§ 1 Preparation Service

The training and examination in accordance with this Regulation shall be the subject-specific preparatory service for the central non-technical service in the general and internal administration of the Federal Government. § 2 Objectives of the training

In close connection between theory and practice, the training provides the methods and knowledge as well as the professional skills required for the performance of the tasks in the central non-technical administrative service of the federal government. § 3 Service authorities, official supervision

(1) The Federal Administrative Office is a training authority. § 4 Selection procedure

§ 6 Holiday

Recreational holidays are to be granted only during the vocational training (§ 10). The periods of holiday leave are determined by the Federal Administration Office.

§ 7 Structure and duration of training

(1) The training is divided into closely interlinked subject-specific sections (courses) and professional-language sections (internships). The Federal Administration Office is supported by federal and municipal authorities in the course of vocational training. (2) The training is divided into the following sections:

§ 8 Content of the theoretical training

(1) The subject-theoretical training comprises at least 1 090 teaching hours. This includes at least 210 teaching hours on the introductory course, at least 320 teaching hours on the intermediate course and at least 540 teaching hours on the final course. (2) The subject-theoretical training extends to the following Specialist areas:

(3) The Federal Administrative Office shall draw up curricula in which the learning contents of the subject areas, the number of hours and the nature of the performance tests to be provided shall be determined. § 9 Performance testing

(1) During the course of the subject-related theoretical training, the following performance tests are to be performed:

in the introductory course, two written performance tests,

three written performance tests in the intermediate course,

five written performance tests and
b)
two written or oral performance tests.
The content of the performance tests shall take into account the emphasis placed in the intermediate examination and in the final examination. § 10 Vocational Training

(1) The Federal Administrative Office determines and supervises the design and organisation of vocational training. Section 11 Content of vocational training

§ 12 Reviews during the vocational training course

§ 14 Examination Office

§ 15 Examination Commission, Examination

(1) An examination board shall consist of:
1.
a civil servant or an official of the senior management service as chairman or chairman; and
2.
two senior officials in the general and internal administration of the federal government as co-chairs.

§ 16 Crunway test

§ 17 Interim examination

(1) At the end of the intermediate course, the candidates have to prove in an intermediate examination that they have reached a level of knowledge and knowledge which can be expected to have a successful further education. (2) The interim examination consists of three exams. The main tasks are selected from the subject areas according to § 8 (2) (4) to (8). (3) The processing time for each exam is 180 minutes. § 18 Written final examination

(1) The written final examination shall be approved for those who passed the intermediate examination and who have passed through the training sections. (2) The written final examination consists of five examinations. The tasks are selected from the subject areas according to § 8 paragraph 2. (3) The processing time for each exam is 240 minutes. The exams are written on consecutive working days. After two days, a free day will be provided. Only one exam is written per day. § 19 Oral final examination

(1) In the oral examination, the candidates shall be required to prove the knowledge acquired in the subjects referred to in § 8 (2). (2) The oral final examination shall be admitted to the person who is responsible for at least three exams of the a written final examination of at least five points and a total average score of at least 5. The candidates will be informed in good time whether or not they will be admitted to the oral examination. (3) The duration of the oral examination must not be less than 30 minutes per contender or contender and shall not exceed 40 minutes. In the case of group examinations, no more than five candidates are to be examined at the same time. (4) The examination board assesses the performance. On the basis of a proposal by the specialist examiner, the examination board assesses the examination performance of the respective subject area by common accord. The result of the oral examination is based on the average of the evaluations for the individual subject areas. (5) The oral final examination is not public. Members of the Examination Office may be present irrespective of the agreement of the contenders. The examination office may allow representatives of the Federal Ministry of the Interior and the Federal Administrative Office to be involved in the training, to be present in general or in individual cases. In exceptional cases, other persons involved in training may also be allowed to be present if the candidate does not object to the situation. No more than five listeners are to be admitted. Audience members may not keep records during the examination. Only their members may be present at the examination board's deliberations. § 20 Remote, resignation

§ 21 Täuschung, order violation

Section 22 Repeal of exams

(1) A non-passing intermediate examination and an unsuccessfully completed final examination can be repeated each time. § 23 Existence of the runway examination, final grade

(1) The runway examination has been passed if an average score of at least 5 and in the overall result a score of at least 5 has been achieved in the oral final examination. § 24 Final Certificate

Section 25 Examination files, inspection

(1) To be taken to the examination files:
1.
a copy of the certificate of the intermediate examination or of the certificate concerning the intermediate examination not passed (§ 17),
2.
a copy of the summary certificate (§ 13),
3.
the Appendix to the minutes of the runway test; and
4.
a copy of the certificate or of the certificate on the unpassed test of the career path (§ 24).
The examination files are kept for at least five years at the Federal Administrative Office after the preparatory service has been completed. They shall be destroyed not later than ten years after the end of the preparatory service. (2) After the notification or certificate has been delivered, the interested parties may inspect the examination files relating to them. The first sentence shall apply if the intermediate or runway test has not been passed or if no transfer has been made to the civil servant's relationship.

Section 26 Transitional provisions

For candidates who started the preparatory service before 1 August 2012, the Regulation on the career, training and examination of the middle non-technical service in the general and internal management of the Federal Republic of Germany October 2001 (BGBl. 2612), as last amended by Article 3 (7) of the Regulation of 12 February 2009 (BGBl I). 320) has been amended to continue to apply. Section 27 Entry into force, external force

This Regulation shall enter into force on 1 August 2012. At the same time, the Regulation on career, training and examination for the middle non-technical service in the general and internal administration of the Federal Republic of Germany (8).
