ABOUT
OFFICE ANALYSIS GUIDELINE
IN THE MARINE MINISTRY ENVIRONMENT AND FISHERIES

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF MARINE AND FISHERIES REPUBLIC OF INDONESIA,

Weigh: a.  that in order to perform institutional arrangements, the agility, employment, and supervision, as well as performance-based declassified programs are required analysis of posts on the working units in the Ministry of Marine and Fisheries environment;
B.   that based on consideration as a letter a, it needs to establish the Minister of the Marine and Fisheries Regulations on the Environment Analysis Guidelines in the Environment of the Ministry of Oceans and Fisheries;

DECIDED:

Establish: MARINE MINISTER REGULATION AND FISHERIES ON THE GUIDELINES OF OFFICE ANALYSIS IN THE MARINE MINISTRY AND FISHERIES ENVIRONMENT.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of the Minister this is referred to:
1. The office is the position that indicates the duty, responsibility, authority, and right of a civil servant in a unit of the organization of the Ministry of Oceans and Fisheries.
2. The analysis of the Office is a process, method, and technique to obtain the data of the office processed into office information and presented for the benefit of institutional programs, indiscretion, employment, disclaibility, surveillance, and accountability.
3. The holder of the post is the person who put me in a particular position in an institution or organization.
4. The description of the Office is the definition of information and characteristics of the office, as well as an overview of the matters related to the post.
5. The term of the term is the minimum requirement that the civil servant must fulfill in order to occupy a post, in order to perform the task properly.
6. The Map of the Office is an array of posts that are described vertically or horizontally according to the structure of authority, duties, and responsibilities of the office, as well as the terms of the office, thus describing all the existing posts and the position of the office. Work unit.

BAB II
INTENT AND PURPOSE
Section 2
The Office Analysis guideline is intended as a reference to the entire working unit in the Ministry of Marine and Fisheries environment in conducting office analysis.

Section 3
The purpose of the Post-Office Analysis Guide as referred to in Article 2 is:
1. streamline work units in the Ministry of Marine and Fisheries environment both the center and technical executor units in the implementation of the office analysis; and
2. derive common sense, language, and interpretation so that in the execution of the analysis of the office can be more effective and efficient, as well as in accordance with the laws.

BAB III
OFFICE ANALYSIS TEAM
Section 4
Analysis of the Office in the environment of the Ministry of Marine and Fisheries is exercised by the Analysis Team of the Office on each of the eselon work units I.

Section 5
The Office Analysis Team, as referred to in Article 4, consists of:
a.   The director is the Minister of Marine and Fisheries;
B.   The charge is the Secretary General/Director General/Inspector General/Head of the Agency;
C.   Chairman is the Head of the Bureau of Law and the Organization/Secretary of the Directorate General/Secretary of the Inspectorate General/Secretary of the Agency;
D.   The Secretary is the Chief of the Section who is enacting the organization or the staffing;
e.   Pokja Performing Office Analysis:
1) The Coordinator is the Chief of the Section who is wintering the organization or its staffing.
2) Members are composed of officials who led to the Tata Enterprises, the staffing, the organization and the functional officials of the competent echelons I.
f.    Pokja Sync and Perumusan Results Analysis Title:
1) The Coordinator is the Chief of the Organization and Tata Laksana, the Bureau of Law and the Organization.
2) Members consist of:
a) Head of Planning and Development Employees, Bureau of Employees.
b) The head of the Section that is wintering the organization or its workforce in the eselon work unit environment I.
(c) The officials of the competent echelons I who are competent.

Section 6
(1) The Job Analysis Team, as referred to in Section 5 has the task:
a.   facilitate and coordinate the execution of office analysis;
B.   monitoring the execution of the post analysis;
C.   process, analyze the results of the post analysis; and
D.   Formulate a performance analysis.
(2) The Office Analysis Team, as referred to in Section 5 is set forth by the Leadership of the Eselon Working Unit I.

BAB IV
IMPLEMENTATION OF THE OFFICE ANALYSIS
Section 7
Every working unit in the Ministry of Marine and Fisheries environment is required to carry out an analysis of the post.

Section 8
(1) The analysis of the post as referred to in Article 7 is exercised through the stage:
a.   preparation;
B.   Office data collection:
c. job data processing;
D.   Data verification;
e.   Refinement of data processed; and
f.    the formulation and determination of the results of the office analysis.
(2) In carrying out the collection of data as referred to in paragraph (1) letter b, using the List of Questions as set forth in Annex I which is an inseparable part of this Minister ' s Regulation.

Section 9
The preparation as referred to in Article 8 of the paragraph (1) of the letter is included:
a.   Team creation;
B.   notice to a working unit that will be targeted; and
c. Delivery of the IBM Software as a Service (s) and the IBM International Software

Section 10
(1) In conducting the post-data collection referred to in Section 8 of the paragraph (1) the letter b is required two types of data sources, namely:
a.   Primary Data; and
B.   Secondary Data.
(2) The Primary Data as referred to in paragraph (1) of the letter a, among others including:
a.   Work unit leaders interview results; and
B.   Employee interviews.
(3) The Secondary Data as referred to in paragraph (2) of the letter b, among others including:
a.   decision letters about the organization;
B.   job execution report;
c. The laws of the law; and
D.   internal policy.

