ABOUT
TECHNICAL INSTRUCTIONS FOR THE IMPLEMENTATION OF THE THIRTEENTH MONTH SALARY/ALLOWANCES IN THE 2013 BUDGET YEAR TO CIVIL SERVANTS, STATE OFFICIALS, AND PENSION/BENEFITS RECIPIENTS

WITH THE GRACE OF THE ALMIGHTY GOD

FINANCE MINISTER OF THE REPUBLIC OF INDONESIA,

Weighing: that to implement the provisions of Article 10 of the Government Regulation No. 48 of 2013 on the Giving of Gaji/Retirement/Twelfth Month in the Year of the Budget 2013 to the Civil Servants, State Officials, and Recipients Pension/Benefits, need to establish the Finance Minister's Regulation on Technical Guidance of Granting Salary/Pension/Thirteenth Month Allowance in the Year of Budget 2013 to the Civil Servants, State Officials, and Pension Recipients/Tunjangan;

specify: THE FINANCE MINISTER ' S REGULATION ON THE TECHNICAL INSTRUCTIONS OF IMPLEMENTATION OF THE THIRTEENTH MONTH OF THE SALARY/ALLOWANCES IN THE 2013 BUDGET YEAR TO CIVIL SERVANTS, STATE OFFICIALS, AND PENSION RECIPIENTS.

BAB I
UMUM CONDITIONS
Section 1
In this Minister ' s Rule, which is referred to:
1. Civil Servants are the Civil Servants (PNS), Member of the Indonesian National Armed Forces (TNI), and Member of the Indonesian National Police (Police).
2. State officials are:
a.   President and Vice President;
B.   The Chairman, Vice Chairman, and Member of the People ' s Consultative Assembly;
C.   Chairman, Vice Chairman, and Member of the People ' s Representative Council;
D.   Chairman and Vice Chairman of the Constitutional Court, as well as Constitutional Justice;
e.   Chairman, Vice Chairman, Young Chairman, and Chief Justice on the Supreme Court;
f.   Judges on the Public Judicial Agency, the Judicial Court of the State, Religious Justice, Military Justice and Judge who are employed for judicial duties (yusticial);
G.   Chairman, Vice Chairman, and Judge Tax Court;
h.   Chairman, Vice Chairman, and Member of the Financial Examiner ' s Board;
i.    Chairman and Vice Chairman of the Corruption Eradication Commission;
J.    Chairman, Vice Chairman, and Member of the Judicial Commission;
No,   Minister and a post-level Minister;
I.    Chief Representative of the Republic of Indonesia which is a resident of the Ambassador Extraordinary and Full-Power;
m. Governor and Vice Governor; and
N.   Regent/Mayor and Deputy Regent/Deputy Mayor.
3. The retired recipient is:
a.   Retired Civil Servant;
B.   Retired State Officials;
C.   Widow/Duda/Child Pension Rerecipient/Child of the pension recipient as referred to in letter a and the letter b; and
D.   Retired Old Man's Retire from the Dead PNS.
4. The recipient of the allowance is:
a.   Veteran Allowance Recipient;
B.   Recipient of Honor Benefits Member of the Central Indonesian National Committee;
C.   Recipient Of The Recipient Of The Pioneering Award For The National Movement/Independence Movement;
D.   Widow/Duda allowance from the allowance as specified in the letter a, letter b, and letter c;
e.   Former Army Allowance Koninklijk Nederland Indonesisch Leger/Koninklijk Marine (KNIL/KM);
f.    Orphan Child Allowance/TNI/Polri; Member Orphan;
G. Recipients of the TNI/Polri member allowance for those who were discharged with respect to their officers from 5 (five) years to less than 15 (fifteen) years;
h. The beneficiaries of TNI/POLRI are honed with respect for which his officers were from 15 (fifteen) years up to less than 20 (twenty) years;
i.    Recipient of an Old Person ' s allowance for the fallen TNI/Polri Member; and
J.    Disabled Recipients.
5. The PPM is a document that is published by the SPM (PPSPM) to cash in to cash from the DIPA List.
6. The subsequent Fund-based Order Letter called SP2D is a warrant issued by the State Treasury Services Office (KPPN) as the State General Treasurer for the execution of the Revenue Budget load and State shopping based on SPM.

BAB II
THIRTEENTH MONTH SALARY/PENNI/ALLOWANCE
Section 2
(1) Civil Servants, State Officials, and Pension Recipients are granted the thirteenth month's salary/pension in the 2013 Budget Year.
(2) Civil Servants as referred to in paragraph (1) include:
a. Civil servants who are stationed or posted abroad;
B. Civil servants who are employed outside of the Government Instancy whose salary is paid by its parent agency;
C. State employees who are temporarily suspended;
D. Civil servants the recipient of the waiting money; and
e. A candidate for civil servants.
(3) Civil Servants as referred to in paragraph (1) do not include Country Employees who are on leave outside of the country's dependents or who are secondhand outside the Government's Instancy.

