(2) The Construction Job Provider election as referred to in paragraph (1), performed with:
a. General Auction;
B. Limited Auction;
C. Direct Elections;
D. Immediate appointment; or
e. Direct procurement.

BAB V
SETTING THE DOCUMENT DELIVERY METHOD

Section 5

(1) The ULP Working Group compiles and sets out the method of inclusion of the Offer Document.
(2) The quotation method of the Quote Document as referred to in paragraph (1), consists of:
a. one cover method;
B. two-cover method; or
c. Two-stage method.
(3) The one-cover method is used for simple Item/Service Procurement, where technical evaluations are not affected by the price and have the following characteristics:
a. A job that is simple by the standards of pricing that the Government has set; or
B. Construction work on which the technical or technical specifications of the Cloud Service can be explicitly stated in the Procurement Document.
(4) The two-cover method is used for the Acquisition of Goods/Services where technical evaluations are affected by pricing offerings, and are used for Construction Works which use the evaluation of the value system or cost system during the economic age.
(5) The two-step method is used for Construction Works which has the following characteristics:
a. work is complex;
B. satisfy certain performance criteria of the entire system, including the consideration of the ease or efficiency of the operation and maintenance of its equipment;
c. have some alternative use of systems and design of the application of different technologies;
D. needs a long technical evaluation time; and/or
e. It requires a technical balance.

BAB VI
THE DESIGNATION OF THE EVALUATION METHOD

Section 6

(1) The offering evaluation method in the Construction Employment Provider election consists of:
a. fall system;
B. value system; and
c. Cost assessment system during the economic age.
(2) The offering evaluation method for Construction Work in principle uses the knockout system assessment.
(3) Evaluation of the value system used for Construction Work that takes into account technical excellence is worth the price, given the price offer is strongly affected by the technical quality.
(4) Evaluation of the cost assessment system during the economic age is used for Construction Work which takes into account the economic age factors, prices, operational costs, maintenance costs and the term of certain operations.
(5) The value system is performed with the following conditions:
a. the weighting weights cost between 70% (seventy perhundred) to 90% (ninety-one hundred) of total weight overall;
B. elements that are assessed must be quantitative or quantifiable; and
(c) the judgment and/or use of the Cloud Service is not available to the Cloud Service.
(6) The two-step method as referred to in Article 5 of the paragraph (5) may use the method of the knockout system evaluation, value system or cost assessment system during the economic age.

BAB VII
SETTING THE QUALIFICATION ASSESSMENT METHOD

Section 7

(1) Qualifications are the process of assessment of the competency and the ability of the business and the fulfillment of other specific requirements of the Construction Employment Provider
(2) Qualifying as referred to in paragraph (1), it can be done with 2 (two) ways:
a. Prequalification; or
B. Pascakuqualify.
(3) Qualifying is a qualifying assessment process conducted prior to the admission of the offering.
(4) The prequalification as referred to in paragraph (2), the letter a, is executed for the following:
a. The selection of a complex Contracting Job Provider through the General Auction;
B. The selection of a Contracting Job Provider that uses the direct appointment method, except for emergency handling; or
C. The selection of the Provider through the Procurement.
(5) The pre-qualifying process results in the list of candidates for the Construction Employment Provider.
(6) Pascakuqualifying as referred to in paragraph (2), the letter b, is the process of qualifying the qualification conducted after the admission of the offering.
(7) The Pascakuqualification as referred to in paragraph (6), is exercised for the Acquisition as follows:
a. Public auction, except for General Auction for Complex Work;
B. Direct Election.
(8) The qualifying assessment is conducted by the knockout system method, for the Construction Work.

