ABOUT
ORGANIZATION AND WORK
INDONESIAN HAJJ SUPERVISORS COMMISSION

WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in order to effectiveness the duties of the Indonesian Hajj Supervising Commission, it needs to be regulated regarding the Organization and the Working Commission of the Indonesian Hajj Supervising Commission
B.   that based on consideration as intended on the letter a, it needs to establish the Presidential Regulation on the Organization and the Working Commission of the Indonesian Hajj Supervising Commission;
Remembering: 1.   Article 4 of the paragraph (1) of the Basic Law of the Republic of Indonesia in 1945;
2. Act No. 13 of 2008 on the Host of Hajj (State of the Republic of Indonesia 2008 Number 60, Additional Gazette of the Republic of Indonesia No. 4845), as amended by Law No. 34 of the Year 2009 (sheet of State of the Republic of Indonesia in 2009 Number 142, Additional Gazette of the Republic of Indonesia Number 5061);

DECIDED:
Establish: RULES OF THE PRESIDENT ABOUT THE ORGANIZATION AND THE WORK OF THE HAJJ INDONESIA SUPERVISORS COMMISSION.

BAB I
UMUM CONDITIONS
Section 1
In the Presidential Regulation, this is the case:
1. Indonesian Hajj supervising commission, called KPHI, is an independent agency formed to undertake supervision of the Pilgrimage Pilgrimage.
2. Hajj Pilgrimage is a series of activities managing the implementation of the Hajj pilgrimage which includes coaching, service, and protection of Jemaah Haji.
3. The Minister is the minister who organizes government affairs in the field of religion.

BAB II
THE POSITION, TASK, AND FUNCTION

KPHI is below and is responsible to the President.

Section 3
KPHI has the task of conducting supervision and monitoring of the Pilgrimage Pilgrimage as well as providing consideration for the consummation of the Indonesian Hajj pilgrimage.

Third Part
Function
Section 4
In carrying out the duties as referred to in Article 3, KPHI serves:
a.   monitor and analyze the operational policies of the Hosting Pilgrimage Indonesia;
B.   analyze the surveillance results from various supervisors agencies and the public;
c. receive input and public advice on the Hosting Hajj; and
D.   Formulating consideration and suggestions for the improvement of the operational policy of Hajj.

BAB III
ORGANIZATIONAL STRUCTURE
Section 5
The organization of the KPHI organization consists of:
a.   Chief;
b. Vice Chairman; and
C.   Members.

Section 6
KPHI is led by a chairman and a vice chairman.


Section 7
(1) KPHI consists of 9 (nine) people consisting of elements:
a.   People; and
B.   The government.
(2) The element of the society as referred to in paragraph (1) of the letter a as many as 6 (six) people consists of the element MajelisUlama Indonesia, the organization of the Islamic community, and the Islamic community.
(3) The government element as referred to in paragraph (1) letter b of 3 (three) persons who can be appointed from the ministry/agency related to the Pilgrimage Pilgrimage.

Section 8
Members of the KPHI as referred to in Article 7 of the paragraph (1) are appointed and dismissed by the President on the proposal of the Minister, upon consideration of the People's Representative Council of the Republic of Indonesia.






BAB IV
WORK LAYOUT
Section 9
In performing the tasks referred to in Section 3, Chairman, Vice Chairman, and KPHI members are required to implement the coordination, integration, and synchronization principles
both internally and externally in accordance with the field of duty each.

Article 10
(1) KPHI performs at least 1 (one) times in 1 (one) month or at any time if required.
(2) In the meeting as referred to in paragraph (1) KPHI may invite the instance and/or related parties.

Section 11
(1) KPHI decision-making is done in deliberation to reach the mufakat.
(2) In terms of deliberating decision making to reach the mufakat is not achieved, the decision is taken on the basis of the most votes.
(3) The decision as referred to in paragraph (1) and paragraph (2), is valid if the KPHI meeting is attended by at least 5 (five) members of the KPHI with representation of the elements of the Government and of the public.

Article 12
KPHI reports the results of his duties in writing to the President and the People's Representative Council of the Republic of Indonesia at least 1 times in 1 (one) years.

BAB V
KPHI SECRETARIAT
Section 13
(1) In carrying out its tasks and functions, KPHI assisted the Secretariat.
(2) The KPHI Secretariat as referred to in paragraph (1), is functionally exercised by one organizational unit in the ministry ' s environment that organizes government affairs in the field of religion.
(3) The KPHI Secretariat has the task of providing technical and administrative support to KPHI.


Section 14
(1) The KPHI Secretariat as referred to in Article 13 is led by a secretary.
(2) The Secretary of KPHI as referred to in paragraph (1) is appointed and dismissed by the Minister for consideration of the KPHI.
(3) The secretary in performing his duties is functionally responsible to the KPHI leadership.

BAB VI
FUNDING AND HONORARIUM
Section 15
Any funding required for the implementation of the KPHI task and function is charged in the State Revenue and Shopping Budget on the budget of the ministry that organizes government affairs in the field of religion.

Article 16
(1) In exercising its duties and functions, KPHI members are given an honorarium.
(2) The provisions of the honorarium as referred to in paragraph (1) are governed by the Presidential Regulation.

BAB VII
OTHER PROVISIONS
Section 17
(1) Further provisions regarding the details of the tasks, functions, and work of the KPHI are governed by the Regulation of the Minister.
(2) The details of the task, function, and work of KPHI as referred to in paragraph (1) are proposed by KPHI.

Section 18
Further provisions concerning the establishment of the organization and the work governance of the KPHI Secretariat are governed by the Ordinance of the Minister after having received approval from the Minister who organizes government affairs in the field of state apparatus and the government. Bureaucratic reform.






BAB VIII
CLOSING PROVISIONS
Section 19
The President's Regulation is effective at the date of the promulcity.
