THE SECOND CHANGE TO THE REGULATION OF THE GENERAL ELECTION WATCHDOG 23 2009 ON THE SUPERVISION OF THE REGIONAL ELECTORAL CAMPAIGN AND THE DEPUTY CHIEF OF THE REGION

WITH THE GRACE OF THE ALMIGHTY GOD

CHAIRMAN OF THE GENERAL ELECTION SUPERVISING BOARD,


Weighing: a.that Regulation of the General Election Supervising Board Number 23 Year 2009 On the Oversight of the Election Campaign General Election and Deputy Chief of Regions as amended with the General Election Supervising Board Regulation No. 5 Year 2012 on Changes to the Regulation of the General Election Supervising Board No. 23 Year 2009 On the Oversight of the General Election Campaign of the Regional Head and Deputy Head of the Regions is already inappropriate to the development of the state so that it must be changed;
B. that based on consideration as referred to in the letter a, need to establish the General Election Supervising Board Regulation on the Second Amendment to the Regulation of the General Election Supervising Board Number 23 Year 2009 on the Oversight of Election Campaign General Regional Head and Deputy Chief of Regions;

DECIDED:


SET: THE GOVERNING BODY ' S GOVERNING BODY RULES ABOUT THE SECOND CHANGE TO THE REGULATION OF THE SUPERVISORS OF THE GENERAL ELECTION 23 YEAR 2009 ON THE SUPERVISION OF THE GENERAL ELECTION CAMPAIGN OF THE REGIONAL HEAD AND THE DEPUTY HEAD OF THE AREA.

Section 1

Some provisions in the Regulation of the General Election Supervising Board No. 23 Year 2009 on the Oversight of the Election Campaign General Election and Deputy Chief of Regions as amended by the General Election Supervising Board Regulation No. 5 2012 on Changes to the Regulation of the General Election Supervising Board No. 23 Year 2009 on the Oversight of the Regional Head Elections Campaign and the Deputy Regional Chief is changed as follows:

1. The provisions of Article 1 of 1, 2, 3, 4, 5, 7, 8, 9, 11, are changed and between the digits 2 and number 3, the number 4 and the number 5, the number 9 and the number 10 are inserted 1 (one) the number 2A, 4A, and 9A so that Article 1 reads as follows:

Section 1

In this Regulation, which is referred to:
1. The General Election, next abbreviated Election, is a means of the exercise of the sovereignty of the people held directly, general, free, secret, honest, and fair in the Unity State of the Republic of Indonesia based on Pancasila and the Act The Constitution of the Republic of Indonesia in 1945.
2. Election Heads of Regions and Deputy Head of Regions, next called Election Kada, is the Election to elect the Regional Head and the Deputy Head of the Regions directly in the Union of the Republic of Indonesia based on Pancasila and the Basic Law Republic of Indonesia in 1945.
2A.Organizing Elections is an institution that organizes an election that consists of the Electoral Commission and the Board of Supervising the Election as a single function of the election function to elect a member of the House of Representatives, the House of Representatives. The area, the Regional Representative Council, the President and the Vice President directly by the people, as well as to elect governors, regents, and mayors democratically.
3. The next General Election Commission (KPU) is a national, permanent, and self-organizing electoral organization responsible for implementing the elections.

4A.Election Commission of District/City further abbreviated as KPU Regency/Kota, is an Election Organizer in charge of conducting elections in the district/city.
5. Election Committee, next abbreviated PPK, is a Committee formed by the District/City Commission to conduct elections in other sub-districts or other names.
6. The voting committee, further abbreviated to PPS, is a committee formed by the Regency/City Commission to conduct elections at the village level or another name/agility.
7. Election Supervisers are Bawaslu, Bawaslu Province, Panwaslu Regency/City, Panwaslu Subdistrict, and Supervising Field Elections.
8. Election Supervising Board, further abbreviated as Bawaslu, is an Election Organizing institution responsible for overseeing the elections in all areas of the Republic of Indonesia.
9. The Provincial Election Supervising Board, subsequently abbreviated as Bawaslu Province, is a body formed by Bawaslu to oversee the holding of elections in the province area.
A 9A. District/City Election Supervising Committee, next abbreviated Panwaslu Regency/Kota is a committee formed by Bawaslu Province to oversee the holding of Elections in the district/city area.
10. Panitia Supervising Election District, next shortened to Panwaslu District, is a committee formed by Panwaslu Regency/City that is responsible for overseeing the elections in the district or other names.
11. Field Election Supervisers are officers formed by the Panwaslu Subdistrict who is tasked with overseeing the elections in the village or any other name/agility.
12. The prospective partner of the Regional Head and Deputy Head of the Regions, next abbreviated as the prospective spouse is the Election participant of the Regional Head and Deputy Head of the Regions proposed and or nominated by a political party or a joint political party and the The individual, which has complied with the requirements and has been publicly announced by the Provincial Election Commission or the District/City Election Commission.
13. Regional Head Elections and Deputy Regional Chiefs is an activity performed by a couple of candidates and a campaign/acting campaign/enforcement team to convince voters in order to gain their most-of-magnitude support.
14. The supervision of the Kada Election Campaign is an activity observing, assessing, inspeting, and researching the process of the Kada Provincial Election campaign and the Kada District Elections/City as per the provisions of the laws.
15. Campaigns are a campaign team formed by the will of the Prospective Spouse together a political party or a combination of political parties that propose or by the will of the individual candidates whose names are named after their names are registered to the KPU The District and/or the District/City KPU or concurrently with the registration of a prospective spouse who is in charge and authorized to assist in the campaign and is responsible for the technical execution of the campaign.
16. Kada's next election campaign called the campaign is an activity in order to convince voters by offering a candidate's vision, mission, and prospective partner program.
17. The supervision of the Kada Election campaign is an activity observing, assessing, examining, and researching the process of the Kada Provincial Election campaign and the District Elections/City as per the provisions of the laws.
18. The Acting Team of the Kada Election Campaign, the next so-called campaign team is a team formed by the pair of candidates together a political party or a joint political party, which proposes the spouse of a candidate, or by a spouse of individual candidates, Which is responsible for assisting the campaign, and responsible for the technical conduct of the campaign.
19. Baths Election Kada is the executor of the Kada Elections which have registered and obtained accreditation from the Provincial KPU and/or the District/City KPU.

2. The provisions of Article 4 are amended so that Article 4 reads as follows:

EXECUTORS AND SUPERVISION REGIONS

Section 4

The supervision of the Kada elections is carried out by Bawaslu, Bawaslu Province, Panwaslu Regency/City, Panwaslu District, and Supervising Field Elections.

3. The provisions of Article 5 are amended so that Article 5 reads as follows:

Section 5

(1) Bawaslu carried out the supervision of the staging of the Kada Election campaign for the entire Indonesian region.
(2) Panwaslu Province carried out the supervision of the staging of the Kada Provincial Election campaign and the Kada District/City Elections for the province area.
(3) Panwaslu regency/Kota carried out the supervision of the staging of the Kada Provincial Election campaign and Elections Kada Regency/City for the district/city area.
(4) Panwaslu Subdistrict undertook the supervision of the staging of the Kada Provincial Election campaign and elections Kada Regency/City for the district district.
(5) PPL conducts supervision of the staging of the Kada Provincial Election campaign and Elections Kada Regency/city for the Village/Kelurahan region.
