of the letter b includes:
a. exercised duties and authority in accordance with the rules of the laws of the laws;
B. keeping information that is confidential;
c. carry out any policy set forth by the authorized official;
D. build work ethos to improve organizational performance;
e. co-establish cooperatively with other work units related in order to achieve objectives;
f.   have competence in the execution of the task;
G. obey and obey the operational standards of the employees ' procedures and job objectives;
h. developing ideas creatively and innovative in order to improve organizational performance;
i.   working on the improvement of the work quality;
J.   acting rational and justice, objective, as well as transparent in the running of tasks;

Section 7
The society ' s ethics as referred to in Article 4 of the letter c includes:
a.   mutual respect of fellow citizens who embraced the different religions/faiths;

c. respond to the community environment;
D.   oriented toward improving public welfare in carrying out tasks; and
e. not committing asusila or despicable and entering places that can defame the honor and dignity of the employees.

Section 8
The ethics of service in the society as referred to in Article 4 of the letter d includes:
a.   provide services with respect and selfless decency and without the element of coercion;
B.   providing services quickly, appropriately, open, and fair as well as not discriminatory;
c. prioriting public interest above personal or group interest;
D.   not seek personal gain in any form;
e.   provide the information the public needs in accordance with the provisions of the laws of the laws;
f.    reject any rewards or promises in any form that may affect the execution of the task;
G. provide professional services, responsive, targeted, open, timely, observable rules, and fair and undiscriminatory; and
h.   open against any form of participation, support, and public oversight.

Section 9
Ethics itself as referred to in Article 4 of the letter e includes:
a.   honest and open as well as not providing any untrue information.
B.   acted with full sincerity and sincerity;
c. avoid any conflict of personal, group, or group interest;
D.   Initiatives to improve the quality of knowledge, skills, skills, and attitudes;
e.   have high fighting power;
f.    maintaining physical and spiritual health;
G.   maintaining the integrity and harmony of the family;

Article 10
The ethics of each employee as referred to in Article 4 of the letter a includes:
a.   respect of fellow Employees who embrace different religions or faiths;
B.   maintain a sense of unity and fellow employee unity;
c. mutual respect between peers, both vertically and horizontally in a work unit, instance, or between instances;
D.   appreciate the difference of opinion;
e.   Upholding the employee's prestige and dignity;
f.    establish cooperation between fellow employees;
G.   embody the solidarity and solidity of all the servants by convening in one corps vessel.

BAB III
ADUUAN
Section 11
(1) any employee who sees and/or learns that there has been an ethics violation as set forth in Section 4 to Section 10 may report:
a. oral; and/or
B. Written.
(2) The complaint reporting as referred to in paragraph (1) is delivered to the person ' s immediate supervisor of the breach.
(3) The delivery of the report as referred to in paragraph (1), is required to be supplemented by the identity of the snitch, the reported ID of the employee, and must be supplemented by the evidence of the breach;
(4) The employer of the employee who accepts the complaint as referred to in verse (2) and/or aware of the alleged ethical violation is required to examine the complaint and maintain the confidentiality of the identity of the por.
(5) If the results of the research as referred to in paragraph (4) contain the truth and are proven, the employer of the employee who commits the breach is required to do the coaching on the employee in question.

BAB IV
ASSEMBLY OF THE CODE OF CONDUCT
Section 12
(1) To carry out the enforcement of the code of conduct formed the Assembly of Code of Conduct.
(2) The Code of Code of Conduct as referred to in paragraph (1) is specified by the Minister.
(3) The Minister may delegate the creation of the Code of Ethics to the official Appointed.
(4) The five-member code of the Code of Conduct with at least five (5) people with the rank and position that is not lower than the employee who commits a breach.
(5) The Code of Conduct provides a recommendation to the Acting Officer of Public Affairs for the drop of sanctions to an employee who has committed an ethics violation.

Section 13
(1) The Ethics Code Assembly takes the decision after:
a. check for disnumeral employees in violation of the code of conduct; and
B. The person in question was given a chance to defend himself.
(2) The decision of the Assembly of the Code of Conduct is taken in deliberations of the assemblies.
(3) In the event of a mufakat deliberation as referred to in paragraph (3) is not achieved, the decision is taken with the most votes.
(4) The decision of the Code of Conduct Assembly is final.

Section 14
The Code of Conduct is required to express the decision of the Assembly of Ethics to the Minister or the appointed official as a material for providing moral sanction to the employees concerned.

BAB V
SANCTIONS DROP
Section 15
(1) Any employee who commits an ethics violation is subject to moral sanction by the Officer Pembina of the Public Service based on the recommendation of the Code of Conduct.
(2) Moral sanctions as referred to in paragraph (1) may be:
a. Statement is closed; or
B. An open statement.
(3) A closed statement as referred to in paragraph (2) a letter may be a statement of a guilty confession, an apology, and a willingness to not repeat an ethics violation by an officer who violates the ethics of the space Closed.
(4) The open statement as referred to in paragraph (2) of the letter b may be an announcement of an ethics violation by the employee who is presented at an official meeting forum, flag ceremony, media announcement, or other forum.

BAB VI
CLOSING PROVISIONS
Section 16
The rules of the Minister are in effect on the date of promulgations.
