(1) The city/city in selecting the activities of the LH Fields as referred to in Section 6 should consider:
a.  National targets in lowering the environmental pollution burden, lowering the environmental damage rate and increasing the capacity of the apparatus and society in the management of natural resources and the environment;
B.   priority handling of the environmental issues encountered;
c. local environmental conditions;
D.   Benefit and sustainability of activities;
e.   fitness with area planning;
f.   budget allocation amount; and
G.   the availability of human resources.

Section 8

Section 9
(1) The LH Field DAK Fund is not allowed to finance activities:
a.   project administration;
B.   physical project setup;
C.   research;

h.   Report set.
(2) The event as referred to in paragraph (1) is financed through the district/city APBD.

Section 10
The county/city is required to allocate a least 10% (ten perhundred) companion fund derived from the district/city APBD.

Section 11
(1) Budget management, and the implementation of the LH Field DAK is performed by the District/City Environment Instancy.
(2) Head of the District/City Environment Instancy coordinating the utilization of the LH Field DAK in the district/city.

Section 12
(1) The Minister carries out the coaching and evaluation of implementation of LH DAK field activities through coordination based on the ecoregion region in form:
a.   periodic technical meetings;
B.   technical guidance;
c. evaluation of the execution of activities; and
D.   Assessment results evaluation results.
(2) The Minister delegated the implementation of the monitoring and supervision of the implementation of the LH Fields to the governor through the deconcentration mechanism of the LH field.
(3) Further provisions on monitoring and supervision as referred to in paragraph (2) are governed by the Regulation of the Minister.

Section 13
(1) The head of the district/city environment instance has the obligation to draft a report on the execution of LH field activities consisting of:
a.   Quarterly report on the progress of activities, and the budget of the 2014 LH Budget Year;
B.   the final report of the execution of activities;
c. output reports and outcome execution activities; and
D.   State Environmental Status Report (SLHD) county/city of Budget Year 2013.
(2) The report as in paragraph (1) is delivered to
a.   Minister; and
B.   The Head Of The Provincial Environment Agency.
(3) The delivery of the report as referred to in paragraph (1) is executed to the Province, the Ecoregion management and the KLH Secretariat through the Bureau of Planning and Foreign Cooperation using the monitoring on-line reporting system and evaluation (e-monev) implementation of the LH Fields.
(4) The fillings and completeness of the DAK Field utilization data into the e-monev system, into consideration and assessment performance performance of LH Fields in districts/city.
(5) The reports referred to in paragraph (1), paragraph (2), and paragraph (3) are executed in accordance with the Compiling Guidelines of the Special allocation of the Field of Living Environment as set forth in Annex III which is an inseparable part from the Minister's Rules.

Section 14

The Minister's Rule came into force on 1 January 2014.
