REGULATION of the MINISTER of MARINE and FISHERIES of the REPUBLIC of INDONESIA NUMBER 37/candy-KP/2013 of GUIDELINES ANALYSIS OFFICE at the ENVIRONMENT MINISTRY of MARINE and FISHERIES by the GRACE of GOD ALMIGHTY the MINISTER of MARINE and FISHERIES of the REPUBLIC of INDONESIA, Considering: a. that in order the execution of institutional setup, ketatalaksanaan, staffing, and surveillance, as well as a performance based kediklatan program required an analysis of the term in the work units of the Ministry of marine and Fisheries;

Decide: define: REGULATION of the MINISTER of MARINE and FISHERIES on the GUIDELINES of the MINISTRY OF ENVIRONMENT OFFICE in the ANALYSIS of MARINE and fisheries.
CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. The position is the position that shows the tasks, responsibilities, authority, and rights of a civil servant in an organizational unit of the Ministry of marine and fisheries.
2. Analysis Office is a process, methods, and techniques to get the post of data processed into the information Office and presented for the benefit of institutional programs, staffing, ketatalaksanaan, kediklatan, oversight, and accountability.
3. The Office of the Regent is the person who is to assume a certain position in an institution or organization.
4. Description of the position is the elaboration regarding the information and the characteristics of the Office, as well as an overview of the things related to the position.
5. The terms of Office are the minimum requirements to be met by CIVIL SERVANTS to occupy a position, so that it can carry out its task properly.
6. Map Position is the arrangement of the Office reflected vertically or horizontally according to the structure of the powers, duties, and responsibilities of the position, as well as the requirements of the position, thus illustrating the whole existing Office and its position within the work unit.
CHAPTER II AIMS and OBJECTIVES article 2 Office Analysis Guidelines are intended as a reference for all work units of the Ministry of marine and Fisheries in doing analysis.

Article 3 the purpose of forward Position analysis of the Guidelines referred to in article 2 is to: 1. facilitate the work units of the Ministry of marine and Fisheries Center as well as the implementing units in the implementation of technical analysis term; and 2.  acquire in common understanding, interpretation, and analysis in the implementation of the Office so that it can more effectively and efficiently, and in accordance with the legislation.
CHAPTER III article 4 TERM ANALYSIS TEAM Analyses the environmental Office in the Ministry of marine and Fisheries was carried out by the Office of the Analysis Team on each of the work units of Echelon I.

Section 5 Office of the Analysis Team, as referred to in article 4, consisting of: a. the Steering was the Minister of marine and Fisheries;
b. the person in charge was General Secretary/Director General/Inspector General/Head of Agency;
c. the Chairman is the head of the law firm and organization Directorate General Secretary/Secretary/Secretary General Inspectorate Bodies;
d. the Secretary is the head of the Section: organization or employment;
e. Pokja Implementation analysis of the position: 1) a coordinator is the head of the Section: organization or staffing.
2) Members consisting of officials: Administrative, staffing, organizational and functional scope of Echelon officials competent I.
f. Pokja synchronization and the formulation of the results of the analysis of the position: 1) a coordinator was head of the Department of organization and Governance, law firm and organization.
2) Members consisting of: a) Chief planning and Development Officer, Bureau of Personnel.
b) Chief wing organizations or personnel in an environment of work unit Echelon I.
c) officials the scope of Echelon I competent.
Article 6 (1) analysis of the Team Office, as stipulated in article 5 has a duty: a. facilitate and coordinate the implementation of the analysis of the position;
b. monitor the implementation analysis Office;
c. manipulate, analyze the results of the analysis of the position; and d.  formulate a position analysis results.
(2) analysis of the team's Office, as stipulated in article 5 set forth by the leadership of the work units of Echelon I.
CHAPTER IV IMPLEMENTATION article 7 TERM of Any ANALYSIS of the work units of the Ministry of maritime and Fisheries Office of analysis carrying out mandatory.