Article 3
(1) the thirteenth month salary/pension as referred to in Article 2 is provided for a month of earnings received in June 2013.
(2) Earnings as referred to in paragraph (1) for:
a. Civil servants and State Officials include principal pay, family benefits, public office benefits/benefits, and the country's financial coaching (TKPKN) special benefits/benefits.
B.   Pension recipients include principal retirees, family benefits, and income additional allowances; and
C.   The beneficiaries of the Cloud Service are subject to the following terms:
(3) The improvement of the position as referred to in paragraph (2) of the letter is included:
a. structural office allowances;
B. functional office allowance; and
c. The allowable allowance with the term allowance.
(4) The allowable improvement with the title allowance as referred to in paragraph (3) of the letter c is:
a. Educational Power Allowances;
B. Allowance of the Member Office and the Secretary of the Successor Court;
C. Office Allowance for Certain Officials assigned to the Financial Examiner ' s Board;
D. Judge allowance;
e. Panitera allowance;
f.   Jurusita and Jurusita Realers allowance;
G. Volcano Observer Benefits for PNS group I and group II; and
h. Correctional Officer Benefits.
(5) The income level as referred to in paragraph (1) does not include the following allowance types:
a.   Static Archive Management Allowance for PNS in the Indonesian National Archives environment;
B.   Radiation Danger allowance for PNS in the Nuclear Power Supervising Agency environment;
C.   Nuclear Danger allowance for Civil Servers in the National Nuclear Power Agency environment;
D.   Radiation Danger allowance for Radiation Workers;
e.   Safety and Health hazards risk benefits in the Persandian Hosting;
f.    Persandian Security Allowance;
G. Safety and Health hazards risk benefits in the National Search and Rescue Services in the National Search and Rescue Service.
h.   Teacher and Lecturer 's Professions, Special Lecturer of Teachers and Lecturer, as well as the Professor' s Honorary Benefits;
i.    Extra Income for the Teacher of PNS;
J.    Papua Province Special Allowance;
No,   Engagement Benefits for Civil Servants who work and reside in remote areas;
I. Security Operations Benefits for the Indonesian Armed Forces and civil servants who served in the Security Operations on the Outlands and the Border Regions; and
m. Special improvements on the Outlands and/or Border Regions for the Civil Servants of the State Police of the Republic of Indonesia which is Staffed Fully In The Outer Islands Of The Outer Small Islands And/or The Border Area.
(6) Additional income as referred to in paragraph (2) the letter b is an additional income for the retired recipient due to the change in the new principal's pension, not having an income increase, or a decrease in income, or experienced an income increase but less than 5% (five percent) in accordance with the laws.
(7) In terms of earnings a month accepted in June 2013 as contemplated (1) is not paid as much as the right to be received, to the concerned remains given a lack of salary/pension/allowances Thirteenth month.

Section 4
(1) In terms of the Civil Servants, State Officials, and Pension/Disability Recipients receive more than 1 (one) earnings that are salary with pension/benefits or some types of pension/benefits, salary/pension/third-month allowances It's only given for one of the more profitable ones.
(2) The more advantageous number as referred to in paragraph (1) is the most widely accepted income by the Civil Servants, State Officials, and Pension/Improve Recipients.
(3) If later there are employees, state officials, and pension recipients who are receiving more than 1 (one) earnings that are the thirteenth month salary/pension as referred to in paragraph (1), the excess of such payment is in debt and is required to return to the State in accordance with the laws.
(4) In terms of civil servants, state officials, pension/allowance recipients as referred to in paragraph (1) as well as a widow/widower allowance/duda, to the concerned given the pension/janda/duda allowance of the month Thirteenth.

Section 5
(1) The recipient of a breach of the State Servants/Officials of the State who died or was killed was granted a thirteenth month salary of a canal salary which was accepted in June 2013.
(2) The salary recipients of the State Employees/State Officials who were declared missing were granted a thirteenth month salary of the income received in June 2013.
(3) The thirteenth month salary payment as referred to in paragraph (1) and paragraph (2) is charged on the instance or the agency of the State Employees/State Officials work.

Section 6
(1) Recipient Retired of a retired civil servant/State Officer who died given a thirteenth month pension of a canal pension which was accepted in June 2013.
(2) Received the retirement of a retired civil servant/State Officer who was declared missing given a thirteenth-month pension of a pension income received in June 2013.

Section 7
(1) Civil Servants, State Officials, Pension Recipients, and Improvements Recipients who receive salary/pension/third month allowance beyond the Income Tax, the income tax is borne by the government. Laws.
(2) The rounding of the thirteenth-month salary/pension is done as it should be.

Section 8
The provisions in this Ministerial Regulation apply also to the Chairman, Vice Chairman, and Member of the Regional Representative Council, other officials whose financial/administrative rights are being appointed/as level as Minister, and the Deputy Minister.

