REGULATION of the MINISTER of TRANSPORT of the REPUBLIC of INDONESIA NUMBER 68 PM. Year 2012 ABOUT the DETERMINATION of the MAIN PERFORMANCE INDICATORS (IKU) in the ENVIRONMENT MINISTRY OF TRANSPORTATION with the GRACE of GOD ALMIGHTY MINISTER of TRANSPORT of the REPUBLIC of INDONESIA, Considering: a. that in order to implement the provisions of article 3 and article 4 of the regulation of the Minister of State for Administrative Reform State number PER/9/URM.PAN/5/2007 on the General guidelines for the determination of the Main performance indicators In Environmental government agencies predefined Rules, Transport Minister Number PM 85 in 2010. about the setting of the main performance indicators in the Environment Ministry of transportation;
b. that the regulation of the Minister of transportation Number am 85 in 2010. about the setting of the main performance indicators in the Environment Ministry of transportation referred to in letter a, it does not suit your needs, and to become a reference in the preparation of the planning documents and as a tool to measure the success of the achievement of the strategic goals the Ministry of transportation, needs to be enhanced;
c. that based on considerations as referred to in subparagraph b above, the need to establish Regulations the Minister of transportation of the Republic of Indonesia concerning the determination of the Main performance indicators (IKU) in the Environment Ministry of transportation;

Decide: define: REGULATION of the MINISTER of TRANSPORT REGARDING the DETERMINATION of the MAIN PERFORMANCE INDICATORS (IKU) in the ENVIRONMENT of the MINISTRY OF TRANSPORTATION.
Article 1 In regulation of the Minister, that is: 1. Main performance indicators, hereinafter called IKU, is a measure of the success of an organization's strategic goals and objectives.
2. Annual Performance Plan hereinafter referred to as the CTR is the document that contains the elaboration of goals and programs that have been set out in the strategic plan, which will be implemented by government agencies through a variety of annual activities and contains information about the target performance level or form of outputs and/or outcomes who want manifested by an organization on a given year.
3. plan performance and Budget Ministries/Agencies hereinafter abbreviated RKA-K/L is an annual financial plan document ministries/Institutions arranged according to the part of the budget of the ministries/agencies.
4. Determination of the performance hereafter PK is a performance that will be realized within 1 (one) years by a head of work Unit supervisor Directly.
5. Performance accountability is the embodiment of an obligation of government agencies to guarantee his success/failure of the implementation of the Organization's mission in achieving the goals and objectives that have been established through periodic accountability tool.
6. Performance Accountability Report hereinafter referred LAKIP is reporting performance accountability of government agencies that are created per year, which contains a performance liability Agencies in achieving goals/strategic objectives of agencies.
7. Performance accountability system of the Government agencies hereinafter abbreviated SAKIP pennyelenggaraan accountability is a process of Organizational Units that are interconnected to each other which substantially consists of the activities of the preparation of strategic plans, Performance Plans preparation activities (CTR), monitoring and observation of the implementation of the basic tasks and functions of the agencies, the measurement of performance and achievement of performance evaluation and reporting of the performance of the thoroughly integrated and to encourage the creation of performance accountability of government agencies as one of the conditions the creation of good Governence and trusted.
8. Performance indicators Activities hereinafter abbreviated IKK is a measure of the performance of the implementation activities in producing goods and services in accordance with planned in order to achieve goals and objectives of the organization. 9. The Minister is the Minister of transportation.
10. Work Unit is the Organizational Unit Level Echelon I, Organizational Unit Level Echelon II, and Self-contained work units (units/UPT Technical Implementers) Ministry of transportation on the environment.
Article 2 determination of major performance lndikator (IKU) in the Environment Ministry of transportation is the reference that is used by each organizational Unit Level Echelon I at the Environment Ministry of transportation, in order: a. the preparation of Annual Performance Plans;

b. preparation of the work plan and budget;

c. preparation of a document setting of performance;

d. preparation of reports on performance accountability of government agencies; and evaluation of the achievement of Objectives e. performance.

Article 3 determination of major performance lndikator (IKU) Ministry of transportation on the environment, using the Format as listed in the annex which is an integral part of part of the regulation of the Minister.

Article 4 (1) in the framework of major performance lndikator assignment (IKU) in the Environment Ministry of transportation referred to in article 2, each Level Organizational Unit Leadership Echelon I at the Environment Ministry of transportation should conduct the preparation of annual performance Plan (CTR), work plan and budget Ministry/Agency (RKA-K/L), the setting of performance (PK), the Government agency performance accountability Reports (LAKIP) and evaluation of the achievement of Target performance.
(2) the results of the preparation of the annual Performance Plan (CTR), work plan and budget Ministry/Agency (RKA-K/L), the setting of performance (PK), the Government agency performance accountability Reports (LAKIP) and evaluation of the achievement of Performance Objectives as referred to in subsection (1) is submitted to the Minister.
Article 5 within the framework of the preparation of the annual Performance Plan (CTR), work plan and budget Ministry/Agency (RKA-K/L), the setting of performance (PK), the Government agency performance accountability Reports (LAKIP), and evaluation of the achievement of the Goals of performance, to the leadership Echelon II Level Organizational Unit in the Environment Ministry of transportation, compulsory drafting performance indicators activities (IKK) for the specified Organizational Unit Level by the leadership Echelon I.

Article 6 (1) determination of performance, in order to each organizational Unit Leadership Echelon Level I in the Environment Ministry of transportation must specify the target each major Performance Indicators (IKU) every year;
(2) determination of performance in order to the leadership Echelon II Level Organizational Unit in the Environment Ministry of transportation must specify the target performance indicators activities (IKK) each year.

Article 7 in order to further enhance the effectiveness of the implementation of major performance lndikator Assignment (IKU) in the environment of the Ministry of transportation, then to: a. the Secretariat-General of the Ministry of transportation given duties and authorities: 1) Do construction in the framework of the preparation of the annual Performance Plan (CTR), work plan and budget Ministry/Agency (RKA-K/L), the setting of performance (PK), and the report on performance accountability of government agencies (LAKIP);
2) to evaluate the implementation of accountability system Organizational Unit Level Echelon I at the Environment Ministry of transportation.
b. the Inspectorate-General of the Ministry of transportation given tasks and authority to perform the evaluation of performance accountability report on the Organizational Unit Level Echelon I, and report the results to the Minister.
Article 8 by the time this Ministerial Regulation took effect, then Transport Minister Regulation Number am 85 in 2010 about the determination of the Main performance indicators in the Environment Ministry of transportation, revoked and declared inapplicable.

Article 9 this Ministerial Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