Section 8

(1) The selection of construction work providers in principle is carried out through the General Auction Method with Pascakuqualification.
(2) For complex work, it can use the selection of the method as follows:
a. Admission of Documents using 2 (two) covers or 2 (two) stages as referred to in Section 5 of the paragraph (2), letter b and c; and
B. the selection of the offering evaluation method using the value system or the cost assessment system during the economic age as referred to in Article 6 of the paragraph (1), the letter b and c; and
(c) The following terms are:

COMPLEX WORK

Section 9

(1) Construction work included in the Complex Work as follows:
a. ship development work:
1) a crossing ship with a size of e 100 GT, with a total aircraft carrier e 250 HP, and a length of e 20 meters;
2) a pioneering ship with the size of e 200 GT;
3) state ships for special purposes:
a) the vessel of the cruiser;
b) patrol boat;
c) ship marine disaster prevention vessel;
4) the class of class I to s.d III.

c. airport development work;
D. air aircraft creation/mod />
BAB II
INTENT AND PURPOSE

Section 2

The intent and purpose of this Minister ' s Regulation, as the guideline and standards document procurement of construction work in the Ministry of Transportation environment.

BAB III
SCOPE

Section 3

The scope of the Regulation of this Minister, limited to the procurement of construction work through public auction, limited auction and direct election which the source of the funds partially or entirely from the Revenue and Shopping Budget State (APBN).

BAB IV
SETTING PROVIDER SELECTION METHOD
CONSTRUCTION WORK

Section 4

(1) The ULP Working Group is compiling and setting forth the selection method of the Construction Eification job;
e. Simulator creation job.
f. development work/enhanc/rehabilitation work, railways including:
1) the construction of the railway infrastructure consists of:
a) The construction of the railway;
b) The construction of a railway bridge;
c) The development of signalling;
d) Development of electrification (upper flow electricity);
e) Construction of stations, depo and yasa halls;
2) the construction of the railway means consists of:
a) locomotive;
b) trains;
c) cars;
d) special equipment;
(2) The details of the Construction Work as referred to in paragraph (1), the letter b and the letter e, are further laid out by the associated Eselon I Officer.

BAB IX
THE GUIDELINE AND THE STANDARD OF PROCUREMENT DOCUMENTS

Section 10

(1) the Guidelines and the Standards of Documents of Construction Works in the Ministry Environment, as set forth in this Regulation Attachment.
(2) The attachment as referred to in paragraph (1), includes:
a. Appendix I, the Guidelines and the Standards of the Construction Job Document consist of:
Book 1:
Guidelines and Standards of Construction Work document, the General Election/Direct Auction method with Pascakuqualification, Methods of Admission Document of One Fall System Cover, which uses a Lump Sum Contract;
Book 2:
Guidelines and Standards of Construction Employment Documents, General Election/Direct Election Methods with Pascakuqualification, Methods of Admission Document of One Fall Offering Document, which uses a Unit Price Contract or Combined Contract Lump Sum and Unit Price.
B. Appendix II, the Guidelines and the Standards of the Construction Job Document consist of:
Book 1:
Guidelines and Standards of Documents Governing Job Construction of the Public Sale Method/Limited Sale with Pre-Qualifying, Method Of Admission Of Documents Two Covers, Value System/Assessment Cost During Economic Age, which uses Contract Lump Sum;
Book 2:
Guidelines and Standards of Documents Governing Job Construction of the Public Sale Method/Limited Sale with Pre-Qualifying, Method Of Admission Of Documents Two Covers, Value System/Assessment Cost During Economic Age, which uses Contract Unit or Combined Contracts Lump Sum and Unit Price;

BAB X
CONTRACT DESIGN

Section 11

(1) PPK establishes the Draft Contract of Goods/Services Contract, before the job package is delivered to the ULP for auction/selection.
(2) In compiling a Contract Design for Complex Jobs, the PPK may request first input to the associated Eselon Officer I.


BAB XI
THE TRANSITION PROVISION

Section 12

The procurement process that is being implemented as long as it does not expire the Regulation of this Minister, it remains continued until the completion of the procurement process.

Section 13

With the Ordinance of this Minister's Regulation, then the Decree of the Minister of Transportation Number KM 47 of 1996 on the Standard of the Lelang Documents For the Home Office in the Environment Department Environment, revoked and declared to be not applicable.

BAB XII
CLOSING PROVISIONS

Section 14

The rules of this Minister begin to take effect on the date of promulglement.