Section 9
The required budget for the thirti/pension/twelfth month allowance is charged at:
a. State Shopping and Shopping Budget for:
1. Central PNS;
2. Member of the TNI;
3. Polri Members;
4. Recipient retirees;
5. Recipient of the allowance;
6. State officials other than the Governor and Deputy Governor, Regent/Mayor, and Deputy Regent/Deputy Mayor;
7. Chairman, Vice Chairman, Member of the Regional Representative Council;
8. Other officials whose financial/administrative rights are within the Minister ' s/s-level; and
9. Deputy Minister.
b. The Regional Revenue and Shopping Budget for:
1. Regional PNS;
2. The governor and the Deputy Governor; and
3. Regents/Vice Regent and Mayor/Deputy Mayor.

BAB III
THIRTEENTH MONTH PAY/ALLOWANCE PAYMENT FOR
CENTRAL CIVIL CIVIL SERVANT, MEMBER OF TNI/POLRI,
AND STATE OFFICIALS
Section 10
(1) Third month Gaji/allowance for Central PNS, Member of TNI/Polri, and State Officials, paid out in June 2013.
(2) In terms of the thirteenth month salary/allowance may not be payable in June 2013, the payment may be made after June 2013.

Section 11
The third month pay/allowance payment as referred to in Article 10 is charged in the DIPA of the Working Unit in the 2013 Budget Year.

Article 12
(1) PPSPM submitted SPM salary/allowance, salary/allowance, and the thirteenth month allowance/allowance difference to KPPN.
(2) For the Working Unit which has used the Gaji PNS Central (GPP) application, the SPM submission as referred to in paragraph (1) is accompanied by a Computer Data Archive (ADK) of the latest GPP version.
(3) SPM salary/allowances, salary/allowances, and third month salary short/allowance difference are each self-made and separate from the SPM salary/monthly allowance.
(4) Based on SPM as referred to in paragraph (1), KPPN publishes SP2D gaji/allowance, wage afterno/allowance, and the slowest third month salary/allowance difference difference:
a. 2 (two) days of work since the SPM is fully received and is correct for the Working Unit which has carried out the diversion of management of the employee's shopping administration;
B. 5 (5) business days after SPM is fully received and is correct for the Working Unit that has not yet exercised the diversion of management of the employee's shopping administration.
(5) The application of the SP2D gaji/twelfth month allowance weighing the Operational Bank II account.
(6) SP2D application aftershocks/allowances, and thirteenth-month salary shortfall difference in charge of Operational Bank of the Operational Bank I.

Section 13
The issuer of payment termination papers for the Central PNS and/or TNI/Polri members who have experienced the move to be listed on the thirteenth month salary payment has been paid or has not been paid.
Section 14
The publishing way and submission of SPP, SPM and SP2D awarding of the thirteenth month salary/allowance is set as follows:
a. for the Working Unit other than the Ministry of Defence and the Indonesian National Army following the Regulation of the Minister of Finance Number 190 /PMK.05/ 2012 on the Payment of Payment Methods in the Implementation of the State Budget and Shopping Budget.
B. To the Ministry of Defence and the Indonesian National Armed Forces, the Indonesian National Armed Forces (Indonesian National Armed Forces) follow the provision of the implementation of the employment of employees in the Environment Ministry and
c. for the Polri Working Unit following the provisions regarding the implementation mechanism of the State Budget Revenue and Shopping in the Environment of the State Police of Indonesia (Polri).

BAB IV
THIRTEENTH-MONTH SALARY PAYMENT FOR LOCAL CIVIL SERVANTS, GOVERNORS AND DEPUTY GOVERNORS, BUPATI/DEPUTY REGENT, AND MAYOR/DEPUTY MAYOR
Section 15
(1) Third month salary/allowance for Regional PNS, Governor and Deputy Governor, Regent/Vice Regent and Mayor/Deputy Mayor paid in June 2013.
(2) In terms of the thirteenth month salary/allowance may not be payable in June 2013, the payment as referred to in paragraph (1) was made after June 2013.

Article 16
The thirteenth month salary payment/allowance as referred to in Section 15 is charged in the Regional Revenue and Shopping Budget.

BAB V
THIRTEENTH MONTH PENSION PAYMENT
Section 17
(1) The third month pension payment/allowance of the 2013 Budget by PT Taspen (Persero) and PT Asabri (Persero) was implemented in June 2013.
(2) To the retired recipient is granted a thirteenth month pension of principal pension plus family benefits and additional income as well as not being subjected to health insurance cuts.
(3) To the recipient of the allowance is granted a third month allowance of the allowance according to the laws and is not subject to a health insurance cut.
(4) In terms of the thirteenth month pension/allowance may not be payable in June 2013, the payment as referred to in paragraph (1) was made after June 2013.

Section 18
Payment Responsibility Letter (SPJP) Retirement of the thirteenth month is made separate with the monthly Pension SPJP.

BAB VI
CLOSING PROVISIONS
Section 19
The Regulation of the Minister comes into effect on the date of the promulctest.