Section 11
The data collection of the post as referred to in Article 8 of paragraph (1) of the letter b, includes:
a.   List of Questions List of Questions, with steps:
1. Deploy the list of job analysis questions to respondents;
2. Provide an explanation to respondents about the content of the list of questions (should respondents be collected in one room);
3. Charge the list of questions by the respondent;
4. The list of questions to be evaluated, if there is a less clear answer can be returned to the respondent to be equipped; and
5. In setting the respondent of a civil servant who controls the job so that it can represent the existing PNS, and consult the leadership of the work unit.
B.   An interview (face-to-face with the respondent to inquire about the work being done).
C.   Observations (directly viewing officers/employees who are doing their work, usually used for physical or physical occupations).
D.  Data collection of references (data collection of books or documents, such as work unit activities, regulations on organizations, etc.).

Section 12
(1) The Data Processing of the Office as referred to in Section 8 of the paragraph (1) of the letter c is performed to produce:
a.   the formulation of the post nomenclature;
B.   post description;
c. post map; and
D.   A report of the results of the post-analysis, among them the recommendations of findings on the field
(2) In performing the data processing of the office as referred to in paragraph (1) the shall pay attention to the following:
a.  task data that has been collected from the field is grouped {each task group contains a similar task and has a process link generate (output)};
B.  The task that has been grouped with the nomenclature became a nomenclature of office, which was named after the term.
(3) The recommendation of field findings as referred to in paragraph (1) of the d among others is the advice of institutional refinement, the placement of the employees, and other things in particular relating to institutional and employment, as a given. information or reports on the existence of deviation, which requires an improvement or requiring a policy to solve existing problems.
(4) The field findings as referred to in paragraph (1) of the letter d among others may be present:

c. The placement of an employee who is not in compliance with the terms of the term that is occupied;
D.   data overload or employee deficient;
e.   And so on.

Section 13
Verification of data as defined in Section 8 of the paragraph (1) of the letter d is a test of the data processed by, to ensure the completeness, correctness, and suitability of data with the reality of the work in the work unit analyzed. Data verification is done by submitting a data processed result in the form of a post-office nomenclature and a position description to the work unit leader for clarification, and acquiring an input for the consummation.

Section 14
Refinement of the Data Processing Results as referred to in Section 8 of the paragraph (1) the letter e is to synchronize the performance of the post-analysis results before it is set.

Section 15

Section 16
The analysis of the post as referred to in Article 7 is implemented as the program/work plan of each eselon work unit I Ministry of Marine and Fisheries is directed to:

BAB V
OFFICE ANALYSIS RESULTS
Section 17
(1) The results of the office analysis are information of the office consisting of a description of the office and the office map.
(2) The terms of the title as referred to in paragraph (1) constitute the description of each aspect and the characteristics contained in the post.
(3) The office map as referred to in paragraph (1) is a doubt all over the office of the work unit, which describes the structural office as well as the functional office located beneath it.

Section 18
(1) The description of the post as referred to in Article 17 of the paragraph (1) includes:
a.   identity of the position;
B.   overview of posts;
c. Job description and activities;
D.   work materials;
e.   work equipment;
f.    Liability;
G.   authority;
h.   work results;
i.    work relationship;
J.    state of the workplace;
No,   physical effort;
I.    risk of danger; and
-Terms of rank.
(2) The formatting of a Title analysis consists of the description of the office and the position map as set forth in Annex III which is an inseparable part of the Regulation of this Minister.
(3) The results of the post analysis as referred to in Section 10 of the paragraph (1) are used for:
a.   coaching and institutional structuring;
B.   coaching and staffing of staffing;
c. coaching and structuring of the Cloud Service;
D.   the planning of education and training needs planning; and
e.   surveillance and accountability.

Section 19
The coaching and institutional arrangement as referred to in Article 18 of the paragraph (3) of the letter is included:
a.   establishment of organization;
B.   organization's development;
C. Organization for the IBM Cloud Service
D.   An organization.

Section 20
The coaching and structuring of the staffing as referred to in Section 18 of the paragraph (3) of the letter b includes:
a.   Employee planning:
B.   Recruitment, selection, and employee placement;
c. Career development; and
D.   Mutations.

Section 21
The coaching and structuring of the indiscretion as referred to in Section 18 of the paragraph (3) of the letter c includes:
a.   Work:
B.   standardization; and
c. work system.

Section 22
The structuring of educational and training needs of planning and training as referred to in Section 18 of the paragraph (3) of the letter d are the planning activities for education and training in developing the knowledge of the staff in accordance with the needs and conditions of Office.

Section 23
The supervision and accountability as referred to in Article 18 of the paragraph (3) of the letter e covers the organization's breadth and control (spand of control) of the organization.

BAB VI
JOB ANALYSIS RESULTS
Section 24
(1) The results of the implementation of office analysis in the Ministry of Marine and Fisheries environment are presented to the leadership of each eselon I work unit, to obtain authorization input and approval.
(2) The results of the analysis of office in the environment of the Ministry of Oceans and Fisheries are established with the Ministerial Decree

BAB VII
EVALUATION OF THE POST ANALYSIS RESULTS
Section 25
The results of the office analysis are evaluated every 3 (three) years and/or according to the need by the Office Analysis Team.

BAB VIII
CLOSING PROVISIONS
Section 26
With the enactment of this Minister Regulation, the Decree of the Minister of Marine and Fisheries of Number KEP.92/MEN/2009 on the Analysis of Position Analysis in the Environment of the Ministry of Marine and Fisheries is revoked and declared not valid.

Section 27
The Minister ' s rules are beginning to apply at the date of the invitation.
