§ 1
In Parliament Act no. 22 of 18 November 2010 on the municipal board is amended as follows:

First § 15 paragraph. 2 is amended as follows:

"Paragraph. 2. If a local councilor in paragraph. 1 mentioned reasons is prevented from performing his duties for more than 2 months, the local council member may request leave without consideration. The request is sent to the mayor and must contain information about the background to the application and how long the obstacle which is the basis for the request for leave, is expected to pass. The necessary documentation for the application must be sent along with this, or at the request of the mayor. The mayor convenes then delegate to the next meeting of the municipal council. "
Second § 15 paragraph. 3, read:

"Paragraph. 3. The municipal council decides whether the conditions for the member's application for leave and delegate's entry is present.
Third § 31 paragraph. 3, repealed.
Fourth § 31 paragraph. 4, which is then paragraph. 3, read:

"Paragraph. 3. The local authority may choose to appoint other representatives than councilors to in paragraph. 1 Committee referred further if, in other legislation have given special permission and to perform other duties as municipal-board may allocate them. "
Fifth After § 31 added:

"§ 31a. The local council may appoint one or more local committees in every town in the municipality. Local committees to perform particular tasks or perform preparatory or advisory functions for the local council, finance committee or the standing committee.
Subsection. 2. The municipal council determines the composition of the local committees, including the extent to which it is left to the organizations, groups of citizens from certain localities, political parties and federal candidates or other nominating persons as members of the committees or as observers to participate in committee meetings.
Subsection. 3. The municipal council shall lay down rules for local committees' business.
Subsection. 4. The municipal council may grant a fixed remuneration for members of neighborhood committees, which are not members of the municipal council. The fee may be granted within a maximum amount established by the Government of Greenland in accordance. § 66 paragraph. 6
Subsection. 5. The municipal council may set up special committees to include specific knowledge and expertise or special interest in the treatment of individual cases in the municipal council, finance committee or the standing committee.
Subsection. 6. In paragraph. 1 and 5, the committees may be appointed at any time and with effect for a specific period during the municipal term. "
6th In § 34, the words "§§ 24, 26 and § 31" to "§§ 24, 26, 31 and § 31a".
7th § 51 paragraph. 1 is replaced by:

"§ 51. Common village councils and village councils consist of 3 or 5 members. The municipal council decides by the end of the year preceding the elections to village councils. "
Eighth § 51 paragraph. 2, is repealed.
Subsection. 3 and 4 become paragraphs. 2 and 3.
ninth § 67 paragraph. 1 shall read:

"§ 67. the Government shall lay down rules on the granting of:

1) remuneration and after remuneration of mayors.
| || 2) Remuneration of vice mayors or council members designated to take over the mayor's functions in his absence. "
10th After § 67 added:

" § 67a. the Government sets rules on:
| || 1) granting pensions to mayors and their spouses and children.

2) Establishment of private pension plans for mayors, after similar rules that apply to members of the Greenland Parliament and the Greenland Government.
paragraph. 2. Procedures for the creation of private pension schemes, see. paragraph. 1, no. 2, shall take effect for mayors who enters the office May 1, 2013 or later. Pensions under these rules be established at the earliest with effect from 1 January 2014. || | Subsection. 3. Mayors, which has worked in the office for at least 4 years in the term, which expires in 2013, may, notwithstanding the provision of paragraph. 2 choose to let himself within the rules established under paragraph. 1 pt. 1.

Subsection. 4. Election of the pension scheme referred to. Paragraphs. 3 shall be communicated in writing to the municipal council no later than 2 months after the entry into force of the Greenland Parliament Act. The choice is binding and also have effect for future work as mayor. "

§ 2
The Greenland Parliament Act comes into force on 1 January 2014.
