STANDARD FORMULATION GUIDELINES FOR CIVIL SERVANTS TECHNICAL COMPETENCE
BY THE GRACE OF THE ALMIGHTY GOD
THE HEAD OF THE STATE EMPLOYEES,
Weigh: a. that in an attempt to realize a professional civil servant, there needs to be a competency-based arrangement in the Central and Regional Instancy environments;
B. that the professionalism of civil servants became one of the key aspects of bureaucratic reform as referred to in the Presidential Regulation No. 81 of 2010 on the Grand Design of the Bureaucratic Reforms;
c. that the Regulation of the Chief of the State Board of the State No. 22 Year 2011 on the Governing Guidelines of the Governing Competencies of the civil servants in the state of the State of the State is not in accordance with the needs and development of the state;
D. that based on consideration as referred to in the letter a, the letter b, and the letter c, need to establish the Head of State Regulation of the State on the Formulation Of The Technical Competence Of The Civil Servant's Technical Competence;
Given: 1. 2. Government Regulation No. 101 Year 2000 on Education and Training of civil servants (sheet state of the Republic of Indonesia of 2000 Number 198, Additional Gazette Republic of Indonesia Number 4019);
3. Government Regulation Number 9 Year 2003 on Authority Appointment, Transference and dismissal of civil servants (sheet state of the Republic of Indonesia in 2003 No. 15, additional state sheet number 4263) as amended by Government Regulation Number 63 (2009) (sheet of State of the Republic of Indonesia in 2009 Number 164);
4. Government Regulation No. 41 of 2007 on the Organization of Regional Devices (Sheet State Of Indonesia Number 89, Additional Leaf Republic Of Indonesia Number 4741);
5. Presidential Decree Number 103 of 2001 on the Position, Duties, Functions, Authority, Organizational Arrangement and the Working Governance of the Non-Department of the Government as amended last by the Presidential Regulation No. 3 of 2013 (State of the Republic of Indonesia in 2013 Number 10);
6. Presidential Decree Number 110 of 2001 on Unit of Organization and Duty of Eselon I Institute of Non-Department of Non-Department as of the last eight amended by Presidential Regulation No. 4 of 2013 (State Sheet of the Republic of Indonesia Year 2013 No. 11);
7. Presidential Regulation No. 8 of 2012 on the Framework of the Indonesian National Qualification (State Sheet of the Republic of Indonesia 2012 No. 24);
8. Regulation of Minister of Labour and Transmigration Number 8 Year 2012 on the Tata Cara Establishing Standardized National Work Competency Indonesia (Indonesian Republic of the Republic of Indonesia 2012 Number 364);
9. State Personnel Regulation Number 19 Year 2006 on the Organization and the Working Governance of the State of State as it has been three times last modified by the Regulation of the State Board of the State Number 5 of 2013 (News of the State of State) Republic of Indonesia in 2013 No. 150);
DECIDED:
establish: RULES OF THE HEAD OF STATE EMPLOYEES ON THE STANDARD FORMULATION GUIDELINES OF THE TECHNICAL COMPETENCE OF CIVIL SERVANTS.
Article 1
The standard Formulation Guidelines Of The Civil Servants Technical Competence are as set forth in the Attachment which is an integral part of the State Chief Regulatory Act of the Country.
Article 2
At the time of the enactment of the State Department of Personnel Ordinance, then the Chief of Staff of the State Board of State No. 22 of 2011 on the Governing Guidelines of the Standards of Civil Servable Work in the State of the State Governing Body, revoked and declared not applicable.
Article 3
The Head of the State Board of Personnel Act came into effect on the date of the promulctest.
So that everyone knows it, ordering the invitational of the Chief of Staff of the State of the Union with its placement in the News of the Republic of Indonesia.
