Article 1

It shall be ratified and shall have the effect of Article 28 (1). Article 2

The validity of this law shall start from its publication in the Governing Council of the Government and of the Agreement which is ratified by the fulfilment of the conditions laid down in Article 9 thereof. Amendments to the Agreement shall be made in accordance with the same procedures.