Article 8 (1) analysis of the Office referred to in article 7 is implemented through stages: a. preparation;
b. data collection position: c. data processing Office;
d. verification of data;
e. completion of data processed; and f.   formulation and determination of the results of the analysis of the position.
(2) in carrying out the collection of the data referred to in paragraph (1) letter b, using a list of questions as listed in Annex I which is part an integral part of the regulation of the Minister.
Article 9 Preparation referred to in article 8 paragraph (1) letter a include: a. the formation of the team;
b. notice to work units that will be the goal; and c.  submission form and instructions pengisiannya position analysis.
Article 10 (1) in performing the data collection of Office referred to in article 8 paragraph (1) letter b takes two kinds of data sources, namely: a. primary Data; and b.  Secondary Data.
(2) primary Data as referred to in paragraph (1) letter a, among others, include: a. interview leaders work unit; and b.  The results of the interviews of the employees.
(3) Secondary Data as referred to in paragraph (2) letter b, among others, include: a. letters of decision about the Organization;
b. report of the execution of the work;
c. legislation; and d.  internal policies.
Article 11 data collection of Office referred to in article 8 paragraph (1) letter b, include: a. the filling of the list of questions, with these steps: 1. spread the questionnaire analysis Office to the respondent;
2. give an explanation to respondents about the contents of a list (preferably respondents collected in one room);
3. filling of the list of questions by respondents;
4. retrieving a list of questions to be evaluated, if there is a less obvious answers can be returned to the respondent to come; and 5. in setting the respondent should work so that CIVIL SERVANTS can represent existing CIVIL SERVANTS, and consult with the leaders of work units.
b. interview (face-to-face with respondents to ask the ins and outs of work done).

c. Observations (see direct officials/employees who are doing his work, usually used for work that physical nature or that much physical energy use/physical).
d. data collection of reference (data collection from books or documents, such as reports on the activities of work units, regulations concerning organization, etc.).
Article 12 (1) the Office of the Data processing referred to in article 8 paragraph (2) Letter c is done to produce: a. outline of the nomenclature of the post;
b. Description of Office;
c. a map position; and d.  Report of the Office of analysis results, including recommendations results in the field.
(2) in performing data processing Office as referred to in paragraph (1) should pay attention to the following matters: a. the task data have been collected from the field grouped {task each group contains similar tasks and have the connection process generates an outer (output)};

c. placement of employees who do not comply with the terms of Office of serving;
d. data excess or shortage of employees;
e. and others.
Article 13 the data Verification as referred to in article 8 paragraph (1) the letter d is the processed results back testing data, to ensure the completeness, truth, and the suitability of the data with the realities of work in the work unit were analyzed. Data verification is done by sending the processed data form the outline of nomenclature of the post office and descriptions to the leadership of the work unit for clarification, and to obtain input to refinement.

c. Description of tasks and activities;

f. responsibility;
g. the authority;
h. results of work;
i. the working relationship;
a. the State of the place of work;
k. physical effort;
b.   the possibility of the risk of danger; and d. terms of Office.
(2) the Format of the results of the analysis of the position that consists of a description of the position and the map Office as listed in Annex III which is an integral part of part of the regulation of the Minister.
(3) the results of the analysis of the Office referred to in article 10 paragraph (1) is used for: a. coaching and institutional setup;
b. construction and staffing arrangement;
c. coaching and ketatalaksanaan Setup;
d. Setup planning education and training needs; and e.  oversight and accountability.
Article 19 coaching and institutional arrangement as stipulated in article 18 paragraph (2) letter a include: a. the establishment of the Organization;
b. organizational development;
c. streamlining the Organization; and d.  the merging organizations.
Article 20 the construction and staffing arrangement as stipulated in article 18 paragraph (3) the letter b include: a. the planning needs of employees;
b. recruitment, selection, and placement of employees;
c. career development; and d.  mutations.
Article 21 the coaching Setup and ketatalaksanaan as stipulated in article 18 paragraph (2) Letter c covers: a. the layout work;
b. Standardization; and c.  work system.
Section 22 Setup planning needs of the education and training referred to in Article 18 paragraph (3) the letter d is planning activities in the education and training needs to develop knowledge of employees in accordance with the requirements and terms of Office.

Article 23 supervision and accountability as stipulated in article 18 paragraph (3) the letter e include broad authority and vulnerable control (spand of control) Organization.

CHAPTER VI TERM of ANALYSIS RESULTS of DETERMINATION of section 24 (1) the results of the analysis of the implementation of the environmental Office in the Ministry of marine and Fisheries was presented to the leadership Echelon I work units each, to obtain feedback and approval confirmation.
(2) the results of the analysis of the environmental Office in the Ministry of marine and Fisheries set by decision of the Minister.
CHAPTER VII ASSESSMENT Article 25 TERM of ANALYSIS Results Analysis Office evaluated every 3 (three) years and/or as required by the Analysis.

CHAPTER VIII PROVISIONS COVER Article 26 with the enactment of the regulations of the Minister, then Minister of marine and Fisheries the number KEP. 92/DOWNLOAD/2009 on guidelines for analysis of the Environmental Office in the Ministry of marine and Fisheries was revoked and declared inapplicable.

Article 27 this Ministerial Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
