SET: THE NATIONAL NATIONAL GOVERNING BODY ' S REGULATION ON

TECHNICAL INSTRUCTIONS HOST OF OPERATIONS

SEARCH AND RESCUE IN MOUNTAIN DISASTER

BERAPI.

Article 1

In the Rule of the Chief of this Agency referred to:

BAB I

INTRODUCTION

A. Background

Indonesia located between 3 (three) active earth plates

causing frequent disasters such as mountains erupting, earthquake

earth, tsunami and landslide. Indonesia is even dubbed the ring of fire

due to the large number of volcanoes encircled Indonesia.

Related to the large plate-unjinting zone, Indonesia

has an excess of 500 volcanoes with 129 active.

Gunmountains active fire spread on Sumatra, Java, Bali,

Nusa Tenggara, North Sulawesi, and Maluku Islands were

about 13% of the world's active volcanoes.

The volcano erupted, occurred as a result of magma deposits in the earth ' s stomach

driven out by the gas that High pressure. From an eruption-

eruptions like this were a volcano formed. Volcanic eruptions

could inflict heavy casualties and possessions up to thousands

kilometers away and could even affect the climate round on earth

here. The result of volcanic eruptions can be:

1. volcanic gas;

2. lava and sand flow as well as hot rocks;

3. lahar;

4. a landslide;

5. earth earthquake;

6. ash eruption; and

7. hot clouds (pyroclastic).

Based on the data of the Volcanology Center and the Geologic Disaster mitigation

there were several other eruptions that inflicted heavy casualties,

among other eruptions of the Kierbesi volcano in North Maluku in 1760

that killed 4,011 fatalities and eruptions of Mount Papandayan

In 1772 that killed 2,951 casualties in West Java. In Java

East of Mount Kelud eruption in 1919 resulted in 5,190

fatalities and eruptions of 1966 with 210 fatalities. Eruption

Mount Sinabung of 1892 which killed 180 fatalities, Year

2010 that killed 4 people and last of 2014 that

killed 17 fatalities.

In Tomini Bay, Central Sulawesi in 1983 occurred the eruption

ON THE VOLCANO DISASTER

A. The organization

Basarnas has a very important position, duty and function

especially in the rescue efforts of the human soul in particular at the time of the Disaster Emergency.

The Administration Assistant has a task:

1) carrying out the administration activities of the implementation

Operation Search and help in the form

logging, collection, logging, news storage

or the information sent and received in detail;

budget;

Search and Help Coordinator;

5) provides advice to the Search Mission Coordinator and

e. Logistic Assistant

Logistics assistant is the designated officer who

has qualifications and competence in the field of means and

infrastructure to support the implementation of Search Operations

and Help.

1) facilitate the provision of the means and infrastructure in

support the implementation of the Search Operations and

Help;

2) scrutinized the collected data and materials for

evaluation needs Search Mission Coordinator's performance and

3. Search and Search Mission coordinators

In the holding of Search and Assistance Operations,

Search and Search Mission Coordinator is a Head of the Head

circumstances, the Head of the Agency may appoint a Search Mission Coordinator

and Help other than the Head of the Search and Help Office

based on consideration as follows:

a. security conditions;

r. create a chronological report and the documentation for the implementation

Search and rescue operations;

s. Perform coordination with the leadership of the Agency

Regional Disaster Management (BPBD) /BNPB or Incident

Commander (IC) in the Emergency Posko; and

t. provide an official description of the parties

in interest regarding the Search Operations and

Help.

4. The Search and Search Mission Coordinators staff are appointed and

are responsible for the Search Mission Coordinator and

Help.

The Search and Aid Mission Coordinator staff includes:

a. Operations Staff

Operations staff are officers from the Search Office and

Help who has qualifications as a planner in

executing Search and Help (SAR Planner)

and/or experienced in the implementation of Operations

Search and Help.

The Operations Staff has a task:

1) collect, verify, and analyze the entire

technical data related to the mountain disaster volcanoes;

2) prepares Search and Help planning for

Search for Search and Help Operations;

3) prepares and inventorizes the needs of the SDM,

Search and Help tools;

4) prepares and executionable briefings at execution

Operations Search and help in the directions

Mission Search and Help Coordinator;

5) prepares periodic handling evaluation materials/

periodic for the needs briefs;

6) create/plan (plotting) search area (Search

area);

7) provide operational technical advice to the Coordinator

Search and rescue mission in the estimated aspect

of the volcano Disaster location;

8) cooperate actively with the Mission Coordinator staff

Search and Other help;

9) carrying out other activities under the direction

Search Mission Coordinator and Help; and

10) prepared the materials for the creation of the final report.

b. Intelligence Staff

The Intelligence Staff is an officer of the Search Office and

Help who has the qualifications of the Operations planner

Search and rescue and/or experienced in

data collection and analysis and information for the process

implementation of Search and Help Operations.

The Intelligence Staff has a task:

1) search, collect, verify, and process

data/information related to the volcano Disaster,

to support the implementation of the Search Operations and

Help and PR activities;

2) constantly excavating or updating

data/volcano Disaster information;

3) provide advice to the Search Mission Coordinator and

Help in accordance with the development of information that

obtained;

4) cooperates with the Mission Coordinator Staff

Search and other assistance;

5) performs inventory and verification of all

information obtained by Search Mission coordinators

and Help; and

6) prepare the materials for Mission Coordinator report

Search and Help.

c. Communications staff

The communications staff is the officer of the Search Office

and the Help that has the Communication Operator's qualifications

Search and Help and/or experienced in

use and mastery communication tools as well as electronics

in Search and Help activities.

The Communications Staff has a task:

1) receive, record, verify, and distribute

all incoming news/information and exit related

with the volcano Disaster into the journal book;

2) open and Fill in file The appropriate disaster

with needs;

3) forwarded the news to the Search Mission Coordinator and

Help;

4) helps the Search and Search Mission Coordinator

communicate with the entire Search Unit and

Help deployed in the staging

Search and Help Operations; and

5) in collaboration with the Mission Coordinator staff

qualifications and competency in the administration field in

Search and rescue activities.
